Q&A

MDC 3129 CRANE BARGE

W912BU21B0001

Amendment 1

October 30, 2020

1. Are the following drawings available? They were listed on the drawing index, but not included in the package.

• 848-B640-01 – Generator Cooling System

• 848-B650-01 – Generator Exhaust System and Details

• 848-B730-02 – Receptacle Plan

Answer: Drawings 848-B640-01 Generator Cooling System, and 848-B650-01 Generator

Exhaust System and Details are drawings to be developed by the contractor during phase two of the contract as per sections C640, C650, and H12.D of the subject solicitation. Drawing 848-

B730-02 Receptacle Plan was omitted from the original solicitation in error and is included in this amendment. Drawing 848-B000-02 has been revised as a part of this amendment.

2. What is the proposal package requirements for this submittal (Ex: Mailed or Emailed? Hard copy vs. electronic copy or both, page count limits, additional requirements, etc.). Is there an

Instructions to Offerers section that will be provided at a later date? I couldn’t find the referenced Bid Invitation Instructions in the solicitation other than the standard direction in

FARS Clause “52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (JUN

2020)”

Answer: Proposal can be submitted by mail or hand deliver day of bid opening prior to opening.

Only hard copy will be accepted with all required documentation. This solicitation does not have page limits, font, or font size requirements. Contractors shall follow provision FAR 52.212-1

Instructions to Offerors- Commercial Items along with all FAR 14 Sealed Bidding provisions included in the solicitation. Contract award is based on price and price-related factors pursuant to

FAR 14.201-8.

3. Clarifications requested below in reference to Drawing 848-B420-01 Deck Fittings vs the specification.

W912BU21B0001

A. The specification calls for 16 – 42-inch kevels, whereas the drawing shows 15 – 36-inch kevels.

Answer: The contract drawing shall govern in this case. Please follow the quantity and size called out drawing 848-B420-01 Deck Fittings. Section C420.C of the specification has been revised as a part of this amendment.

B. The specification calls for 10 HP capstans whereas the drawings show 7.5 HP capstans.

Answer: The call out on the drawing is incorrect. The capstan part number called out on the contract drawing 848-B420-01 Deck Fittings indicates a 10 HP motor on the capstan and is correct. This drawing has been revised as a part of this amendment.

C. The specification calls for 7.5 HP electric deck winches whereas the drawings show 10

HP deck winches.

Answer: The call out on the drawing is incorrect. The deck winch part number called out on the contract drawing 848-B420-01 Deck Fittings indicates a 7.5 HP motor on the deck winch and is correct. This drawing has been revised as a part of this amendment.

4. It appears the contract has two order of precedence clauses (Page 232 and page 241). It appears in both clauses the specifications are the least important in regard to precedence.

Answer: Order of precedence- Clause 52.212-4 and Clause 52.214-29 do not deviate from the order of precedence itself. However, this is solicited as a commercial item where clause

52.212-4 have additional elements to the order. Clause 52.212-4 is the prevailing clause.

5. Contractor is to assume all drawings are ABS Approved. However, there are some discrepancies we are finding between the drawing and specs and we are hopeful for clarification. Can the Government please confirm what is the superseding document when we are preparing our quote? The drawings or the specification?

W912BU21B0001

Answer: Order of precedence is as per section I of the subject solicitation. See the answer to question number 4.

6. Discrepancies:

A. Per section C320 in the spec, “All of the tanks, except the potable water tanks, shall be constructed of mild plate steel and mild structural steel. The potable water tank shall be constructed of 304L stainless steel”. However, per drawing 848-

B320-01, all tanks except the potable water tank are to be 304 stainless steel and the potable water tank is to be 316 stainless steel. Which is correct?

Answer: The information in the specification is correct, the potable water tank shall be 304L SS and all others shall be of mild steel construction. Drawing 848-

B320-01 has been revised as a part of this amendment.

B. Per drawing 848-B315-01, elevation 23-E and section 19-E, the door cutouts show 54” x 78”, however on the door schedule drawing 848-B415-01, it states the openings are to be 72” x 78”. Which is correct?

Answer: The door cutouts have been revised. Drawings 848-B315-01, 848-B311-

01, 848-B309-01, and 848-B415-01 have been revised as a part of this amendment.

