CONTRACTOR'S SITE OPERATIONS
PART 1 GENERAL
1.1 GENERAL INFORMATION
This Section covers the general requirements applicable to specific Contractor's operations or equipment for work performed on-site at the Fort Peck power plant.
1.2 REFERENCES
The publications listed below form a part of this specification to the extent referenced. The publications are referenced to in the text by basic definition only.

1.3 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section 01 33 00.

1.4 WORK AREAS AND ACCESS
1.4.1 Power Plant Access
The access road to the Fort Peck power plant is located on Yellowstone Road, off State Road 24, approximately 3.5 miles east of Fort Peck, Montana.
1.4.2 Access Roads
No new access roads are required. Any Contractor-caused damage to existing roadways that are used for access purposes shall be restored to its pre-damaged condition, less normal wear. Prior to the shipment of equipment and/or materials, the Contractor shall make an investigation of conditions of the facilities, such as clearances, restrictions, bridge load limits, and other limitations affecting transportation. Any such limitations to the transportation facilities shall not become the basis for claims or damages, or for the extension of time for completion of work. It shall be the responsibility of the Contractor to obtain the permits and licenses required for truck transportation of the transformer using existing roadways.
1.4.3 Traffic Management
Both lanes of roads shall not be blocked by the Contractor. If one lane is blocked, the Contractor shall provide the necessary flaggers, based on the visibility, to control traffic. The Government shall be notified in advance of any blockage. The Contractor shall provide, erect, and maintain all necessary barricades, danger signals, and detour signs, and take necessary precautions for the protection of the work and the safety of the public. Roads or access ways closed to traffic shall be protected by effective barricades, and the obstruction shall be continuously illuminated day and night. Suitable warning signs shall be illuminated by lanterns or flares at night.
1.4.4 Access By Government Personnel
Clear access shall be maintained for Government personnel and equipment through all work areas.
1.4.5 Contractor's Staging Area and Employee Access
The Contractor's staging area and equipment trailer space shall be restricted to the area designated by the Government. The project areas off-limits to Contractor personnel will be as designated by the Contracting Officer. A clearance of not less than 6.5 feet shall be maintained around energized equipment. All Contractor site facilities shall be disposed of before final acceptance of all work.

1.5 STORAGE OF EQUIPMENT AND MATERIALS
Storage of equipment and materials will be permitted only in designated staging areas. A minimum access space of three feet shall be maintained between the Contractor's stored items and the non-energized power plant equipment.
1.6 VEHICLES
1.6.1 Use of Private Vehicles
Parking of private vehicles shall be restricted to the areas designated.
1.6.2 Identification of Vehicles
All Contractor's vehicles shall display permanent identification of such size and color to allow Government personnel to identify the vehicle.
1.7 PROJECT SECURITY
The access gates at the power plant and switchyards are locked during normal duty hours. The Contractor's on-site supervisor shall work with the power plant personnel for entry procedures. An Employee Identification and Control Procedure shall be submitted for approval for identification and control of employees entering or leaving the project. After the stated Government project personnel working hours, the project gate accesses are locked. Contractor's personnel will not have access into the work area except during approved work hours, unless otherwise specifically approved for 24 hour oil processing operations. The security of the Contractor's property and items furnished under this contract, until accepted, are the responsibility of the Contractor whether stored inside or outside the power plant security gate.
1.8 SITE WORKING HOURS
1.8.1 Government Project Personnel Working Hours
The scheduled working hours of the Project staff at the Fort Peck power plant are Mondays through Thursdays from 6:30 a.m. until 5:00 p.m.
Fridays, Saturdays, Sundays and Federal Holidays are non-work days. All Project support required by the Contractor shall be scheduled during the Project staff working hours.
1.8.2 Contractor's Working Hours
The allowable Contractor's working hours shall be the same as that for the Government project personnel, unless otherwise specifically approved. The schedule of work hours, shifts and days of the week shall be coordinated with the COR. Notification of any proposed changes of the schedule of regular work hours, overtime work hours, and shifts of work crews and personnel at the site shall be coordinated with the COR.
1.9 SITE WORK SCHEDULE
A Site Work Schedule shall be submitted and shall including major and minor work elements and stages of the work. These documents shall be updated and submitted to reflect the actual work elements and progress and that anticipated in the future.

