W9127S20Q0008 and W9127S20Q0013 Site Visit Minutes

Tuesday, February 18, 2020 at 10:00 a.m.

The Site Visit for solicitations W9127S20Q0008 (Pool 3 Combined Services) and W9127S20Q0013 (Pool 4 Combined Services) was held on Tuesday, February 18, 2020 at 10:00 a.m. at the Pine Bluff Site Office at 4305 Charles W. Wooden Road, Pine Bluff, AR 71601.

The following people were in attendance (see site visit sign-in sheet):

Brian Osberghaus, Program Manager, USACE Deborah Oswalt, Contract Specialist, USACE Vonda Rogers, Contracting Officer, USACE John Brady, Civil Engineer Tech, USACE, Webb Palmer, Natural Resource Specialist, USACE Waylon Jennings, Contractor Michael Dial (Prestige Lawncare), Contractor

The meeting was called to order at 10:05 a.m. by Program Manager Brian Osberghaus. After welcome and introductions and question and answer session, Deborah Oswalt read a brief agenda and summary of the requirements for Pools 3 and 4 (see attached agenda). Mr.

Osberghaus presented a corrected copy of the requirements images (plats) for mowing and trimming. Mr. Osberghaus stated that Rising Star Park projected opening date will be April 1, 2020 for Pool 3 and Sheppard Island Park projected opening date will be after FY20 for Pool 4 due to flood recovery efforts from 2019. He also stated that the dates are subject to change.

Amendments for the solicitations:

W9127S-20-Q-0008 Pool 3 Combined Services Contract 1. There will be a delayed opening for Rising Star Park in Pool 3 due to flood recovery efforts during the base year of this contract. This delayed opening will result in less than the total quantity of mowings, cleanings and park attendant days during the base year of this contract. The contactor should anticipate the park opening on or around 1 April 2020 for the recreation season and be ready to operate.

2. In Section C.8.1 of performance work statement, the number of days off for the Park Attendants at Rising Star Park is two (2) days per week. This will coincide with the total number of work days in the work schedule.

W9127S-20-Q-0013 Pool 4 Combined Services Contract 1. It is not anticipated that Sheppard Island Park in Pool 4 will open in 2020 due to flood recovery efforts during the base year of this contract. This delayed opening will result in less than the total quantity of mowings and cleanings during the base year of this contract. The access road will still need to be mowed on schedule up to the gate at the entrance to the park.

2. In Section C.8.1 of performance work statement, the number of days off for the Park Attendants at Ste Marie Park is two (2) days per week. This will coincide with the total number of work days in the work schedule.
