SUBJECT: Amendment No. 0002 to Request for Proposal Solicitation Package for Construction of Install Digital Governors, Fort Randall Dam, SD.

TO: Prospective Offerors and Others Concerned

1. The specifications and drawings for subject project are hereby modified as follows (revise all specification indices, attachment lists, and drawing indices accordingly).

a. Specifications. (Descriptive Changes.)

(1) Section 00 10 00, SF1442 and CLIN Pricing Schedule, delete date and time of receiving proposals shown and substitute "21 August 2019" at "2:00 pm".

(2) Section 00 22 00 Page 11, paragraph 12.1.2, subparagraph f, should read:

“f. Government shutdown and clearance placement hydroelectric unit requires 3 hours.”

(3) Section 00 22 00 Page 11, paragraph 12.1.2, subparagraph i

“i. The contractor shall commence work with Unit 5. Following successful commission of the first unit, 2 units may be out of service concurrently during the period of 1 Dec 2020 through 30 Apr 2021. Units must be turned back over to the government in time for the 14 day testing period to take place by the end of the outage period (31 May 2021). Testing periods will not be concurrent.”

(4) Section 00 22 00 Page 14, paragraph 13.1, subparagraph Quality Control Manager, subparagraph b should read:

“b. Must have a minimum of 2 years of experience over the past 5 years performing as a CQC System Manager on projects similar in size and scope as the Ft Randall Digital Governor Installation project.”

(5) Section 00 22 00 Page 14, paragraph 13.2, subparagraph h

“h. The QCM demonstrated successful completion of the “Construction Quality Management for Contractors”: course within the last 5 years; and has a minimum of 2 years’ experience in the last 5 years on projects similar in size and scope to the Ft Randall Digital Governor Installation project.”

(6) Section 01 12 00 Page 3, paragraph 1.8, first subparagraph

“The Contractor shall commence work after NTP with Unit 5. Onsite work may commence on 1 Sep 2020 and proceed through 31 May 2021. After Unit 5 is completed and the 14 day testing period has been completed, the next Unit outage may begin.

Two (2) units may be out-of-service concurrently during the period of 1 Dec 2020 and 30 Apr 2021. Dual outages during this period must be staggered by 2 weeks and both units must be turned back over to the government in time for the 14 day testing period to take place prior to the end of the dual outage period date of 30 Apr 2021. Testing/commissioning can only occur on one unit at a time. Work on the remaining units must be completed by 31 May 2021.”

(7) Section 01 30 00.24 Pages 8 & 9, paragraph 1.11 ANTITERRORISM (AT)/OPERATIONS SECURITY (OPSEC) PROVISIONS, delete subparagraphs 2.2, 2.3 and

2.4 and substitute the following:

“2.2 Personnel Risk Assessment

A minimum of seven days prior to engaging in work submit, to the CO or Project POC, a Personnel Risk Assessment (PRA) for each employee requiring authorized unescorted access to the Jobsite. The Contractor employee will only be allowed authorized unescorted physical access after the PRA is shown to and approved by the Government.

2.3 Authorized Unescorted Access Requirements

Perform a PRA on all Contractor personnel that require authorized unescorted access to the Jobsite. Costs associated with the execution of the PRA shall be at the expense of the Contractor. The content of the PRA is defined by the requirements as follows:

a. Criminal Check - Obtain a criminal background check, completed within the last seven years, on all Contractor personnel that require authorized unescorted access to the Jobsite. A minimum of a 7-year criminal background check with the state patrol office shall be performed from all states of residence and employment, for the past seven years. The Project Security Officer through the Contacting Officer will approve, disapprove, or revoke authorized unescorted access to the Jobsite as a result of the seven-year background check.

b. Identity Verification - Contractor employees shall provide positive verification of individual identity prior to authorized unescorted access to the Jobsite. Acceptable forms of identity verification are documents issued by a federal Government agency that include: the individual's photograph, name, and date of birth, such as a passport or military identification (ID) card. Additionally, a state issued driver's license or ID card is acceptable for identity verification.

c. The Criminal Check and Identity Verification shall be updated at least every seven years for each employee requiring authorized unescorted access to the Jobsite.