C. Per section C415, “All watertight doors shall be quick acting ten-dog type as shown on the contract drawing”. However, this would be a special made product by Nabrico which has not been ABS type approved. Per the attached ABS certificate, the DF-610-3666 model is approved for 6 dog. Is this acceptable in lieu of 10 dog as stated in the spec and drawings? Please note if the Government wants 10 dog, per the OEM, there is not a current approved ABS Cert for this and therefore this would be more expensive and time consuming on the contract.

W912BU21B0001

Answer: The correct call out should have been for 6-dog doors instead of 10 dogs.

Section C415 and drawing 848-B415-01 have been revised as a part of this amendment.

D. Per drawing 848-B415-01, items H2-H5 call for Baier 15 x 23 manholes of varying type, but have conflicting information on the model numbers and comments. Please clarify what the correct model numbers are for these items.

Answer: The drawing 848-B415-01 has been revised as a part of this amendment to clarify these issues.

E. Per section C420, there are to be “four (4) deck mounted, in-line electric capstans, similar to Schoellhorn-Albrect In-Line Capstan, part #SA1014-10-40. The capstans shall have an 18-inch barrel”. Per the part specifications for SA1014-10-

40, the barrel is 10”. Is the 18” barrel statement correct, or should it state 10”?

Answer: The barrel size should be 10”. Section C420.F has been revised as a part of this amendment.

7. Extension Request:

a. Would the Government consider an extension on this bid due to the extensive amount of equipment required to quote? Any additional time the Government could offer would be very helpful. Please note, if the Government is kind enough to consider extending, it is challenging for vendors to ensure delivery with carriers on a Monday bid opening.

Wednesday afternoon bid openings are helpful because it allows for vendors to troubleshoot if carriers do not deliver as scheduled and also since COVID is causing delays it allows more time for next day delivery if something happens with carriers not delivering as promised.

Answer: The Government has considered the extension and bid deadline has been extended.

W912BU21B0001

b. We're experiencing problems getting quotes from suppliers and contractors due to the

Covid-19 outbreak. Even here in this location we're having problems unfortunately we've the highest cases per capita in the state currently. We're not far from Wisconsin who are having the worst outbreak yet of the virus. We respectfully ask for a 30-day extension to allow suppliers time to get us the requested pricing for this crane barge.

Answer: The Government will extend solicitation for an additional 30 days.

8. Per beta.sam.gov, the Government notes Contractors shall submit their bids in hard copy to the address provided. Due to COVID, and remote working, would the Government consider electronic bid submission? Or is hard copy bid the only approved submittal?

Answer: Currently, only hard copy bids. USACE Philadelphia District is looking at virtual bid openings in the near future.

9. On Page 203 of 292 there is a fill in for pricing? Was this an inadvertent assertion and therefore, is Contractor supposed to fill this in or is this going to be deleted in upcoming amendments?

Answer: Contractors are required to fill in pricing scheduled on page 3 and 4. Page 203 it is the system generated CLIN, contractors may want to include the total price, but it is not required.

Please make sure that your prices are correct including the total price prior to submission.

10. On drawing 848-B410-01 - Tow Knees installation -It shows to use Duramax tow knees singles & doubles, 36" & 48" but it doesn't say what thickness of steel plate for those tow knees - options are 1/4", 1/2" or 3/4". Please advise.

Answer: Contractors shall use the ½” steel plate option for the tow knee fendering. Drawing

848-B410-01 has been revised as a part of this amendment.

W912BU21B0001

11. On solicitation page 53, section B winches - it states there are 2-RH and 2-LH but on drawing 848-B420-01-Deck Fittings it states 4-RH. Which is correct?

Answer: There shall be 2RH and 2LH winches as per the specification. Drawing 848-B420-01 has been revised as a part of this amendment.

12. On drawing 848-B405-01 - Cathodic Protection and additional paperwork - it states to use 8-

25 lb aluminum anodes totaling 200 lbs per your paperwork. But in checking with the anode providers there are only 23 lb and 29 lb aluminum anodes available. Please advise what to do here?

Answer: The total weight of aluminum anodes shall be met or slightly exceeded. Anodes shall be 25 lbs. or as close to that weight as possible.