1.10 SAFE CLEARANCE PROCEDURES
A Safe Clearance System, as stated in EM 385-1-1 and the power plant Safe Clearance procedure, is used by project personnel to insure continuity of service and safety to personnel and equipment. Any work performed which requires taking project operating equipment out of service will be done only after a formal clearance is obtained by the Government with a seven calendar day notice. After the Government clearance tags have been placed on the equipment, the Contractor shall place his own clearance tag on the equipment. Safe Clearance procedures shall not be violated by Contractor personnel, and any violations will be grounds for requesting the removal of the offender(s). A copy of the Safe Clearance Procedure program will be supplied to the Contractor upon request.
1.11 DRAWINGS AND MANUALS
Existing drawings and manuals required for the work will be available for viewing at the power plant during normal project day shift working hours.
Drawings and manuals shall not be removed from the office; however, one copy of available technical data and drawings not included in the reference drawings will be made at no cost to the Contractor within 2 calendar days after the request for such copies has been made.
1.12 SANITATION FACILITIES
The Contractor will be responsible for providing bathroom facilities for their personnel. The Contractor will also be responsible for providing dumpsters for job-site trash. The location for placement of the portable bathroom facilities and dumpsters shall be coordinated with project personnel, and as approved by the COR.
1.13 UTILITIES
1.13.1 General
All utilities provided by the Government shall be at no cost. Care shall be exercised in conserving all Government-furnished utilities. Extension cords shall be Contractor-furnished. Power plant electric power, and water will be available for Contractor use. The Contractor shall not use Government compressed air systems. All temporary circuits and devices required for construction shall be provided, connected, and maintained and removed prior to final acceptance. Ground fault protection shall be provided for all circuits used and shall be Contractor-furnished.
1.13.2 Telephone
The project telephone system will not be available to the Contractor.
Cellular phones may be used. Cell phone reception may be poor in the work site area.
1.13.3 Area Lighting
The Contractor shall provide all lighting necessary to perform the work specified herein, and to provide a safe work environment.

