The specifications call for the Coating Contractor to have SSPC QS 1 certification. Is it possible to bid and do this project without the QS 1 cert but have the SSPC QP 1 and QP 2 certifications?

Do you have to have a third party Inspection Company?

It is my impression that in reading the scope of work for the above referenced project, the work would (simplifying) consist of a HEPA power tool prep on 5% of the surface area which is rusted, spot primed and then over coated.

Depending on your budget, the life remaining in the existing TT-P-38 and what is used as an overcoat system this approach probably would work under specifications expressly wrote by a paint manufacture.

However the specification-099713.27- currently being used, is for structures requiring a higher end coating system that is currently used by NASA, applied to US Naval steel structures and the coating of US military jet fuel tanks. It is seldom used outside of these areas.

Some of the peculiar requirements of this specification follow.

SSPC QP1, QP2 and QS1 certified contractor the QS1 is an upgraded quality control certification.

A certified industrial hygienist review and approval of safety specs and ventilation requirements prior to submittal.

Review of all submittals by a certified painting coating specialist.

All paints, components and abrasives to be tested by a third party laboratory.

A SSPC QP5 third party certified inspector, daily on-site.

An engineered stamped, abrasive blasting containment design drawing.

Specification 099713.27 specifies a contained SSPC SP 10 near white steel abrasive blast which is required for coating application. In addition this coating system is not designed to be applied over a very old (40 years+) existing alkyd paint system. These epoxies will lift the existing coatings by its inherent high (hot) solvent content and tenacity as the coatings latch into the exiting TT-P-38 aluminum alkyd.

Coating system 099713.27 is great for what it is designed for, but not over coating a crane and some yard maintenance.

In addition the technical proposal requirements, state abrasive blasting projects of over 500k to be listed for past experience it could be a problem for small business painters . Many of the projects that are similar to this one fall under the NAICS small business code for heavy civil and not the painting code.

I would contact CERL or independent paint manufactures (Sherwin Williams) to write up an overcoat spec. The current spec will work if a complete abrasive blast and new coating system is required. Some of the bells and whistles are really not applicable here, for a cost reduction most of the above points could be deleted, however it is still a pricey contained abrasive blast that would remove all the existing lead paint.
