Questions and Answers Solicitation No W9128F23Q0022 Tribal Engagement Strategy
1) Can the Past Performance projects be active, or must they be finalized?
a) Projects do not have to be complete but need to be far enough along that the client can provide a meaningful assessment of a company’s performance. This would not typically be possible for projects that are less than 50% complete although that is not universal. A client may not wish to provide an assessment on anything less than 90% complete for example.
2) Is there a page limit and font size requirement?
a) There is no page restriction or font requirement. The responses should be readable and not contain any extraneous information. Information submitted that was not requested in 52.212-2 or the PWS will not be evaluated
3) Are there any incumbents or firms that have worked on prior related studies?
a) No.
4) Is the deliverable “Plan” similar to “Strengthening USACE Collaboration with Tribal Nations for Water Resources Management”- Document 2020-R-01?
a) Yes, this is similar, but something more specific to the upper Missouri River Basin that performs a tribal gap analysis intended to feed into the overall district tribal strategy. This is more similar to an effort a few years back conducted by the USACE Alaska District.
5) Can you elaborate on the Fieldwork portion of the PWS?