1.14 CRANES AND HEAVY EQUIPMENT
1.14.1 Contractor Crane Safety
Contractor's cranes and equipment furnished for this work shall conform with all applicable OSHA requirements and referenced EM 385-1-1 in Clause 52.236-13, "ACCIDENT PREVENTION", including ALT1. The Contractor shall submit a lifting diagram addressing such issues as lift, trim, maximum load, maximum wind speed, lifting radius and all other applicable information required by EM 385-1-1 and OSHA as part of the loading plan.
1.14.2 Contractor Crane Testing
All Contractor cranes shall be tested in accordance with EM 385-1-1 prior to use on the project and the tests shall be witnessed by the COR.
Forty-eight hours notice of the test, excluding weekends and federal holidays, shall be given by the Contractor.
1.14.3 Contractor's Cranes and Heavy Equipment
A loading plan, which includes the planned method of transportation and operation of Contractor provided cranes and other heavy equipment to be used in the performance of this contract, shall be submitted for Government approval and coordinated with the COR. This shall include the type, size, loading, and placement of outriggers of all cranes or heavy equipment and the proposed transportation routes and work areas to be used on the project. Operation of heavy equipment adjacent to existing structures shall be avoided when possible.
1.14.4 Movement of Equipment and Materials by the Contractor
The Contractor shall provide all cranes, rigging, lifts, operators, and other necessary means to move equipment or material as required to pursue and complete the work whether owned by the Government or by the Contractor unless otherwise specifically mentioned. This includes but is not limited to the unloading and loading of equipment and material.
1.14.5 Man-lifts for Reassembly
The Contractor shall provide any necessary man-lifts for accessing the transformers during execution of on-site work. Use of boom or scissor-type man-lifts for accessing the transformers shall be in accordance with the requirements of EM 385-1-1. Equipment shall be in safe working order and all personnel shall wear appropriate fall safety personal protective equipment during their use. Operators of lifts shall be trained and have written lift operator certification submitted for approval.
1.14.6 Use of Government Cranes
Government cranes will not be available for the Contractor's use.
1.15 PLANT AND EQUIPMENT LIST
A complete list of all plant and equipment, exclusive of shop equipment, to be used on the project shall be furnished at the Contractor/Government Coordination Meeting. The lists shall include rented equipment as well as lease-purchase or sale-leaseback equipment, dates equipment is assigned to or removed from the project, dates deadlined for repairs and returned for use, and adequate identification or description of each item of equipment
SECTION 01 10 10 Page 7 including manufacturer's name (abbreviated), model number, manufacturer's serial number, year of manufacture, and Contractor's assigned serial or record number.
1.16 DAMAGED EQUIPMENT OR ABNORMAL CONDITIONS
The Government shall be informed immediately upon finding any damaged equipment or other abnormal conditions. The failure or abnormality shall not be disturbed until witnessed by the COR. Prior to proceeding further with work on the unit, the Contractor and the Government shall agree in writing as to the responsibility for the damage or abnormality.
1.17 PROTECTION OF MATERIAL AND WORK
Materials, supplies, tools, equipment and Government property (including all tools, equipment, and special devices supplied by the Contractor and to be turned over to the Government at the end of the Contract) shall be protected and preserved in accordance with manufacturer's recommendations.
If material, equipment, supplies, and work performed are not adequately protected, such property may be protected by the Government and the cost thereof will be charged to the Contractor or deducted from any payment due. All operating equipment shall remain accessible. Any designations covered relating to fire protection equipment shall be remarked upon covering. The Contractor shall be responsible for the removal of all stains and residues, and for the repair of damage to structures and equipment. Operating components of existing power plant equipment shall be protected.
1.18 PROTECTION AND RESTORATION OF EXISTING FACILITIES
Existing facilities shall be protected whether or not shown on the drawings. Upon completion of the work, existing facilities, not included as a portion of the work, shall be left in a condition equal to the original condition prior to the contract. Costs for repair and restoration of any facilities shall be considered to be incidental to and included in the contract price.
1.19 NOISE CONTROL
Noise control and noise levels shall conform to requirements set forth in the appropriate regulations, including EM 385-1-1, Section 05.C, 29 CFR 1910.95, 29 CFR 1926.52 and .101. The most conservative requirement shall govern.
1.20 FIRE CONTROL
All fire fighting equipment, supplies, and personnel shall be supplied in accordance with EM 385-1-1. Delays due to Contractor caused fires will not be acceptable as the basis of a claim for additional compensation or additional time.
1.21 CARE OF DRAINS
Existing drains shall not be used for disposal of any solid material or any liquids other than clear water. Drains obstructed by the Contractor shall be cleaned by the Contractor. All costs incurred in the cleaning and clearing of plugged drains, shall be borne by the Contractor.

