W9128F21R0034 Question and Answer for Hancock Field, New York
22 Jan 2021
1) Under the Addendum to 52.2.212-1 ¶(n) 5, Experience on page 34 of 58, the only example project selected is an STI Inspection. Please verify if other experience beyond the Steel Tank Institute (STI) inspection is required as the project statement is for an American Petroleum Institute (API) inspection.
1)Answer) I have searched the documents provided for Robins inspection for a 52.2.212-1 and was not able to find the reference. My assumption is that the Robins documents are the same as the Hancock Field documents. If not please provide the Hancock Field documents. If they are the same, please have the contractor review the question and resubmit.
2) Due to the Period of Performance (POP) being 150 days after award, can both tanks be removed from service at the same time, or will a staggered removal be required?
2)Answer) The Period of Performance (POP) will remain at 150 days. Historically inspections have lasted less than a week, so a POP for 150 days is sufficient in the Governments view. Only one tank will be taken out of service at a time.
Are the previous inspection reports available for bidder review?
3)Answer) Previous reports for Facility (FAC) 20005 are available from 2009 and 2015. Only a preliminary inspection report is available for Facility (FAC) 20000.
4) Can United States Army Corps of Engineers provide the existing pan manufacturer information for the tanks to aid in proper seal replacement quote?
4)Answer) All pan manufacturer information will be in the attached reports.
5) Paragraph 5.1 does not indicate the anticipated amount of sludge to be disposed of. Can a rough estimate of sludge be provided?
5)Answer) The diameter of the tank and the product in the tank has been provided. I would fall back on your company’s historical experience of cleaning roughly similar sized tanks and use that data to determine how much sludge will need to be disposed of.
6) Where will the fuel be transferred and what is the approximate distance?
6)Answer) We have (2) JAA tanks. When you are cleaning Tk#1 we will move all the fuel to Tk#2 and vice versa. Approximate distance between the two tanks is 270 feet.
7) Will this transfer be done via vacuum truck or existing pumps and piping?
7)Answer) Fuel will be removed to the lowest suction point possible. The transfer/removal of the remaining fuel is left to the contractor and will be part of the review process and technical analysis.
8) Will the roof pan legs be set to the high level (6 foot) during initial draw down or will the leg setting need to be accomplished by the contractor prior to base draw down operations?
8)Answer) Once the contract has been awarded, the contractor will be able to reach out to the installation to confirm that the pan legs will be set to the high level. Historically speaking this is the standard practice to leave the pan legs at the high level. Whether this is done by the installation or the contractor is determined by the installation.
9) How many shell manways are present and what size are they?
9)Answer) There are 3 each 36-inch shell manways on Facility (FAC) 20005. There are 3 each 36-inch shell manways on FAC 20000.
10) Is electricity and water available on site for cleaning crew usage? If so, can you provide the utility rates?
10)Answer) Yes, electricity and water are available on sight close to the Tanks in the pump house.