13. On solicitation page 53, Barge winches, section B, 6th paragraph - it states " each winch shall be provided 150' of /similar to Amsteel Blue 1 1/8" diameter- 12 strand braided rope but on sol. page 60, section C554, sub section A, spud general requirements, 4th paragraph states " each winch shall be provided with the wire rope installed for spud operation" Which is correct here?

Answer: Both sections are correct. Section C420 refers to the deck winches, whereas section

C554 refers to the spud winches. The deck winches are intended to have synthetic rope while the spud winches are to be outfitted with wire rope.

14. On drawing 848-B415-01-Deck fittings - the list of deck fittings lists Smith & Berger

Fairleads MD-612 which has a max rating for 1" wire rope but sol page 53 section 456, spud winches states "Amsteel Blue 1 1/8" diameter braided rope" Will that diameter rope work with the fairlead 1" max option?

Answer: The rope diameter called out will work with the specified fairlead.

W912BU21B0001

15. On drawing 848-B550-01 sheaves - list of materials states "McKissick #4011839" but detail

10-C states "McKissick sheave #4011893” Which is it?

Answer: The call out of #4011839 is correct.

16. On drawing 848-B550-01 sheet 2 of 2 section 15-D shows sch 40 pipe but list of materials shows 10" sch 80 pipe and section 15-A shows 13" WT pipe. What is correct?

Answer: The pipe shall be schedule 80. Drawing 848-B550-01 has been revised as a part of this amendment.

17. C003 Standards (page 5) States - 33 CFR Subchapter E – USCG, Inland Navigation Rules.

Navigation lights are not specified or shown on the drawings. Will a navigational light system be required?

Answer: No navigation light system will be required.

18. Welding Schedule (drawing 848-B301-01) Specifies all longitudinal bulkhead stiffeners frame 0 thru 19 to be welded continuous. Should this be frame 15 thru 36 – crane crawler path? Please Clarify.

Answer: The callout on the drawing is correct as shown.

19. C320 Tanks – (page 27 & 28) Specification Item B does not specify an integral sewage water tank but does specify an independent sewage tank. However, drawing 848-B320-01 does specify an integral 1,000-gallon sewage water tank and a 100-gallon holding tank (to sewage tank). Drawing 848-B667-01 shows one (1) large holding tank (assuming this will be integral), and one (1 sewage lift tank and 1 gray water tank each with a capacity of 5-10 gallons). Please clarify the number and sizes of the tanks required.

Answer: The sewage holding tank will be an independent tank of 1,000 gallons. The only other tanks will be the 1 sewage and 1 gray water lift tanks. The holding tank of 100 gallons will be deleted from drawing 848-B320-01. This drawing has been updated as a part of this amendment.

W912BU21B0001

848-B550-01 specifies ABS Gr. A Mild Steel. Please confirm material grade for spuds.

Answer: The spuds shall be constructed of ASTM A558 or equal. Drawing 848-B550-01 has been updated as a part of this amendment.

21. Spud Winches Performance (page 61). Each spud winch system shall be capable of developing a full drum single line sufficient to raise the spud at a minimum line speed of 60

ft. /min. Is this winch line speed or spud travel speed?

Answer: This reflects a winch line speed of 60 ft/min.

22. 150 KW Generators– C733 Electrical Power Plant (page 123 & 124) – Item C specifies each diesel generator set shall have a minimum continuous rating of 150kW (same size). One generator shall be designated as “Primary” generator set and the other designated as the

“Harbor” generator set as shown on Contract Drawing 848-B720-01 AC ONE-LINE

DIAGRAM. This drawing shows one small emergency backup generator and one large generator with one remote radiator and one generator exhaust on the house top.

A. Will two (2) of the same size generators fit? Please clarify

Answer: The rating of the harbor generator is intended to be 50kW. The specification section C733 has been revised as a part of this amendment. Drawings 848-B710-01.

848-B720-01, and 848-B725-01 have also been revised as a part of this amendment.

B. Confirm if the emergency generator remote radiator cooler and exhaust system will also be located on the house top? Please clarify.

Answer: The harbor generator’s remote radiator cooler and exhaust system will be located on the house top.

W912BU21B0001

23. C350 Hull Structure, Item D (page 26). All deck fittings and deck equipment shall be mounted on ½ inch insert plates as shown on the contract drawings. No insert plates shall be required where the deck fittings are to be mounted to 1 inch thick or greater deck plating.

