Would wedge welding of the top layer of the geotextile of the geocomposite be allowed?

The specifications require heat bonding.

Wedge welding is a form of heat bonding, so yes, it is acceptable.

Drawing G00.02, General Note 12 states that "A digital Autocad file will be provided to the contractor for use in field engineering and layout during construction". This note seems to conflict with Specification Section 01 33 00, Paragraph 1.5.2 which states that "The entire set of Source Drawing files (DWG) will not be provided to the Contractor." Please clarify what electronic data will and will not be provided to the Contractor.

Section 01 33 00, paragraph 1.5.2 states "Only those requested by the Contractor to prepare shop drawings may be provided. Request the specific Drawing Number only for the preparation of Shop Drawings. These drawings may only be provided after award."

While it seems clear that all workers will require 40 hour training and there is at least some level of hazardous material expected to be encountered at the site which will require work to be performed in Level C PPE, it does not seem clear what the basis for bidding is related to required PPE and designated work zones. Is the Government expecting bidders to make individual determinations of the expected working conditions (Level D, Level C) as part of the bid process? If so, please provide sufficient supplemental information related to concentrations and locations of contaminants/areas of concern in order to make an educated determination. If not, please identify what the basis for bidding should be related to expected PPE, designated exclusion zones and decontamination requirements.

A link to the EPA website, directing bidders to the Remedial Investigation Report has been provided. See Amendment No. 0003.

Specification Section 01 57 20, Paragraph 1.11 identifies the need for an HTRW perimeter air monitoring program including submission of a PAMP with capabilities for remote air monitoring and reporting. Paragraph 3.5 of the same section requires control of HTRW emissions meeting or exceeding levels established in the PAMP. Please identify types, levels and locations of HTRW materials that may be encountered on the site.

Specification Section 01 57 20, Paragraph 1.11 has been revised. A link to the EPA website, directing bidders to the Remedial Investigation Report has also been provided. See Amendment No.

0003.

Will the NPDES permit be the responsibility of the Contractor?

Please provide measurement and payment information for Division 02 items on the bid form as there is no information listed within the individual specification sections.

A measurement and payment section has been provided. See Amendment No. 0003.

Are E&S requirements per 01-11-00 section 1.2 E, as it relates to the township and county conservation, to be above, beyond and in addition to those specified in the bid documents?

Specification Section 01 11 00, Paragraph 1.2 has been revised. See Amendment No. 0003.

The details note no fill material shall be placed within 50’ of water. Per the bid we are to excavate, remediate and bring to final design areas delineated as wetlands. What specific areas are we to remain 50’ from disturbing?

A review of drawing details, including electronic word search, was performed on the detail set of the Contract Drawings.

We could not find this statement. That said, assume “water” is the actively flowing Tohickon Creek. Wetlands disturbance, protection, and restoration, along with E&S and dewatering is demonstrated on the Contract Drawings and described in the Specifications.

As of the site walk, two homeowners had not agreed to participate in this project. First, how will this impact the perimeter E&S measures. Second, If waste is found to extend beyond the property line on the eastern border how will it be handled if permission was not granted?

Based on investigations performed during RI, it is not anticipated that landfill waste will be encountered past limits of disturbance. If wastes are encountered beyond limits of disturbance during construction (not uncommon), course of action will be dependent on nature and size of encounter, and with discussions with property owners and EPA.

Offeror respectfully requests a list of any permits that have been obtained for the project, and any remaining permits required prior to work start.

At minimum, required permits:

• Temporary Construction Entrance Permit: See Drawing G00.02, General Notes 5 and 6.

• Any permits required for temporary facilities.

• Any other required permits to perform Work.

• Contractor is not required to obtain NPDES permit, wetlands permit, nor submit NOI.

Summary of Work, paragraph 1.6 requires a scanning of the entire area. Given the history of the site, the occurrence of utilities is highly unlikely. Offeror respectfully recommends this item be adjusted to accommodate a typical dig-safe call. Offeror respectfully requests specificity regarding the type of scan required.

Specification Section 01 11 00, Paragraph 1.6 has been revised. See Amendment No. 0003.

Section 01 32 33 appears to require construction photography to be done by a professional photographer, which is alluded to in the Sample Photo Label. Is a professional photographer required?

No. A professional photographer is not required.

Section 01 32 33, 3.1.b requires monthly photographs. Item 3.1.d references weekly photographs. Please specify the frequency of the photographs.

Specification Section 01 32 33, Paragraph 3.1.d has been revised. See Amendment No. 0003.

Drawing C21.02 indicates cut and fill volumes in the title block area. Please indicate the documents used to develop these volumes.

Bidders should base bids on quantities listed on the Bidding Schedule.

Drawing C70.01 shows cross sections of waste excavation.

However, cross sections are spaced unusually far apart.

Please specify the depth of excavation for the waste excavation, or provide a ax depth of excavation to base the estimate on.

