INSTRUCTION TO OFFERORS ON PROPOSAL PREPARATION AND EVALUATION OF
OFFERS AND AWARD
Instructions: The documentation provided should clearly demonstrate an adequate understanding of the tasks and resources necessary to perform the support training scenarios for the United States Special Operations Command’s (USSOCOM) Operation Southern Strike 2019 Exercise. The requirement consists of a series of scenarios where professional OPFOR/SITFOR participation in the exercise is required to provide realism to meet training objectives. A tentative Pre-Performance Conference date for this project is 8 January 2018. Failure to submit any part of these document requirements could deem the proposal non-responsive and remove it from further evaluation consideration. Only one (1) copy of proposal package is necessary; electronic/e-mail or hard copy submission is acceptable (no fax submissions accepted). “Award will be made to the offeror who represents the best value to the Government as outlined in accordance with the criteria set forth within the solicitation.”
Evaluation: Tradeoffs. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The evaluation of price, experience, and past performance will be conducted as a "Tradeoff Process" as described at FAR 15.101-1. As indicated in paragraph (c), "This process permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced proposal."
The following factors shall be used to evaluate offers:
i. TECHNICAL PROPOSAL
a. Vessel Type and Quantity
b. Personnel Experience
c. Site Prep and Cleanup Plans
d. Tactics, Techniques, and Procedures (TTP) (eg General Understanding of the plan NOT classified content)
ii. PRICE (eg Total evaluated price for all requirements)
iii. PAST PERFORMANCE (e.g. formal and/or informal information obtained from customers and/or government databases/systems)
Additionally, as described at FAR 13.106-2(b)(3), evaluation of non-cost factors may be based on "any reasonable basis." The Government will evaluate in an impartial manner, consider all quotations or offers, and award to the offeror whose offer will provide the best value to the Government.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
The offeror’s proposal shall be evaluated using Technical Proposal, Price, and Past Performance with technical proposal being more important than price, and price being more important than past performance.
shall be evaluated on an Acceptable/Unacceptable basis. Offerors who rate unacceptable in Technical will be removed from further consideration for award. Price will be evaluated to determine reasonableness of the proposed price. Unreasonable Offers cannot be selected for award.
