SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0003

Questions/Answers

1. C630 states that fuel fill piping shall be sized to accommodate 2” ID nozzles and describes tank vents through goosenecks that are 30” above the deck with lockable rain proof spill containments. This requirement should not apply to gasoline powered craft. Gasoline fuel systems must meet EPA Diurnal emission requirements which have specific fill and vent requirements.

Answer 1: Clause C630 – Delete the following:

Fuel tank vents shall be fitted with goosenecks which shall be a minimum of 30 in above the main deck.

Containment with a lockable rain proof enclosure shall be provided around the fill station. Fill piping shall be aligned with the tanks to allow expedited fuel fill.

ADD the following:

The fuel system shall be designed and installed in accordance with ABYC requirements and satisfy the current EPA regulations for gasoline engine systems.

2. C775 states “The contractor shall provide and install one single beam transducer in the transducer well described in C470”. Section C470 does not describe the transducer, just the transducer well. I believe you mean that we are to provide just the transducer well and install a government furnished transducer.

Answer 2: The transducer is not GFE. The contractor shall provide and install a transducer and display system similar to Hummingbird model HELIX CHIRP 7. The transducer shall be installed in the transducer well described in C470. The well described in C470 identifies the basic requirements, while the final design of the well shall suit the transducer selected.

3. Many places in Amendment 0001 require testing for items not required in the solicitation. Do the items in the testing requirement imply that they are to be added to the solicitation?

Speed control rheostat (for generator)

Voltage regulator control rheostat (for generator) Phase sequence/loss system (Shore power ‐ boat is Single Phase)

Transducer Verification Survey (I believe we are not providing the survey system installation, just installing the GFE Transducer) Torsional Vibration Analysis (There is no driveline to analyze)

Answer 3:

Line‐out and revise the following requirements from Clause E05.C.2.17):

17. AC Electrical System

a) Main Switchboard Main AC Distribution Panel

Demonstrate the operation of all circuit breakers and all equipment in the main switchboard main distribution panel. For the generator breaker and the shore power breaker, safely demonstrate all mechanical and electrical interlocks.

Demonstrate the following features of the switchboard:

o Generator power available lights o Voltage regulator control rheostat o Speed control rheostat o Voltmeters and selector switches o Ammeters and selector switches o Frequency meter and selector switch o Wattmeter o Multifunctional amp, volt, and watt transducers.

o Space heaters o Test Switch

Demonstrate connection of the shore power cable and the ability of the system to power the vessel as required in Clause C760.

For shore power operation, demonstrate the ability of the switchboard to monitor the following:

o Shore power available light o Voltmeter o Ammeter o Frequency meter o Phase sequence/loss system

Demonstrate that the vessels are clear of all ground faults, and that no current (AC or DC) flows through the hull.

Demonstrate the ground detection features in the switchboard distribution panel for:

o 120 volt AC system – lights, ammeter, and test switch.

b) Distribution Panels

Demonstrate the operation of all AC circuit breakers in the distribution panel boards.

c) Motors and Controllers

If installed, demonstrate the operation of each motor controller.

Clause H03 – delete “A torsional analysis of the propulsion system shall be performed.”

Clause H13 – delete “846‐C605‐01 TORSIONAL VIBRATION ANALYSIS REPORT”

4. Amendment 0002 Has a CLIN Pricing Schedule that defines:

0001 as total 0001AA and 0001AB qty 2 0001AA as Planning and engineering qty 1 0001AB as one survey vessel qty 1

Do you want us to price CLIN 0001AA for each boat, I think there should be one CLIN 0001AA and two CLIN 0001AB with CLIN 0001 qty 1.

Answer 4: Refer to updated Price Schedule.

5. Mail Bids to:

6. Amendment 0001 Section H05 B ‐ The Professional Engineer PE Stamp requirement for all drawings is not a requirement we typically see on a project of this nature. This will increase cost and production time, please confirm this a requirement.

Answer 6: The PE Stamp requirement for all drawings will be maintained as identified in the specification.
