Q&A
MDC 3129 CRANE BARGE
W912BU21B0001
Amendment 2
November 4, 2020
1- We have noted in the tech spec that electric actuated valves are required in ballast system as shown in the attached. States as shown on the drawing but nothing shown on the drawing noting electric actuation. Since we have worked ACE project before we went with the 13-6” butterfly valves as actuated but we would appreciate clarification on what valves need to be actuated and what the power requirement would be? Also, does material need to be DFAR compliant? We do not see that in the info we have and have not seen that requirement from ACE before so appreciate your clarification on that as well.
Answer: Electric actuated valves are not required. The specification has been updated as a part of this amendment.
2- Drawing 848-B667-01 on the sewage system PC No 1 (Gorman Rupp Pump) the model number calls out for a cast iron construction, but the material listed is stainless steel. Do you know if SS will be required? There is a significant cost difference, so I want to make sure I quote the correct thing.
Answer: The cast iron pump is the appropriate material call out. Drawing 848-667-01 has been updated as a part of this amendment.
3- On the Deck Washdown Pump Drawing 848-B675-01 it lists the MOC as bronze. The pump it specifies is only available in Ductile Iron or SS. What is the preferred material for this?
Answer: This question was addressed as part of Amendment 01 to this solicitation. “The pump material shall be ductile iron.”
4- Drawing 815-B720-01 has a callout for a Harbor Diesel Generator. Please identify where this generator is supposed to be located on the vessel? Contractor only sees a location for Generator 1 as shown on drawing 848-B215-01 and this shows a small emergency generator as well in the boiler room but we do not see the Harbor Diesel Generator and space is too confined to fit in the boiler room based on our review of the drawing.
Answer: The harbor generator is to be located in the machinery space.
5- The spud winches listed in C554 Section A and the recommended supplier, Power Dynamics Inc., after reviewing all the information on spuds and winches have determined the cable will not be 1.5 inches, but instead it needs to be 1.25 inches. Therefore, all sheaves will need to be sized to a 1.25 inch cable. Can the Government please advise if a 1.25 inch cable is acceptable?
W912BU21B0001
Answer: A 1.25 inch cable is acceptable provided there is no loss of performance or safety factor within the spud winch system.
6- The single and double tow knees do not specify a part number or state the plate thickness required?
Please advise.
Answer: This question was addressed as part of Amendment 01 to this solicitation. “Contractors shall use the ½” steel plate option for the tow knee fendering….”
7- The specification states that the spuds shall be constructed of ASTM A558 or equal material. Are we to assume this was a typo and meant to state A588? Additionally, on drawing 848-B550-01, the spud material is called out as ABS Gr. A mild steel. Which is the correct material to use for fabrication of the spuds?
Answer: The spuds shall be made of ASTM 588 steel. The A558 call out was a typo in the spec that was repeated in Amendment 1 to this solicitation. Contract drawing 848-B550-01 has been updated as a part of this Amendment.
8- Per Far Clause 52.214-21 Descriptive Literature, Contractor is requested to provide descriptive literature or the Government will reject the bid. However, since this is a Government Furnished design, Contractor is unclear about what the Government wants submitted with the bid? If Contractor only provides a brochure and a build strategy in accordance with b(5) of this FAR CLAUSE, since items b(1-4) are not applicable, will this be acceptable to prevent bid rejection? Or, can Government please omit this clause if it is not applicable to this specific bid response. Clarification is appreciated to ensure bid compliance.
Answer: After further review, DFARS Provision 52.241-21 Descriptive Literature is not applicable to this solicitation. FAR Provision 52.212-1 have been revised and DFARS Provision 52.241-21 deleted from solicitation.
9- Can Government please explain why the following DFARS Provisions apply: 252.225-7972, 252.225- 7973, and 252.225-7974?
Answer: These provisions are required in all solicitations, including solicitations using FAR part 12 procedures for the acquisition of commercial items, unless there is an exception or waiver applies.
No exception or waiver is applicable to this solicitation.

10- C436 Insulation, Sheathing & Joiner
a) Drawing 848-B436-01 only provides sheets 1 through 3 of 4. Please Provide sheet 4.