Clarification: Depth to waste excavation is inconsequential to bidding this project. Bidders should base bids on grading plans and on quantities listed on the Bidding Schedule.

Please confirm that Bid Item 04 represents the existing waste.

Clarification: Bid Item is for excavation of landfill waste and/or soils/aggregate.

For the sheds that require relocation, does the offeror have an inventory of the sheds with sizes and features? If so, please provide.

Revised Drawing C21.02. See Amendment No. 0003.

Drawing C21.03 includes cut and fill quantities in the title block. Offeror respectfully requests a description of how these quantities were developed. Do these quantifies relate to the bid form?

Clarification: Bidders should base bids on quantities listed on the Bidding Schedule.

Detail 1 of Drawing C90.03 Does the section (without the spillway components) represent the section through the Sediment Trap longitudinal side embankments or is there another section / detail applicable? Are the required widths of the linear traps provided in any detail or table?

Clarification: The traps should be constructed per the contours on the plans.

Amendment No. 0003

Detail 1 on Drawing 90.03 uses the abbreviations HQ and EV.

Please define these.

Clarification: Tohickon Creek is not classified for special protection (High Quality (HQ) or Exceptional Value (EV)).

If is classified for CWF and MF (cold water fish and migratory fish, respectively. Construct the detail as shown (with the compost layer). The site is not in an HQ/EV watershed.

Detail 1 on Drawing 90.03, Please clarify the application of the upper sectional view. Does this section represent staggered baffles, the turbidity curtain, or both? Are these sections constructed of plywood, or are other materials acceptable?

Clarification: We believe question refers to Detail 2, not 1. Detail represents both and calls out plywood.

Other material, such as super silt fence, may be used as stated in the detail text (2nd sentence).

It’s unclear if the staggered baffle for Trap 1c on Drawing C21.03 Staggered Baffles exists. Please confirm its position.

Clarification: The baffles should be placed per the size (11’x3’) and distance (every 40’) as listed in the detail and the table (Drawing C90.03, Detail 2). This would be in addition to the turbidity curtain shown on the plan.

14. It’s unclear if the staggered baffle for Trap 4b on Drawing C90.03 listed as 11’ when it is viewed on Drawing C21.03. Are the Staggered Baffles listed shown to scale?

Clarification: Use the values (11’x3’) listed in the Detail and Table (Drawing C90.03, Detail 2).

The staggered baffles on C21.03 appear to be free standing in water. Is the location of the staggered baffles accurate?

Clarification: These baffles should be staggered against the side walls as shown in the Detail 2, Drawing C90.03 (every 40 feet).

Please confirm that the baffles can be made from material other than plywood.

Clarification: Other material, such as super silt fence, may be used as stated in the detail text (2nd sentence).

Please clarify the material type of the turbidity curtain adjacent to the stone outlets shown on Drawing 23.03.

Clarification: Plywood or super silt fence.

Please specify the wetland pond areas that need to be dewatered as referenced in Phase 1, Item 4 on Drawing C90.05.

Clarification: The amount of dewatering of wetlands will vary by season, including localized and seasonal ponds.

Dewatering may be required wherever there is disturbance in wetlands/ponds, or directly adjacent to that disturbance.

Specification Section 02210, 3.14 A, 1: Requires all existing subgrades to be compacted to 90% maximum dry density. However considering that the character of on-site materials may not be conducive to effective compaction, it appears that Section 02220, Paragraphs 3.2 A and 3.4 provide alternate criteria requiring compaction using multiple passes of a landfill trash compactor for existing as well as relocated materials. Please indicate which criteria will be operative.

Clarification: Section 02210, Paragraph 3.14A includes the wording “…unless otherwise specifically specified elsewhere.” Therefore, Section 02220 will dictate compaction of the excavated and relocated site materials.

Detail 7, Drawing C100.01: Detail calls out both AASHTO #2 & #4 Stone for Cap Toe Drain. Please clarify apparent conflict.

Clarification: As indicated on Detail 7, the outer 2 feet width is No. 2 Stone, the rest is No. 4 Stone.

Detail 2, Drawing C90.03: Section shows a 1’-thick layer on the bottom of the channel. What material is that layer? Is this layer consistent throughout the sediment traps? Please provide a typical cross-section of sediment trap channels.

Clarification: 1 foot is the burial depth of the baffle or curtain. The traps should be constructed per the contours on the plans.

Amendment No. 0003

Drawing 100.01, Detail 5: This detail shows the triangular #57 stone drain embedment 1’-6” deep into the foundation fill layer. In Detail 6, C100.01, the foundation fill layer is shown 12” deep. Accordingly, the geomembrane appears to be excavated 6” into the existing/shaped subgrade material.

Please confirm that this is the desired detail and dimensions for the cap pipe drain.

Clarification: Dimensions of cap pipe drain shown on detail are correct.