1.22 DAILY CLEANUP AND DISPOSAL
Work areas shall be kept reasonably neat on a daily basis. All debris resulting from the work, such as waste metalwork, packing cases, scrap lumber, oil and grease spills, and other debris shall be collected, removed, and disposed of off-site at least once per week. The location of the Contractor's off-site disposal area and a plan for safe disposal of material shall be submitted for approval. The Government's trash cans, dumpboxes, and other containers shall not be used. Liquid waste shall not be disposed of in project drains. All costs of removing debris shall be incidental to the work, and no separate payment will be made therefore.
The area of work is subject to high winds. All equipment and materials shall be secured at the end of each day to prevent blowing into energized equipment.
1.23 SCAFFOLDING
Scaffolding, ladder, stairway, or other access schemes proposed for use shall be submitted for approval, including type, layout, and connections.
Approved anti-slip surface material shall be installed on scaffolding platforms. Scaffolding shall comply with EM 385-1-1.
1.24 SITE INVESTIGATIONS AND CONDITIONS AFFECTING THE WORK
The Contractor shall take steps reasonably necessary to ascertain the nature and location of the work, the general and local conditions shall be investigated which can affect the work or its cost, including but not limited to the following. Any failure of the Contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from responsibility for estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expenses to the Government. The Government assumes no responsibility for any conclusions or interpretations made by the Contractor based on the information made available by the Government. Nor does the Government assume responsibility for any understanding reached or representation made concerning conditions which can affect the work by any of its officers or agents before the execution of this contract, unless the understanding or representation is expressly stated in this contract.
a. Conditions bearing upon transportation, disposal, handling, and storage of materials.
b. The availability of labor, water, electrical power, and roads.
c. Uncertainties of weather, river stages, or similar physical conditions at the site.
d. The conformation and conditions of the ground and equipment and facilities to be replaced and/or rehabilitated.
e. The character of equipment and facilities needed preliminary to and during work performance.
f. The amount of work space, accessibility, lighting, etc.
1.25 PERMITS AND RESPONSIBILITIES
The Contractor shall, without additional expense to the Government, be
SECTION 01 10 10 Page 9 responsible for obtaining necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work. The Contractor shall also be responsible for all damages to persons or property that occur as a result of the Contractor's fault or negligence, and shall take proper safety and health precautions to protect the work, the workers, the public, and property of others. The Contractor shall also be responsible for all materials delivered and work performed until completion and acceptance of the entire work, except for completed unit of work that may have been accepted under the contract.
1.26 PARTS CONTROL AT THE JOBSITE
A complete written record shall be maintained of the location and estimated date of return of all parts shipped from the project for repair. This record shall be available for review at all times.
1.27 COORDINATION
All work shall be coordinated with the project manager or his designated representatives. The work to be performed under this contract is subject to the safety clearances and operating procedures currently practiced at the project. Safety clearances shall be obtained before opening, entering, or working on any equipment in the power plant and transformer yard. All working areas shall be kept clean and orderly at all times. Tools and equipment shall be put away at the end of each workday. The Contractor shall coordinate all work required for the removal of the existing electrical equipment and any associated appurtenances.
1.28 CONTRACTOR'S FIELD SUPERVISOR AND PERSONNEL
1.28.1 Contractor's Field Supervisor(s)
The contractor's field supervisor shall be as required in Section 48 20 00, paragraph "Field Supervisor Experience and Responsibilities".
1.28.2 Contractor's Personnel
a. General. The Contractor shall prepare and revise whenever organizational changes occur, a project organization chart reflecting at least those positions described herein and defining their work relationships, etc. The Contractor shall maintain a complete organizational chart of all positions that will be working on the project. All personnel employed by the Contractor shall be fully qualified in their respective fields to render the services necessary.
The Contractor's organizational plan shall be maintained in the CQC Plan and submitted upon request by the COR.
b. Identification of Contractor's Employees. The Contractor shall be responsible for furnishing to each employee at the power plant and for requiring each employee at the power plant to display such identification as approved and specified below. All Contractor personnel, prior to engaging in work on project premises, shall either be issued an identification card by the Contractors or agree to provide their driver's license as I.D. upon request. If the Contractor so decides to furnish I.D. cards to all employees, the card must include the following information:

All prescribed identifications shall be returned immediately to the Contractor upon release of any employee. The Contractor shall include a list of all Contractor employees in the Employee Identification and Control Procedure, which includes their titles and who will be working on the project. This listing shall be revised and resubmitted when personnel changes occur. When required by the Government, the Contractor shall obtain and submit fingerprints of all persons employed to work at the power plant.
c. Sign-in/Sign-out Sheet. The Contractor shall maintain a daily sign-in/sign-out sheet for all Contractor and subcontractor personnel accessing the Fort Peck Dam during performance of this contract.
1.29 WORK BY THE GOVERNMENT CONCURRENT WITH CONTRACTOR WORK
The Government will limit interference with the Contractor's work to the maximum reasonable extent and the Government and Contractor shall coordinate as necessary.
1.30 QUALITY CONTROL AT THE JOB SITE
In conjunction with Section 01 45 04, the Contractor's Quality Control system shall encompass actions involving selection of construction material sources and suppliers, on-site and off-site fabrication of Contractor-furnished items to be included in the work, on-site and off-site production of construction materials, work placement procedures, workmanship, inspection, and testing. The system shall provide supervision, inspection, and tests of all items of work, including that of its suppliers and subcontractors, that will assure the compliance of all work with applicable specifications and drawings in respect to the Contractor furnished equipment, materials, workmanship, construction, finish, functional performance, and identification. The Contractor's system shall encompass all management and supervisory actions taken by its staff that affect quality of the finished work, including all inspection controls and tests required for compliance with the contract, except for those inspections and tests specifically reserved to be accomplished by the Government.

