The Reason for this amendment is to address questions raised by interested vendors. The specifications document has changed to reflect pertinent updated info. See attached. In addition the Q&A document has been added. Reference Specification Section 48 10 23.04 Paragraph 2.1.5n. Changed the total transformer not to exceed w eight from 180,000 pounds to 200,000 pounds.

1. Reference Specification Section 48 19 23.04 Paragraph 2.1.5n. Change the total transformer not to exceed weight from 180,000 pounds to 200,000 pounds.

QUESTION AND ANSWERS AS OF 26 February 2016
1) Your solicitation document for the subject project requires delivery of the transformers by April 17, 2017.
Do you also have tentative schedule to commission and energize the transformers after delivery?
Answer: The installation design will be based upon the product submitted by the winning offeror. The design will commence once that information is received. We anticipate an install contract will not be awarded for at least 1-1/2 years, with commissioning and energization to be part of that effort. So it could be at least 2 years before those tasks would occur.
2) Do you mean that field assembly/testing and commissioning of transformers will not be completed after delivery, but at least 1.5 years after delivery as mentioned below? Is it your final decision to keep the transformers in storage after delivery then?
3) It is our understanding that field assembly/testing and commissioning is also a part of bidder/contractor’s scope to be quoted and submitted to you. If there would be a gap in between the time from delivery and field assembly/testing of 1.5 years (If our interpretation is correct from your response below), then do you expect some sort of escalation clause on payment for the scope to be completed after delivery?
Answer: As required in the specifications Section 01 65 23, the transformers will be delivered to the power plant, off-loaded at a long-term storage location, reassembled, oil-filled and field tested. There is no requirement to perform the reassembly and testing 1.5 years after delivery.
4) Are there any drawings coming out? I do not see any physical size dimensions or constraints for the transformers. Also will there be a site visit or drawing showing where the units are being delivered to?
Answer: Since this is a supply only contract, the contractor will just drop the transformer at the site. I presume the package is detailed enough that the supplier will build as specified. Would need a bit more info on the necessity for a site visit.
5) According to our manufacturer after calculation, total weight of the transformer comes out to be around 90,000 kg. Is this acceptable?
Answer: The total weight will be amended in the solicitation. An amendment is forthcoming
6) From attached transformer specification, Section 48 19 23 01 (Pg. 16) mentions "Maximum load losses at maximum ONAN rated kVA and 1.0 power factor, kW: 150." but in the approved solicitation, Items III (Load Losses) and IV (No-Load Losses) specify following:

Guaranteed not to exceed 150kW (60/80MVA) and 95Kw (25/33MVA) for load losses & 45kW (60/80MVA) and 30kW (25/33MVA) for no-load losses. Please clarify if the load loss of 150kW is based on 60MVA or 80MVA.
Answer: The load loss is based upon 60 MVA
7) What is the Ambient temperature and operation altitude?
Answer: According to IEEE C57.12.00, maximum ambient temperature for cooling is 104F, and max altitude is 3,300 feet. Fort Peck altitude is about 2,000 feet, and the maximum temp rarely gets above 100F (around 2 days a year). Going back 10 years, there was one day where the high reached 104F.
