PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT

Assessment of Plant and Soil Community Following Herbicide Applications to Control Saltcedar (Tamarix spp) on Fort Peck Reservoir

Fort Peck Project, MT

Part 1

1. GENERAL: This is a non-personnel services contract to provide vegetation and soil assessment monitoring services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 DESCRIPTION OF SERVICES/INTRODUCTION: The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform vegetation and soil assessment monitoring and reporting as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 BACKGROUND: As part of the Fort Peck Project Invasive Species Management Plan, the U.S Corps of Engineers (USACE), Fort Peck Project, Fort Peck, Montana has scheduled aerial herbicide applications for Tamarix spp. (saltcedar) control on approximately 300 acres in Garfield and Phillips County’s on Fort Peck Lake, Montana.

Applications are scheduled for mid-July 2017. Research and monitoring will be conducted beginning pre-herbicide application as soon as contract is awarded and ending in 01May2022 at the Seven Blackfoot Drainage, Billy Coulee, and Armstrong Coulee areas of Fort Peck Reservoir.

Research and monitoring protocol details are provided below. Each site is extremely limited access and cell phone service. Travel to access these sites will be via boat and will be provided by the USACE including a captain. A satellite phone will be available for use by contractor if necessary. Additionally, the boat captain will be onsite assisting contractor with all data collection defined in this scope of work.

1.3 OBJECTIVES: To determine response to vegetation and soil community following herbicide applications to control saltcedar. The Contractor will assess vegetation and soil community and other characteristics at specified sites prior to herbicide application and post herbicide application.

1.4 SCOPE: Contractor will complete vegetation and soil assessment monitoring, studies and analyses. The data collected will be used to determine the impacts of management treatments in terms of vegetation abundance, species richness and relative species diversity. Soil analysis will allow us to monitor the effect of saltcedar (and saltcedar removal) on characteristics important for native plant growth. A Sampling and Analysis Plan (SAP) will not formally be provided by USACE. The Contractor will be required to prepare a short technical memorandum (1-2 pages) summarizing the sampling plan. All sampling protocols will adhere to Sampling Vegetation Attributes, Technical Reference 1734-4, Bureau of Land Management. Denver, Colorado. BLM/RS/ST-96/002+1730.

USACE can provide any GPS files to contractor upon request. USACE estimates a maximum of three field personnel necessary to collect field data. The USACE boat that will provide water based transportation cannot transport more than three (3) passengers. Total number of sampling sites are subject to change depending on environmental and lake level conditions but will not exceed total mentioned below. All GPS data collection will be processed by the contractor and in a datum and projection determined by USACE. The contractor will submit all shapefiles to USACE electronically. All field data collection will occur between 15June and 31July each year of the contract.

1.4.1. Vegetation sampling and analyses. There are three monitoring sites; Seven Blackfoot Drainage, Billy Coulee and Armstrong Coulee. At Seven Blackfoot Drainage, there will be fifteen 100 m transects parallel to the local topography (i.e., parallel to the lake shore or the stream channel). At Billy Coulee, there will be ten 100 m transects parallel to the local topography. At Armstrong Coulee, there will be five 100 m transects parallel to the local topography. Transects are to be randomly selected within defined areas and must be 100 m apart from each other. Total number of transect per site are subject to change depending on environmental and lake level conditions, terrain and density of saltcedar, but will not exceed total described.

Along each transect, the contractor will randomly place five 5 × 5 m sampling plots, within which of these plots the contractor will perform three different measurements. A) The contractor will count the density of saltcedar within these plots (or the area will be subsampled if the saltcedar density is too great), and record the status of each as live or dead). B) Every unique plant species present will be identified and recorded to compile a full species list for each plot. C) Within each 5 x 5 m plot the contractor will establish two randomly placed 1 m2 quadrats and estimate percent cover of each plant species present. Contractor will use the Daubenmire Cover Class Method to determine percent cover (contractor may substitute but must have approval by USACE). Once random sites have been selected by contractor, USACE will establish permanent plots at these locations for monitoring in future years. The contractor will also be required to collect GPS location for each random plot that is selected. In order to ensure timely completion of the field work, plant samples (plant pressing, etc.) can be completed by contractor for later identification back in the office. Vegetation sampling will be conducted no later than 30June annually throughout the contract period.

1.4.2. Soil sampling. The effects of saltcedar on soil, and the potential of treatments to modify soil conditions, is also of interest. The contractor will collect five soil samples at each of the 5 × 5 m plots along each transect.

Samples at each transect will then be mixed, bagged and labeled accordingly. Samples will be analyzed for pH, electrical conductivity, and base cations (Ca2+, K+, Na+ Mg2+), and the sodium adsorption ration (SAR) will be calculated. Contractor is responsible for collecting soil samples using standard soil sampling protocols and submitting those samples to an approved Montana lab for analysis. Once soil analysis results are complete, the information will be incorporated into each report. Soil sampling will only be collected in the base year (pre-herbicide application), Option year 1 (post-herbicide application) and Option year 4 of the contract period and will coincide with vegetation sampling.

1.4.3. Photo Plots. The Contractor will establish a minimum of 35 permanent photo plots during the base year of the contract prior to herbicide application. Permanent photo plots will not be allowed below the elevation of 2245msl. The Contractor will take pictures and document direction, time and GPS location each year monitoring is scheduled to take place. Photo Plot information will be annually throughout the contract period and coincide with vegetation and soil sampling. This information will be included in the annual reports and the final report.

1.4.4. Reporting. The contractor will provide a draft report presenting results of assessment and analysis from information gathered in the field no later than 15January each year of contract. USACE will be given a 30 day comment period. The final report will be provided to USACE by 1May2022. A sample report can be provided to contractor upon request to USACE.

The report will include statistical analysis of all data collected from the field. Contents of report will include: 1) Figures and Tables 2) Introduction 3) Objectives 4) Description 5) Hydrology (at time of data collection and application) 6) Methods 7) Monitoring Site Selection Summary 8) Pre and post-treatment Plant Assessments 9) Soil Analysis and Results 10) Herbicide Products 11) Treatment Schedule and Rates 12) Environmental Conditions 13) Additional Analysis if any (photo plots) 14) Results and Discussion 15) Conclusions and recommendations 16) References if any 17) Appendices

1.5 PERIOD OF PERFORMANCE: The period of performance shall be for five year period. The Period of Performance reads as follows:

Base Year – Award Date thru 23 May 2018 Year 1 – 24 May 2018 thru 23 May 2019 Year 2 – 24 May 2019 thru 23 May 2020 Year 3 – 24 May 2020 thru 23 May 2021 Year 4 – 24 May 2021 thru 23 May 2022

1.6 GOVERNMENT-FURNISHED PROPERTY, MATERIAL AND EQUIPMENT: A tape measure, flagging and stakes for establishing random plots will be provided by USACE. USACE will provide buckets and soil sampling bags. USACE will provide one (1) soil sample probe.