MEASUREMENT AND PAYMENT
PART 1 GENERAL
1.1 GENERAL INFORMATION
In each instance the contract price for an item will constitute full compensation as herein specified, as shown, or as otherwise approved. The contract price and payment will also constitute full compensation for all work incidental to completion of the item, unless such work is otherwise specifically mentioned for separate payment under another bid item. In the event any work is required by the specification sections or by the drawings and not specifically mentioned in the measurement and payment paragraphs, separate or direct payment will not be made and all costs thereof are incidental to and included in the contract prices and payments for all items listed in the bid schedule.
1.2 MEASUREMENT
Items measured as a Lump Sum (LS) will be measured for payment as a completed job, in place, in the locations indicated. This measurement includes all incidental work and materials that are necessary to make a complete job. Unless the payment paragraph makes a specific exception of an item, incidental items will not be measured under another item, even though there is another listing for the work or material.
1.3 PAYMENT
1.3.1 60,000/80,000 kVA, Class II GSU Power Transformer
Payment for all work specified, shown, or incidental to complete the work will be made as follows:
a. Line Item No. 0001; Manufacture and factory test one 60,000/80,000 kVA, 115 kV Grd. Y high-voltage winding, 13.8 kV delta low-voltage winding, Class ONAN/ONAF, three-phase GSU power transformer. Payment shall be full compensation for the operations, materials, and equipment required to manufacture and test the transformer and accessories at the manufacturing facility.
b. Line Item No. 0002; Deliver the 60,000/80,000 kVA transformer and accessories complete from the manufacturing facility to the Fort Peck power plant. Payment shall be full compensation for the operations, materials, and equipment required to transport the transformer and accessories from the manufacturing facility to the Fort Peck power plant.
c. Line Item No. 0003; Offload the 60,000/80,000 kVA transformer and accessories at the Fort Peck power plant switchyard No. 1, perform inspections, perform cleaning, provide an oil containment berm and crane mat cribbing for storage, move the transformer to its storage location, perform transformer reassembly, furnish transformer oil and perform oil-filling and processing, perform field tests, and provide the services of an Erecting Engineer and Commissioning Agent. Payment

Furnish spare parts. Payment for provision of services of an Erecting Engineer and a Commissioning Agent shall include the following:
Payment shall cover the total number of working days during the period of time that the Erecting Engineer is in the service to the Government and is at the project site and working. Payment shall include the time required to travel by the most direct commercial airline from his/her home station or duty station to the job site. Return travel time will only be allowed from time of first available transportation after release by the Government for return to home station or duty station.
Payment shall cover the daily cost of a rental car to transport the Erection Engineer and Commissioning Agent from the local motel to the Fort Peck power plant work site, and per-diem costs for meals and lodging.
1.3.2 3,000 kVA, Class I Station Service Power Transformers
Payment for all work specified, shown, or incidental to complete the work will be made as follows:
a. Line Item No. 0004; Manufacture and factory test two 3,000 kVA,
13.8 kV Delta high-voltage winding, 4.16 kV Grd. Y low-voltage winding, Class ONAN, three-phase station service power transformers. Payment shall be full compensation for the operations, materials, and equipment required to manufacture and test the transformers and accessories at the manufacturing facility.
b. Line Item No. 0005; Deliver the 3,000 kVA transformers and accessories complete from the manufacturing facility to the Fort Peck power plant. Payment shall be full compensation for the operations, materials, and equipment required to transport the transformers and accessories from the manufacturing facility to the Fort Peck power plant.
c. Line Item No. 0006; Offload the 3,000 kVA transformers and accessories at the Fort Peck power plant, perform inspections, perform cleaning, provide oil containment berms and crane mat cribbing for storage, move the transformers to their storage locations, perform transformer reassembly, furnish transformer oil and perform oil-filling and processing, perform field tests, and provide the services of an Erecting Engineer and Commissioning Agent. b. Line Item No. 0008 (Optional); Deliver the 25,000/33,333 kVA transformer and accessories complete from the manufacturing facility to the Fort Peck power plant. OPERATIONS AND MAINTENANCE DATA
PART 1 GENERAL
1.1 GENERAL INFORMATION
Parts catalogs and operating instructions needed or useful in operation, maintenance, repairs, dismantling, or assembling, and for repair and identification of parts for ordering replacements, shall be specially prepared. The parts catalogs and operating instructions shall cover all equipment furnished under this contract, and shall be assembled under a common cover. The assembled material shall include complete identification of the spare parts furnished in compliance with the requirements of these specifications.
1.2 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES.
SD-10 Operation and Maintenance Data
1. Initial Submittal of Operations and Maintenance Data; G
An initial electronic PDF submittal of the Operations and Maintenance Data for each transformer design shall be made not less than 30 days prior to delivery of each transformer, to the submittal distribution list as identified in Section 01 33 00.
The COR will return electronic review comments on the acceptability of the submittal.
2. Final Submittal of Operations and Maintenance Data; G
Upon approval of the draft electronic version of the Operations and Maintenance Data, the Contractor shall submit three final hard copies for each transformer design, assembled in the required binders; one of which shall be sent to the Omaha District Office, and two to the Fort Peck power plant. One final electronic PDF file shall be sent to the Hydroelectric Design Center. All copies shall be furnished no later than 30 days after the date specified for delivery of the transformers, and shall be available for use during the on-site training.
PART 2 PRODUCTS
2.1 SPECIFIC REQUIREMENTS
Paper shall be 8 1/2-by 11-inch or 11- by 17-inch 24 pound stock. Shop assembly or special drawings shall be of a size that requires folding only

