QUESTIONS AND ANSWERS
1. Amendment 1, Question 6 - The original drawing 848-B415-01 sheet 1 specified all WT doors and joiner doors below the main deck to half a 36” opening. The original structural drawing specified steel opening to be 30”. Revised Drawing 848-B415-01 - The revised drawing 848-B415-01 sheet 1 specified all WT doors and joiner doors below the main deck to half a 30” opening. The revised structural drawing specified steel opening to be 36”. Please clarify
Answer – This is a typo on the drawing 848-B415-01-Rev1. This drawing along with 848- B552-01 have been updated as a part of this amendment.
2. Amendment 1, Question 10 - Revised Drawing 848-B410-01 – Bow Profile 2-D – specified four (4) bow tow knee assembly also specified double tow knee pad with 8 required per tow knee assembly. Please clarify the number of double pads required per tow knee assembly. Will there be four (4) per assembly as shown on the drawing or eight (8) double pads per assembly as specified on the drawing.
Answer – MDC Response (JBS) – This was a typo in the drawing 848-B410-01-Rev1.
Specifically, the leader pointing at the bow towknee assemblies regarding the double towknee pads had the wrong amount associated w/ the assembly. Drawing 848-B410- 01 has been updated as a part of this amendment.
Bow towknee assembly requirements; four (4) towknee assemblies required. Each assembly is to include two (2) single towknee pads (similar to Duramax Part #802140906) and four (4) double towknee pads (similar to Duramax Part #802160906).
Two (2) assemblies are to be located on the port side w/ the first assembly 6’-0” from centerline of vessel to centerline of assembly and the second assembly 12’-0” from centerline of vessel to centerline of assembly (starboard side opposite and similar to port). For all four (4) assemblies the required amount of single towknee pads would be eight (8) and for double towknee pads would be sixteen (16). This count is for the bow section only.
3. Amendment 1, Question 22, A – (answer) The rating of the harbor generator will be 50 KW. ABS River Rule is 4-5-2/3.3 – States the following: “3.3 Ship Service - All vessels using electricity for auxiliary power or light are to be provided with at least two sources of power. The aggregate capacity of the power sources is to be sufficient to carry the necessary load under normal running operation with one power source in reserve.” Will the barge meet ABS requirements with the 50 KW harbor generator?
Answer: Based on historical design precedent, the government does not anticipate an issue meeting ABS requirements with the shown arrangement.
4. Amendment 1, Question 27 – states drawing 703-D552-01 detail 29-D is a guide. We do not see a detail 29-D. Should this say Detail 27-D?
Answer: This should say detail 29-C.
5. The amendments issued 0001 and 0002 do not include the original RFP Solicitation Section “clauses incorporated by reference” which was on page 203 of the original solicitation. Please advise if these should be included in the amendments issued.
Answers: The solicitation amendment(s) does not replace the entire contract, but substitutes part of it (i.e. deletes or replaces). The clauses incorporated by reference remain unchanged, therefore, they are not provided in the amendments. Please refer to provision FAR 52.214-3 AMENDMENTS TO INVITATIONS FOR BIDS (DEC 2016) for additional instructions.
6. How can I view the Interested Vendor List (IVL)?
Answer: Navigate to a published opportunity page using a direct link, search, or your workspace.
If the contracting officer for the respective opportunity has enabled the Interested Vendors List (IVL), then the table of contents will include a section for the IVL. Selecting the IVL section will navigate to the IVL. You can only view this list online; currently, a download feature is not available. The IVL will not appear if the contracting officer selected to did not enable it.
Note: You will only see the IVL if you are logged in and your account is associated with an entity. USACE Philadelphia district have allowed for IVL, but a system issue is not allowing for vendors to access the IVL. Beta.Sam service desk have not provided a resolution. Therefore, our suggestion is to contact shipyards in the area and/or shipyards that you have work with previously.
7. C685 HVAC
a. On the Air Conditioning Drawing 703-B685-02 based on the CEMVR 300’x68’x12’ platform, a 50 cfm Range Hood Exhaust is shown. This is a dedicated system connected between the range hood and exterior that has its own fan. Contract Specification Section C437, E-DAY ROOM on page 47 of the solicitation calls for a Kenmore Elite Microhood Combination, #86013. This system does not direct vent to the exterior. Can it be confirmed there is no dedicated exhaust system for the Day Room?
Answer: Confirmed. There is no dedicated forced exhaust system required.
b. On the Air Conditioning Drawing 703-B685-02 based on the CEMVR 300’x68’x12’ platform, Sheet 2 shows the air handler placed in its own HVAC ROOM on the Upper Deck Level. Assuming the frame spacing is 4’, the room appears to be approximately 7’x10’ and accommodates the mixing box, air handler, and main plenums/trunks.
