Drill Plan Requirements per ER 1110-1-1807, Drilling in Earth Embankment Dams and Levees, ER 1110-1-1807 provides guidance for drilling in and/or near earth embankments and their foundations. The primary purpose of this regulation is to prevent damage to embankments and their foundations from hydraulic fracturing, erosion, filter/drain contamination, heave, or other mechanisms during drilling operations, sampling, in-situ testing, grouting, instrumentation installation, borehole completion, and borehole abandonment.

The waterline drill plan shall include at a minimum, the following:

a. Objective and justification for performing the intrusive work

b. Exploration team member names, titles, company, years of experience, professional registrations, and roles and responsibilities. This list should include personnel responsible for the development of the plan, drillers/excavators, field oversight personnel, and field logging personnel.

c. Essential drawings including the locations of borings or trenches with respect to all relevant project features and the subsurface geology with all available engineering information

d. Detailed drilling scope and methodology

1. Location of utilities and clearance methods

2. Number, locations (with coordinates), depths, diameters, and geologic materials expected to be encountered for all proposed borings

3. Type of drill rig, drilling methods, and drilling fluids to be used

4. Instrumentation details for monitoring drill pressures

5. Backfill or abandonment methods and materials

e. Risk evaluation

1. Detailed description of all drilling fluids to be used including details on the circulation and pressures that will be used

2. Monitoring needs during drilling, (if fluid is used) and a contingency plan if loss of drilling fluid or other complications are observed during drilling.

3. Measures to prevent drill contact with structural features, such as conduits, and to prevent contamination of project features, such as drainage blankets, with drill fluids.

4. An emergency action plan including a list of emergency equipment and supplies to have onsite (phone/radio, filter materials, grout materials, etc.).