Answer: This drawing only has 3 sheets.
b) Is it acceptable to use beam clips for suspended ceilings wire connections in lieu of welded tabs?
Answer: No, this is not acceptable.
c) C436.G. Ceilings, states that Locker Room receives suspended ceiling. Contract Drawing
B436-01 shows perforated aluminum sheathing. Please clarify.
Answer: The contract drawing is correct. Section C436.G of the specification has been revised as a part of this amendment.
d) C436.D. Sheathing states in the paragraph one, that “The contractor shall provide and install galvanized sheathing in the machinery room, and in the deck locker as shown in the contract drawings. Paragraph 3 states, “The contractor shall provide and install perforated aluminum sheathing in the hull storage and machinery spaces.” The Boiler/Generator room calls for Detail 7-B (galvanized sheathing) in the contract drawings. Can this be confirmed that galvanized is preferred over aluminum in this location.
Answer: Confirmed. Section C436.D has been revised as a part of this amendment to clarify this requirement.
e) Is a U.S. Coast Guard approved spray foam application an acceptable alternative to unfaced and faced hullboard? If so, what is the target R-value, fire rating, or depth of cover?
Answer: The contractor shall install the insulation as per the specification and contract drawing. Spray foam is not acceptable.
11- C635 Lube Oil 848-B635-01 shows a drain connection on the bottom of the tank GN 11 states:
“LUBE OIL TANK SUCTION SHALL TERMINATE 2" ABOVE THE TANK BOTTOM. A 1" STRIPPING
VALVE SHALL BE LOCATED IN THE TANK BOTTOM.”
Please confirm the following:
W912BU21B0001
a) This connection will only be used for final drainage, and a hose connection is not required.
Answer: Confirmed. This assumption is correct.
b) The lube oil fill connection is shown terminating in the top of the tank, should the line terminate at the bottom of the tank to minimize air ingestion and stirring up of fluids?
Answer: Yes, the line shall terminate at the bottom of the tank. The contract drawing is a schematic and final pipe routing and details are to be determined by the contractor.
12- C637 Waste Oil
a) Drawing 848-B637-01 shows an angle relief valve on the outlet side of the pump recirculating back to the waste oil tank. Please provide the line size for the relief.
Answer: The relief line shall be 1.5” schedule 40 pipe.
b) Drain line connection is called out as a stripping line and does not have a size associated.
Please confirm the system will be stripped via the transfer pump and the drain connection is simply a manual drain to remove residual fluid, and will not require a hose connection also provide drain size.
Answer: The size of the stripping line is called out in the drawing’s general notes. The stripping line does not require a hose connection.
13- C667 SEWAGE SYSTEM
a) Greywater runs for Workshop Sink and Ice maker pose concerns for pitching the pipe a long distance along the floor to the lift tank/pump. They would pose a trip hazard where they are shown unless they could be routed in the bilge.
Answer: The contract drawing is a schematic and final pipe routing and details are to be determined by the contractor.
14- C672 Drainage System
a) Drawing 848-B672-01 states SHT 1 OF 2 in the title block, however only sheet 1 was provided, please provide sheet two.
W912BU21B0001
Answer: This question was addressed as part of Amendment 01 to this solicitation.
“… There is no second sheet and the revised drawing reflects this.”
15- C675 DECK WASHDOWN SYSTEM
a) Pump is sized for 165 gpm at furthest discharge point and is listed as 25HP. This seems excessive with an oversized pump. According to C601, Section E Piping – specific requirements, Water discharge should be nominal at 5xSQRT(D) with a maximum velocity of 20 ft/sec. With 1-1/2” inside diameter hose reels, the velocity would be 29.9 ft/sec which is greater than allowable. Nominal would be 6.1 ft/sec.
Answer: The contractor shall bid the pump listed on the contract drawing.
16- C685 HVAC
a) 5 hot water circulation zones were assumed. Is there a particular zone configuration USACE prefers? Barge Specific Hot water circulating diagram was not provided nor specific zones called out in contract language.
Answer: The details of the hot water circulation zones are to be developed by the contractor as part of the engineering phase of this contract.