(11" X 17" maximum, 8-½" X 11" minimum) All drawings shall also be submitted with electronic versions in Bentley Microstation Version 8, or AutoCAD, and in PDF format so that they can be easily reproduced. Each sheet in the binder shall be numbered and an index provided for ready reference to the data. All standard catalog cuts, manufacturer's printed data or descriptive literature, parts sheets, illustrations, etc., shall be either original manufacturer sheets or reproduced copies of equal clarity and durability. All copies shall be readable, and non-permanent or non-water- resistant copies are not acceptable. All original manufacturer's data that are in color shall be reproduced in color. All non-applicable data such as description of other models, optional equipment not included, etc. shall be marked out. If reference is made to other drawings or data they shall be included. The O&M data shall list equipment covered; the manufacturer; and name, address, and telephone number of the local representative.
2.2 FORMAT
2.2.1 Binders
Binders shall be side-binding, telescoping-post, expandable-back, and shall have a supported vinyl cover with a stiff binder board for 8 1/2- by 11-inch sheets. Ring-type loose leaf binders will not be acceptable. The binder board shall be black with gold lettering.

2.3 CONTENT
The O&M manuals shall be structured to address each of the following topics in order for each system. When the topic does not apply to a particular system the topic name will be included in the manual with the words "DOES
NOT APPLY."
2.3.1 Warning Page
A warning page shall be provided to warn of potential dangers (if they exist), such as high voltage, toxic chemicals, flammable liquids, explosive materials, carcinogens, or high pressures. The warning page shall be placed inside the front cover, in front of the title page.
2.3.2 Index
Each manual shall have a master index at the front identifying all manuals and volumes and subject matter by system name for each. Following the master index, each manual shall have an index of its enclosures listing each volume, tab numbers, etc., as necessary to readily refer to a particular operating or maintenance instruction. Rigid tabbed fly leaf sheets shall be provided for each separate product and/or piece of equipment under each system in the manual. When a manual is divided into volumes, each volume shall have a master index at its front, followed by an index for the specific volume listing in detail all enclosed instructions for materials, individual pieces of equipment, and systems. All pages shall be numbered with the referenced number included in the index.
2.3.3 Description
Narrative and technical descriptions of the system and of the interrelations with other systems. Included with this shall be a transformer summary technical data sheet.
2.3.4 Photographs
Full page color photographs shall be provided of the manufacturing process, to include the following:
a. Winding construction
b. Core construction
c. Core and winding assembly
d. Tank manufacturing (including interior construction)
e. Completely assembled transformer, including fall protection system
2.3.5 Operation Data
The operation data shall include specific operating instructions, functional description of operating parts, and special precautions or procedures to be considered. The Contractor shall be responsible for the
SECTION 01 30 60 Page 5 necessary coordination between his subcontractors, suppliers, and manufacturers to assure complete submittals on individual interrelated equipment components. The data shall include the following:
a. Check List Prior to Start Up. Precautions and prechecks prior to start up of equipment and/or system, including safety devices, monitoring devices and control sequence shall be provided.
b. Start Up and Operation. Step-by-step sequential procedures for start up and normal operation checks for satisfactory operation shall be provided. Safety precautions and instructions that should be followed during these procedures shall be incorporated into the operating instructions and flagged for the attention of the operator.
Procedures shall include test, manual or normal, and automatic modes.
c. Shutdown. Procedures for normal and emergency shutdown of equipment and/or systems shall be provided. The instructions shall include any procedures necessary for placing the equipment and/or system on standby or preparing the equipment and/or system for start up at a later time. Procedures shall include test, manual or normal, and automatic modes.
d. Normal Operating Conditions. A tabular listing of the normal operating conditions of each individual component, including the settings, operating temperature, valve positions, etc.
