Solicitation No. W912BU19P0051

Amendment No. 2

Questions and Answers

Questions that may be of general interest of all Vendors/Government will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or clarify and simplify the question(s). Questions and answers are issued to the Vendor for information purposes only.

Question 1:Cathodic protection does not appear to be required as part of this solicitation. Is that correct?
Answer 1:In accordance with the specification, cathodic protection, hatches, and a rust-inhibiting coating are not a requirement for the quote at this time.
Question 2:The solicitation requires a 5,000 lb. psf rating using a minimum of a ¼” deck to achieve this. Is there an opportunity to provide a better load capability at a thinner deck plating?
Answer 2:In accordance with C305 in the specification, the minimum thickness for deck plating shall be ¼”.
Question 3:The solicitation requires a three-part coating system for the barges, which isn’t a standard practice these days in the paint industry. Would you accept a different paint process if you send you additional data?
Answer 3:Please provide a paint procedure in accordance with the specification.
Question 4:The solicitation states “All material, unless otherwise specified in these specifications or in the drawings, shall be of commercial quality to ASTM, ANSI, or SAE specifications.” What other specifications, other than the A36 steel, do you want us to reference?
Answer 4:It is the contractor’s responsibility that all material, unless otherwise specified in the specifications or in the drawings, shall be of commercial quality to ASTM, ANSI, or SAE specifications.
Question 5:What overweight tolerance are you referring to from the American Society for Testing and Materials?
Answer 5:Permissible variations in dimensions or weight for various structural steel members.
Question 6:Are higher grade steels than A36 acceptable?
Answer 6:Higher grade steel is acceptable. A36 is the minimum.

Question 7: The NTP and Options process appears ambiguous, can you please clarify for the following?

· When is the initial base order of 20 barges due?

· Is the initial base order of 20 barges the only guaranteed part of this contract?

· Will each option (1-8) be given at different times throughout the 425 days?

· Could more than one option be awarded at the same time or will you space them out?

· Does the last barge need to be delivered on or before the end of the 18-month period?

· You specify 6 months after the NTP for both Option #1 (50 barges), as well as Option # 2-7 (which is only 20 barges). We noticed the quantity of barges changed from the original specs but the time frame to build them did not. Does the time frame to build need adjusted?

· If you dictate when each option (1-8) is awarded what happens if we are in the middle of another customer’s order and we don’t think we can make the 6 or 4-month delivery time frame?

Answer 7: The period of performance for the base contract delivery coincides with construction efforts at the Army Corps of Engineers Ensley Engineer Yard (EEY). The modular pontoons will be used integrated into and replace large sections of the EEY floating string out.

It is expected that the barges be delivered in during the POP.

Yes, the base 20 barges is the only guaranteed part of this contract.

Multiple options may be awarded at the same time, pending Government requirements.

The last barge of the base contract does not need to wait until the last day of the POP for delivery.

It is anticipated as the Government determines the exact scope of the required options, delivery schedules may be revisited.

Question 8:You state approximately 33,000 lbs. for the weight of the barge. How much variance +/- will you consider is acceptable?
Answer 8:This weight estimate is given as a guide and is not to be used as a technical parameter.
Question 9:When will the contract be awarded? Will there be any design reviews prior to the award? What drawings will you require after the bids are submitted and prior to the official award of the contract?
Answer 9:The contract award is anticipated prior to 30 Sept 2019. Each submission should provide proof that their proposed modular pontoons be compatible with the Flexifloat™ locking system.
Question 10:For pricing purposes, please confirm if the Flexifloat™ Series S-70 Quadrafloats locking mechanism will be provided by the Government to the shipbuilder as Government Furnished Equipment (GFE). Should this not be the case, please confirm if the Government will provide a nominal price for locking mechanism to be included by the bidders in their quotations.
Answer 10:The locking mechanism will not be provided as GFE. Bidders should include their own price of the locking mechanism built into the pontoons.
Question 11:For design integration purposes, please confirm if the detailed design and specifications of the Flexifloat™ Series S-70 Quadrafloats will be provided by the Government to the shipbuilder as Government Furnished Information (GFI).
Answer 11:Design and specifications will not be provided as GFI.
Question 12:The SOW posted on FBO does not provide construction details of the 3054 Modular Pontoons. For example, number and location of the locking mechanisms and welding specifications are not indicated. Please confirm if a detailed design of the 3054 Modular Pontoons will be provided by the Government to the shipbuilder as Government Furnished Information (GFI).
Answer 12:The number and location of locking mechanism shall be such that the pontoon can be integrated with the Flexifloat™ Series S-70 Quadrafloat that is currently in the Corps' inventory. The construction details shall be the responsibility of the bidder in accordance with the specification.
Question 13:Please confirm if the USACE owns the design data rights of any existing 3054 Modular Pontoons. Should this not be the case, please confirm who owns this design, of if it is the Government’s intention that a detailed design of the 3054 Modular Pontoons be developed by the bidders or shipbuilders participating in this solicitation.
Answer 13:The detail design of the pontoons shall be developed by the bidders.

File details come from the government source that posted it.
