Please see the comments in red to answer these questions.

1. Metal roofing:

Couple questions arise from this section:

The PWS states:

5.2.15.1 Metal Panels: Panels shall have interlocking ribs for securing adjacent sheets.

System for securing the roof covering to structural framing members shall be concealed clip fastening system with no fasteners penetrating the panels except at the ridge or eave, rakes, penetrations, and end laps. Backing plates and ends of panels at end laps shall be predrilled or pre-punched; factory prepare ends of panels to be lapped by trimming part of seam, die-setting or swaging ends of panels. Length of sheets shall be sufficient to cover the entire length of any unbroken roof slope. Width of sheets shall provide not less than 12 inches of coverage in place. Height of interlocking ribs shall be not less than 1.25 inches (nominal). Make provisions for expansion and contraction at either ridge or eave, consistent with the type of system to be used. Panels from coil stock shall be formed without warping, waviness or ripples not part of the panel profile and shall be free of damage to the finish coating system. Panels shall be multi-rib.

Panels used for repairs shall match existing panels color. All other panel colors will be specified on work order. Minimum thickness to be 0.018-inchthick (26 gage).

The description of “System for securing the roof covering to structural framing members shall be concealed clip fastening system with no fasteners penetrating the panels except at the ridge or eave, rakes, penetrations, and end laps.” Is the installation of what is trade-named standing seam panels. It is our observation that the Government only has residential and R-panel style metal roofs in this project. We would like to ask if this is the actual type of metal roofing that the Government would like? Because it does not match anything they have had installed and would multiply the price of the line-item several times over

We did not know if this would also interfere with the stated Government materials standardization plan as well.

The updated PWS now reads:

5.2.15.1 Metal Panels: Panels shall have interlocking ribs for securing adjacent sheets.

Installation will be in accordance with the Multi-rib/R-panel Installation manual issued by McElroy Metal. Manual is located at https://info.mcelroymetal.com/hubfs/assets/mm498_multi_rib_r_panel_install_2_18.p

df. Minimum thickness to be 0.018-inch thick (26 gag

The PWS states:

5.2.15 Metal Roofing Installation: Bid item for Installation shall include all costs for removal and disposal of removed materials, including magnetic nail removal around structure. Old roofing shall be cleaned up from the park and piled in an area in the park designated by the COR. The contractor shall remove all existing old or damaged roofing and components to include but not limited to Metal panels, asphalt shingles, felt, drip edge, nails, metal shavings, filings, bolts, wires and flashing as required by the Contracting Officer. After removal and disposal contractor shall install new roofing as described below. The debris pile will be disposed of by the Contractor. All materials will be provided by the contractor.

Since the contractor is responsible for cleanup and disposal of the old material, is it necessary for the material to be piled up in a COR designated area in the park before being picked up again? This seems unnecessary. We also wonder if this was just carryover from the previous contract that had a separate line item for the removal/disposal of roofing material and it had a unit price of cubic yards?

The updated PWS now reads:

5.2.15 Metal Roofing Install: Bid item for Installation shall include all costs for removal and disposal of removed materials, including magnetic nail removal around structure. Old roofing shall be cleaned up at the end of the workday, if the job is not complete, and piled in an area in the park designated by the COR.

All materials will be purchased by the contractor and reimbursed by the government using CLIN **04 Material costs or Government provided.

Receipts must be issued with invoice. Specifics will be on work ord

2. CLINS XX31 are to Replace/Install Underground Electrical Lines.

To quote this, we must either have the exact type of conduit and wire specified to price these materials, or perform the work stated in the PWS then have the materials be Government provided or reimbursable materials. We must know the type of wire, size, and conductor in addition to the conduit. The current market for materials is experiencing extreme price hikes and these variables can add costs from $0.50 to $20/ft.

All materials will be purchased by the contractor and reimbursed by the government using CLIN **04 Material costs or Government provided. Receipts must be issued with invoice. Specifics will be on work order.

The PWS states: 5.3.4 Repair/Replace Buried Electrical Lines: Trench shall be dug to allow for a minimum depth of 24 inches to the top of the conduit and a minimum width of 12 inches.

Conduit shall be bedded in 3 inches of bedding material on all four sides. The remainder of the trench is to be filled with material containing no rocks larger than 2 inches in diameter and compacted in lifts. During backfilling, the contractor shall place a metal foil-backed tape minimum of 4 inches wide above the line at a 6 inch to 1-foot depth below natural grade. Any rock, dirt, or material not used in backfilling operations shall be removed from Government property. (See Technical Exhibit 20).

Exhibit 20:

This only shows a Sch80 6in conduit. To illustrate the significant cost fluctuations without defining the wire and conduit or making separate payment for the materials, this conduit in Exhibit 20 costs $239.14 for a 10ft section. We understand wire size is dependent on load and distance. Since neither of these are known prior to a maintenance job, we urge for the Government to provide or reimburse.

All materials will be purchased by the contractor and reimbursed by the government using CLIN **04 Material costs or Government provided. Receipts must be issued with invoice. Specifics will be on work order.

Corp Representative stated that the contractor is to provide the materials. That is inconsistent to the previous IDIQ contract, and other line items that require the contractor to provide the materials. They specify directly. Example: 5.2.16 Conventional (Shingle) Roofing Repair/Replace:

All materials will be provided by the contractor.

This has been changed to include “All materials will be purchased by the contractor and reimbursed by the government using CLIN **04 Material costs or Government provided.

Receipts must be issued with invoice. Specifics will be on work order.

3. Will the Government make clear which line items are to be contractor provided?

Some CLINs such as XX15 General Painting list (Contractor Provided) in the Bid Schedule and others such as the rocks and dirt state (Contractor Purchased/Delivered/Spread) in their respective PWS sections. Or in Bold such as 5.2.12 Four and Six-Inch-Thick Concrete Slab: All materials shall be furnished by the contractor. But it is unclear to us in the aforementioned

5.3.4 Repair/Replace Buried Electrical Lines that the contractor is to provide these materials based on the PWS and that specific materials are not speficied. It would help ease any confusion on the contracor’s end if we knew which ones were to be contractor provided or listed out.

Thank you

The statement “All materials will be purchased by the contractor and reimbursed by the government using CLIN **04 Material costs or Government provided. Receipts must be issued with invoice. Specifics will be on work order, has been added to the line-item descriptions that this will refer to. The line items that require materials to be purchased by the contractor has the statement “Contractor Purchased” in the description.

4. This question is similar to #5 and #6.

CLINs XX32 Utility Road Crossing The PWS states:

5.3.5 Utility Road Crossing: Saw cutting the existing pavement material, straight and true, excavation, and placement of three 6” diameter schedule 80 PVC sleeves that shall extend a minimum of 2 feet from road shoulder (vacant sleeves shall be capped), removal of excavated material and asphalt to location off Government property. Install utility, backfill with SB 2, compacting in 3 inch lifts to optimum compaction, installing concrete material to match existing road grade without concaving and dressing of shoulder areas. Price shall include placing the required conduit and wire of the service being installed. (See Technical Exhibit 22)

The statement “All materials will be purchased by the contractor and reimbursed by the government using CLIN **04 Material costs or Government provided. Receipts must be issued with invoice. Specifics will be on work order”, has been added to this Line item.