2.3.6 Maintenance Procedures
Recommended procedures shall indicate preventive maintenance, lubrication, and good housekeeping practices which should be performed by operating personnel as well as more complex maintenance procedures which would normally be performed by trained maintenance personnel only, including instructions for oil-filling and drying the oil-filled transformer. The procedures shall be presented with a schedule indicating time frames or operating hours for specific maintenance to be accomplished. Safety precautions and instructions that should be followed during these procedures shall be incorporated into the maintenance procedures and flagged for the attention of personnel. The procedures shall include necessary operating instructions for taking equipment off line, putting equipment on line, or putting equipment on standby. The instructions shall include all necessary material, equipment, and system data to perform maintenance work and shall include, but not be limited to, manufacturers bulletins, catalogs, and descriptive data; certified performance curves, copies of approved test plans, including logs and records of performance acceptance test results, and actual adjustments made during final acceptance and inspection; system layouts, including block diagrams, wiring, control, and isometric diagrams; schematic items within the facility; interrelationships with other items of system; and a list of special tools required.
2.3.7 Repairs
Repair procedures shall be presented with a step-by-step procedure for locating and correcting the trouble. A "shop manual" may be used for this purpose. The procedures shall clearly indicate a major repair activity which should only be performed in a shop or factory versus normal repair work that may be performed onsite or with equipment online. The procedures shall also clearly indicate the limit of repair work that may be performed by Government personnel during the warranty period without voiding warranty

Safety precautions and instructions that should be followed during these procedures shall be incorporated into the repair procedures and flagged for the attention of personnel. Repair procedures shall be keyed to a troubleshooting guide outlined in three columns with the following headings:

Column 3 - Correction
2.3.8 Operator Preventive Maintenance, Major Maintenance, and Adjustments
The instructions shall include recommended operator preventive maintenance which would normally be performed by operating personnel and adjustment procedures necessary for normal operation. Schedules shall be provided indicating time frames or operating hours for initiating operator maintenance and adjustments, and including manufacturer's recommended major maintenance requirements. Emergency adjustments shall be included and flagged for operator's attention; the instructions shall also include procedures for emergency repairs that could be performed by operating personnel. These emergency repairs or "trouble-shooting guides" shall be outlined in three columns with the following headings:
Column 1 - Trouble
Column 2 - Probable Cause(s)
Column 3 - Correction
2.3.9 Maintenance Schedule
A separate schedule of all required periodic maintenance shall be included. This schedule shall list by frequency of occurrence all lubricants and special adjustments required. The types and amounts of lubrication must be specified. The Contractor shall verify that the furnished maintenance schedule agrees with the published manufacturer's data.
2.3.10 Catalog Data Sheets
An index of the catalog data sheets shall be provided, and the data sheets for each device or equipment tabbed, or otherwise identified, to provide an easy means for accessing the data sheets within the manual. A cross-reference between items described in catalogs, instructions, and the shop drawings shall be provided to facilitate ease of location of parts described. Standard catalog data sheets will not be acceptable unless irrelevant parts are marked out (with black "X") and relevant parts clearly identified. Any data on catalog sheets which does not directly relate to purchased equipment shall be marked out. Parts shall be so identified that they can be readily ordered from local area industrial supply outlets if not of special manufacture. Highlighting and hand-written notes will not be acceptable for identification purposes. Catalog data sheets shall be inserted into the manual such that positive identification of all parts on catalog data sheets are clearly identified by:
a. Part Name. A clear and descriptive name shall be given to each component in the piece of equipment.