The 150’ Platform proposed does not include this designated space. Where is the anticipated location of the Air Handler System?
Answer: The location of the air handler system is to be determined by the contractor during the Engineering Phase of the contract.
8. C730 LIGHTING AND RECEPTACLES
a. Section D, “All receptacles, including GFCI receptacles, shall be hospital and/or industrial/institutional grade receptacles similar to the model numbers called out on the contract drawings… The machinery room receptacles shall be watertight, cast marine brass, with threaded receptacle caps similar to the model numbers called out on the contract drawings.” However, Contract Drawing 848-B730-02 Receptacle Plan does not have model callouts. Can these receptacle model numbers be provided?
Answer: The GFCI receptacles shall be similar to Pauluhn 2705B-125-GF-F. The machinery room receptacles shall be similar to Pauluhn 2584B-125.
b. For items such as Dayroom Appliances (dishwasher, refrigerator, oven, microwave, coffee maker, ice machine), is it desired that receptacles are placed for each item?
They are not shown on the Receptacle Plan. Receptacles are shown in each general area but they are all linked to Circuit L4-2 or L4-3 which are convenience receptacles for forward and aft of Dayroom.
Answer: Dedicated receptacles shall be provided as shown on the one line diagram.
The Receptacle Plan drawing merely shows the convenience receptacles without dedicated loads.
9. C733 Electrical Power Plant
a. For the Primary Generator Set. Spec language requires a remote radiator. Is this requiring the radiator to be mounted to the deckhouse in the weather? Cat C7.1 generator set standard configuration includes a radiator mounted to the same skid as the generator engine. Vendors of Caterpillar state that once the skid mounted radiator is removed and mounted remotely, the gen set will lose its Tier III emission qualification.
Answer: Please see the answer provided to this question as a part of Amendment 2.
b. Requirements state, “A drip proof, guarded enclosure for the generator, and shall be air cooled and self-ventilated.” Are the USACE’s expectations to have a full sound enclosure? Or is the intention to have the unit protected from potential drips and hazards in the Generator Room?
Answer: A full sound enclosure is not intended, rather the unit’s shall be protected from potential leaks within the machinery room.
c. If the generator radiators are expected to mounted on the top of the deckhouse, is an expanded metal enclosure required around them for protection?
Answer: Confirmed.
10. C425 Floorplates
a. The solicitation states the floor plates shall consist of ¼” aluminum diamond tread plate. Can you specify what grade of aluminum this is?
Answer: Aluminum grade shall be determined by the contractor in accordance with the specification requirements. Diamond tread plate should be commercially available for easy replacement.
11. C425
a. Looking at drawing 848-B425-01 1 of 4. It shows 2 opening on each of the deckhouse tops but on drawing 848-B-315-01 4 of 4 the Isometric views of the deckhouses show only openings on the forward end of the deckhouses. Which is correct? and if isometric drawing is correct are, they all inset ladders. Also based on this inset ladder approach when you climb up it, I'm assuming you would have to reach up and unsnap the chain railings above you so you could get up on the roof. As you move up to the top what do you grab onto to lift yourself up onto the deckhouse roof. The railing post are 3' apart it would seem to be dangerous.
Is there a reason that the railing posts on the top of the deckhouse near the ladders are made to be removable while the rest are not?
Answer: Drawing 848-B315-01 shall govern in terms of the location and quantity of ladders. The design of the ladders and openings is sufficient and does not merit further review.
Potable Water Tank
a. Drawing 848-B320-01 page 1 of 3 Box-List of tanks describes #7 Potable Water Tank material as 304L stainless steel while drawing 848-B309-01 Frame 17 Potable Water Tank shows 316L stainless steel. Which is it?
Answer: The potable water tank is to be of 304L stainless steel as shown on drawing 848-B320-01.
12. Extension Request:
We formally request a 30 day extension due to continuing issues getting information to and from entities because of the continuing Covid-19 Pandemic. States are locking down again and the stay at home/work from home options are making it hard to get the answers/numbers we need for this crane barge solicitation.
Answer: At this time, Government will only extend solicitation for an additional seven days. In addition, extending question deadline to Friday December 4, 2020.
13. section B415 Windows/Hatches
a. section D Hatches: Do you require Hydrostatic testing for the Hatches (ABS required)? Do you require ABS approved drawings and shop test witnessing?
Answer: All regulatory testing that is required to obtain the classification mandated by section C004 of the solicitation shall be performed. In addition, all tests listed in section E of the solicitation shall be performed.