d. Escort Requirements - Contractor personnel not cleared for authorized access to the Jobsite may be escorted by Government or Contractor personnel that have authorized unescorted access to the Jobsite. All costs related to the escorting of non-cleared personnel shall be at the expense of

Am #0002 - 4 the Contractor. Additional burden shall not be placed upon the Government to provide these escorts. Prior to access, coordination with the Project Security Officer is required, including but not limited to:

(1) Verification of identity with photo identification

(2) Name of escorting individual and verification of unescorted status

(3) Time of entry into the Jobsite

(4) Time exiting the Jobsite “

(8) Section 01 30 00.24 Pages 15 & 16, paragraph 1.25:

Update price of Automatic Air Balancing Kits from “$169,416” to “$208,752”, Update total price from “$505,417.90” to “$544,753.90”

(9) Section 48 19 01.00 26 Page 5, paragraph 1.1.2, delete subparagraph j and substitute the following:

“j. Remove paint from all governor cabinet external surfaces and paint new.

Remove paint from all governor cabinet interior surfaces above and including the base plate and paint new. Touch up paint governor cabinet interior surfaces below the base plate. All painting and removal of paint, shall be in accordance with

SECTION 09 90 00.00 26 PAINTING.”

(10) Section 48 19 01.00 26 page 28, delete paragraph 3.3 and substitute the following:

“3.3 PAINTING

The exterior and internal surfaces of each governor actuator cabinet must be painted, in addition to the painting requirements for touch-up painting and general painting of new fixtures, mounting brackets, etc. Paint all surfaces after equipment and wiring removal and prior to new equipment installation.

This includes but is not limited to the cabinet base plate, walls, doors, cabinet ceiling, distributing valves, and instrument panels (after wiring is removed and prior to new wiring installation). For ease of defining the areas;

the governor actuator cabinet shall be divided into the upper and lower sections. The upper actuator cabinet is defined as the area including and above the base plate. The lower actuator cabinet is defined as the area below the base plate. Existing paint must be completely stripped from the upper interior actuator surfaces and all (upper and lower) exterior actuator cabinet surfaces before painting. Stripping and repainting should be done before installing new equipment; to the extent practical. For lower interior actuator cabinet surfaces wipe debris, dirt, and grease off surfaces before touch up painting.

Tape off any equipment which should not be painted, such as the back of meters, gauges, and control switches. Paint selection, application and requirements must be in accordance with Section 09 90 00.00 26, PAINTING. Paint color must be submitted; submit paint samples and shades for approval. Paint color for the upper interior actuator cabinet must be white. The paint colors for the lower interior and exterior of the actuator cabinets must match existing.”

(11) Section 48 19 01.00 26 Page 29, paragraph 3.4.3, delete subparagraphs d. and e. and substitute the following:

“d. All Bolted Mating Surfaces - Measure for flatness;

e. Valve Body Bores - Check bore for perpendicularity with the bolted mating surface;

f. Servomotor Bore - Check bore for perpendicularity with the bolted mating surface”

(12) Section 48 19 01.00 26 Pages 29 & 30, delete paragraph 3.6.2 and substitute the following:

“3.6.2 Ports

Install inlet and outlet ports on the governor oil sump, for the kidney loop filter as shown on contract drawings. Install ports as close to bottom of the tank as possible; leaving room for installation and at a minimum leave two inches between the top of the ports and the lower operating oil level. Ports shall be weldable with a female NPT connection. The port that supplies the pre-filter oil to kidney loop filter should be located in the baffled area. The return line from the kidney loop filter should be located near the governor pump intake piping.

Prior to welding operations the contractor shall insure the no inflammable vapors are in the sump tank. Accomplish this by flooding the sump tank with inert gases or other industrial method.”

(13) Section 48 19 01.00 26 Page 31, after paragraph 3.6.8 add the following new paragraph:

“3.6.9 Painting Sump Tank

Touch up paint all areas that are damaged by the installation of the kidney loop filtration ports. Match paint to existing. Paint the ports with same paint.”

2. This amendment is a part of the proposing papers and its receipt shall be acknowledged. All other conditions and requirements of the request for proposal remain unchanged.