Drain excavation shall be such to provide 6-inches of Cap Foundation Fill material below pipe drain.

Drawing C21.01: The drawn length of the temporary elliptical culverts along East Pumping Station Road appears to be closer to 83’ each rather than 60’ as noted. Please confirm. Clarification: Use 60 feet.

Please confirm that this project is exempt from Federal, State, and Local sales and use taxes. No. Project is not tax exempt.

25. Please confirm that there is no work required on the Johnson Farm driveway within the scope of this project.

The Drawings indicate no Work to be conducted on the current Johnson Farm driveway, except for areas within the temporary security fence and LOD. All areas of driveway and farm field, within the easement areas, shall be restored to pre-construction condition when construction is complete.

Detail 2, Drawing C90.05: Detail appears to indicate a separate 8” “subgrade” layer however there is no description of what comprises that layer other than it is to be compacted to 95%. Is the detail showing that the existing material is to be compacted or is there an additional 8” course of a subgrade material to be supplied.

If an additional course is necessary, please provide a specification for that material.

Clarification: The 8-inches refers to compaction of existing material. As indicated on Drawings, the detail provides minimum requirements.

Contractor is responsible to provide and maintain temporary access road in a manner to provide suitable access for all construction vehicles and loads.

Specification 01 50 00, 2.2.3 requires orange HDPE safety fence to be erected around all excavations. That fence is to be capable of restraining a force of 250 pounds. This type of fence cannot achieve that level of restraint, please adjust the force restraining requirement to align with the material selected.

Specification Section 02630, Paragraph

2.1 has been revised. See Amendment No.

0003.

Specification 01 50 000, 2.4 requires that the government office to have flushing toilets and running water.

Paragraph 3.12.3 requires field-type sanitary facilities.

As this project site is in a remote site without municipal utilities, please confirm that field-type units are acceptable.

No. Minimum field-type sanitary facilities approved by the Contracting Officer are for Contractor's use.

Government toilet facilities will not be available to Contractor's personnel.

Information is provided. Contractor should bid per the P&S.

Specification 01 50 00, 3.7 d:

a. Requirement is for an 8’ fence around the government office and parking area. This fence is not indicated on the drawings. Since the site is already enclosed by a 6’ temporary fence, is this separate 8’ fence required?

b. Requirement is for 5 government parking spaces while Paragraphs 2.2.1 b and 2.5 require 2 spaces. Please resolve conflict.

Requirement is room for 5 government parking spaces inside fenced enclosure, with temporary gravel surfaced parking areas to accommodate 2 vehicles.

Specification 02630, 2.1 A: Considering the relatively shallow depth of the elliptical pipes at Stabilized Construction Entrance #1, please confirm that Class III pipe is adequate.

Revised Section 02630, Paragraph 2.1.

See Amendment No. 0003.

What are the permit requirements for wetlands disturbance and restoration?

Clarification: Contractor is not responsible to obtain a wetlands permit for this project.

Amendment No. 0003

2. Specification Section 02900.2.5: Materials for Deer Fencing – The specifications call for deer fencing, but no waterfowl protection measures. Given the location of the project, there is a possibility of waterfowl predation, especially for herbaceous wetland species. Will USACE require installation of waterfowl exclusion measures as well? Clarification: No.

Specification Section 02900.3.8.B - "maintenance" shall consist of …watering… Part D states “the contractor shall monitor, adjust, and use existing irrigation facilities, if available, and furnish any additional material, equipment, or water to ensure adequate irrigation. Is there an existing irrigation facility available? Clarification: No.

130 Is there a water source for dust control available on site? Clarification: No.

Specification Section 02900.3.12.A states “At the end of the guarantee, the contractor shall reset grades that have settled below the proposed grades on the drawings." Does this requirement pertain to trees and shrubs that are directly affected by settlement? Also, is the contractor expected to repair the cover system where differential settlement has occurred throughout the landfill footprint?

Revised Section 02900, Paragraph 3.12.

See Amendment No. 0003.

Drawing C110.04/Detail 2 shows deer fence at 6' high.

However, Specification Section 02900.2.5.C states that “fence height to be 7’ nominal unless alternatively specified for individual Garden Site. Are Deer Fences #1-#3 on Drawings C110.01 and C110.02 considered “individual Garden Sites”?

Revised Section 02900, Paragraph 2.5.

See Amendment No. 0003.

Drawings C110.01 and C110.02 – Site Restoration Plant Schedule calls for “bare root” root conditions for several species of plants for various sizes. The contractor is concerned about the regional availability of the quantity and size of species in bare root. Upon award, may the contractor propose alternative root conditions (i.e.

appropriately sized containers) understanding the required guarantee period specified in Specification Section 02900.3.12?

The Site Restoration Plant Schedule on Drawings C110.01 and C110.02 allows for Ball & Burlap substitution. Landscape Architect will also accept equivalent container sized plants as long as they are sourced from licensed Nurseries.
