Updated November 7, 2019

1- What is the location and time of the site visit for the Dredge Murden on Oct 28?

Information can be found in the document title Combined Synopsis/Solicitation W912BU20Q0001 under additional requirements.

Pre-proposal vessel inspections is available for all prospective offerors. The pre-proposal inspections is scheduled for October 28, 2019, between the hours of 7:00 AM and 3:30 PM.

Representatives of prospective offerors should contact Joen Petersen at (910) 251-4983 for the specifics of the exact location. Any change to schedule will be announce through notice amendment.

During the pre-proposal inspections, offerors will be allowed unencumbered access throughout the entire vessel. Representatives of the Government will be available, but only to the extent necessary to escort offerors and assist with access. Government Representatives on the vessel will NOT discuss the scope of the work, or make any technical clarifications or interpretations.

2- Does the Dredge Murden have to be docked in the open position?

Yes the MURDEN needs to be docked in the open position.

See TP 1.01 Dry-Docking Part e. "Dry-docking blocks and other dry-docking supports shall not obstruct access to remove, work upon, or replace: inlet and outlet openings, seachests, anodes, stern thrusters, keel coolers or any other hull fittings. The Contractor shall remove and relocate dry-docking blocks and/or supports, or refloat and re-dry-dock the plant, as needed at no additional cost to the Government in order to dry-dock in the open hull block arrangement, assure complete coverage in cleaning and painting or for any other work as specified herein. Prior to doing so, the Contractor shall notify the COR of their plan to relocate the blocks to adequately support the vessel."

3- In the open position can it be hauled with a 30" opening?

The intention of the requirement to dry-dock the vessel in the open position is to allow for access to repair work to be completed, including the replacement of the hopper seal. Any alternative dry-docking arrangement shall be submitted to the Government with calculations for approval. The Contractor shall also ensure all work identified in the solicitation is completed using their planned dry-docking sequences.

4- Can the start of this project start in January?

January start is acceptable, as long as it is no later than (NLT) January 15, 2020.

W912BU19Q0001

5- The scope of work section SC-2 calls for the vessel to be hauled with a dry-dock. Would it be acceptable to haul it with an 820MT travel lift and block it in the yard as opposed to dry-docking?

The Technical Provision, TP 1.01 Dry-Docking states "The Contractor shall use either a dry-dock or marine railway to remove the vessel from the water." This section also includes the requirement that the vessel be dry-docked in the open hull block arrangement, which would require the vessel to be lifted in the open hull position. The hull structure was not designed to support the lifting of the vessel using a travel lift in the open hull position.

6- Can I get a copy of the docking plan in CAD?

Yes, you will find AutoCAD Docking plan as attachment 5.

7- Can the required submittal date be extended until COB on November 15, 2019?

Yes, combined synopsis/solicitation is being extended until 11:59 P.M. EST November 15, 2019.

8- Item 1.05- Para. 3, can UHP be used only vice sandblast or Sand wash?

The contract requires a surface profile be provided and UHP water blasting does not create a profile on the steel therefore UHP water blasting cannot completely replace the sand blasting process.

9- Do you know the approx. square footage of the flooring the Control Room, Day Room, Computer Room and Head?

336 sqft.