Deck Plating (Drawing 848-B307-01) shows inserts in way of fwd. kevels but does not show inserts in way of the fwd. bitts, button chocks, fairleads, capstans and barge winches. Deck

Fittings drawing 848-B420-01 shows doublers under the fwd. kevels, bitts, chocks, & fairleads - does not show doublers or inserts in way of the fwd. capstans, & barge winches.

A. Will doublers or insert plates be required under the fwd. kevels, bitts, chocks & fairleads? Please clarify.

Answer: Insert plates shall be required under all deck fittings as per section

C305.D of the solicitation. Drawing 848-B307-01 has been updated as a part of this amendment.

B. Question - Will doublers or insert plates be required under the fwd. capstans, & barge winches? Please clarify.

Answer: Insert plates shall be required under the capstans and barge winches.

Drawing 848-B307-01 has been updated as a part of this amendment.

24. Concerns on Spud Handling System (please clarity). C554 SPUD HANDLING SYSTEM, Statement under Item B, Spud Winch Performance (page 61) - The system shall be kept under tension in order to prevent excessive slack wire should the river level fall. From our vendor… “The sentence is vague in the respect of how much river depth change you would have to account for to meet the specification. The additional issue with the specification is if the barge were to be anchored on spuds at low river and the river were to rise the wire rope would be stripped off the winch drum with no issue. The difficult aspect would be to retrieve the payed out wire rope while unattended. The problem would lead you to some sort of weighted device to retrieve the slack wire, but what if the barge is anchored in high water and you had to account for a drop? The weighted device would have to be left in a certain

W912BU21B0001

position by the crew to account for an unknown depth change. In addition, how many river depth change cycles would you have to account for? The specification leading up to this questionable sentence is not an issue and we have met this portion of the specification in the

Wicket Barges and the 300’ crane barge. Neither of which can retrieve the wire rope once it is payed out in unattended mode.

A. Winch vendor has stated this requirement is on other USACE programs and currently no solution is available. We ask USACE to consider reviewing requirements to confirm or clarify intended operation solution necessary.

Answer: A solution equivalent to those implemented on the Wicket Barges would be acceptable. Wire rope shall pay out when the river level rises and shall be kept under tension when the river level falls as much as practical.

25. In Section C180 “Noise & Vibration” it says “The Contractor shall retain the services of an acoustical engineering firm to complete a Noise and Vibration Survey at the conclusions of the Tests and Trials. A possible source for the survey is Noise Control Engineering (Billerica, MA (978) 670-5339).” Can you use another ABS Certified External Specialist such as

Marine Environmental Testing & Analysis (Mandeville, LA (985) 792-7761)?

Answer: Yes, the source provided in the solicitation was just a suggestion of a firm that is capable of performing the work required by the contract.

26. Drainage System – drawing 848-B672-01. Did not receive sheet 2 of 2. Please provide.

Answer: This drawing is being reissued as a part of this amendment. There is no second sheet and the revised drawing reflects this.

27. Spud Well Drawing – 848-B552-01 (3 sheets). Detail 18-F shown on sheet 3 is not clear on the bumper attachment. Would requirement match similar bumper detail as shown on Corps project W912BU-05-D-0010 drawing 656-B550-01? Drawing is attached for reference.

W912BU21B0001

Answer: The bumpers are intended to be bolted to the corner angle wear plate. Please see drawing 703-D552-01 attached as a reference to this amendment. Detail 29-D is a guide for how the bumpers shall be attached to the angle. Note that the spuds and components referenced in this drawing are larger than what is required by this solicitation.

28. Question for spud winch vendor - The specification states each spud winch system shall be capable of developing a full drum single line sufficient to raise the spud at a minimum line speed of 60 ft. /min. The speed of 60ft/min is at the spud so the speed of the winch needs to be increased to 160ft/min per their calculations. The vendor has asked if the Corps has a speed requirement at the winch which could be provided or confirmed.

Answer: The intent of this section is that the full drum line pull is to be 60 ft/min. It is understood that the spud will travel more slowly than this requirement.

29. Deck Wash-down System – drawing 848-B675, specifies the Raw Water pump, Gould’s model 3196 material to be bronze. According to a pump supplier, the manufacturer Gould’s pumps does not provide this pump in bronze.

Answer: Acknowledged. The pump material shall be ductile iron.

File details come from the government source that posted it. Updated .