17- C720 AC Electrical
a) Reference drawing 848-B720-01, sheet 3 of 8 shows 100’ shore power/off-vessel cable. There are 2 cables shown for each transformer (4 total). Would 4 of these cables actually be required or would 1 or 2 be provided to be used as needed without the expectation of using all 4 simultaneously.
Answer: 4 cables of 100 foot each are required as per section C760.C of the solicitation.
18- C730 LIGHTING & RECEPTACLES
a) Spec section C730 references drawing 848-B730-02 Receptacle Plan but was not provided.
Answer: Missing drawing 848-B730-02 Receptacle Plan has been provided in this amendment.
19- C733 Electrical Power Plant
W912BU21B0001
a) What are the main and back up generator models? Do both have to be same size or is one C7.1 and one C4.4?
1. Section B calls out model C7.1, 150ekW 1800 rpm.
2. Section C states “The diesel generator sets shall be 4 stroke-cycle marine type meeting
ABS rules similar to Caterpillar C4.4 generators. Each diesel generator set shall have a minimum continuous rating of 150kW each at 0.8 power factor at 60-Hz and 1800-RPM;
but shall be sized based on a load analysis (see contract Section C710). The generators shall be set up to supply 480-volt AC, 3-phase, 3-wire, ungrounded, 60-Hz electrical power. Each diesel generator shall be EPA Marine Tier III emission compliant.”
3. There is (1) C7.1 and (2) C4.4 Caterpillar generators that meet requirements. Except that C4.4 does not meet eKW requirements.
4. https://www.cat.com/en_US/products/new/power-systems/electric-power/diesel-generator-sets.html?page=2
b) The C7.1 engine has a low Aftercooler Inlet Temperature requirement of 104 Deg F. Trying to use a Radiator for cooling is going to cause issues and in the end may not meet Caterpillar’s guidelines for installation. The radiator is either going to be VERY large and expensive to try and meet the cooling requirements for the Aftercooler circuit or we are going to end up with a VERY low Ambient operating temperature which I am sure the USACE will not accept.
c) Do you have a contact at the USACE that we can raise this concern? How did they spec the C7.1 Genset with remote radiators…were they working with someone at Caterpillar or another Cat Dealer? Or Did they just make the assumption that we have done this in the past with other engines, so we should be able to do it with the C7.1?
d) The C7.1 is available as a radiator cooled package, but the radiator would need to be mount on the frame with the engine. (See attached Spec Sheet) This would eliminate the Remote Mount Radiator.
Answer: The engines referenced in the solicitation were used to develop the electrical drawings and requirements. The key features are listed in section C733 of the solicitation and are model agnostic. The contractor is free to use a generator make/model of their choice provided that the performance criteria are met. The two generators shall be one (1) 150kW and one (1) 50kW and have the features listed in section C733. The generators shall be remote radiator cooled.
The contractor shall be responsible for the design of the cooling system as required by the contract.
20- C760 SHORE POWER SERVICE
848-B720-01 AC One line diagram, the Shore Power comes into the main switchboard at two different points through the two 75kVA isolation transformers. This is in conflict with 848-B760-https://www.cat.com/en_US/products/new/power-systems/electric-power/diesel-generator-sets.html?page=2 https://www.cat.com/en_US/products/new/power-systems/electric-power/diesel-generator-sets.html?page=2
W912BU21B0001
01 Shore Power Off Vessel Details; which shows the four shore power connections all on the same interlock panel designated SP-1 that feeds the main switchboard via only one isolation transformer.
a) Should there be one or two SP interlocks?
Answer: There shall be two shore power interlocks. Drawing 848-B760-01 has been revised as a part of this amendment.
b) Should there be one or two transformers?
Answer: There shall be two transformers. Drawing 848-B760-01 has been revised as a part of this amendment.
21- In reference to Q&A #24 on Amendment 001 Spud Handling System, we received a reference drawing #703-D552-01 Spudwell Details. It references a Spud Handling Arrangement Dwg 703-D554-
01. Is it possible we get a copy of this drawing?
Answer: This drawing is not a part of this solicitation and it is not available.
