1. Who is the incumbent and what is the contract number for the current Portland LDP?
How much was that contract awarded for?
-Portland State University. W9127N18C0009. $476,517.00 including options.
2. The SF Form 1449 indicates that this acquisition is unrestricted, yet DFAR 52.219-6, Notice of Total Small Business Set-Aside is checked on page 32.
Please explain what appears to be an inconsistency.

3. Based on DFAR clauses 252.204-7012, -7019, -7020 in the RFQ:
(a) What CUI-type information will the Portland LDP give to its contractor that needs to be protected?
- IAW DoDI 5200.48, CONTROLLED UNCLASSIFIED INFORMATION (CUI ), paragraph 5.3, Information for Contractors, "Whenever DoD provides information to contractors, it must identify whether any of the information is CUI via the contracting vehicle, in whole or part, and mark such documents, material, or media in accordance with this issuance." CUI provided will be marked IAW the DoDI instructions. Sensitive personally Identifiable Information (PII) (i.e. – SSN) is often needed to set up the Washington DC security list and registration and is considered CUI under Provisional category.
(b) What type of CUI information does the Portland LDP expect the contractor will generate and needs to be protected? Will Myers-Briggs-type test results be among that
CUI?
- Information under CUI category Privacy such as Personnel Records and Student Records may be provided/generated including Myers-Briggs test results and similar, as well as Statistical Information under the Statistical CUI category.
(c) To what extent will the Portland LDP exercise its right in DFARS 252.204-7020 to check on the awardees self-reported score?
-Offerors should assume this will be checked.
(d) When does the Portland LDP expect its awardee to be in full compliance with DFARs 252.204-7012 to meet the requirements established?
-See related provision DFARS 252.204-7008, Compliance with Safeguarding Covered Defense Information Controls (Oct 2016). (b): "The security requirements required by contract clause 252.204-7012, shall be implemented for all covered defense information on all covered contractor information systems that support the performance of this contract."
Otherwise successful offerors that are not in compliance with the provision/clause may be determined ineligible for award. Compliance is mandatory; accordingly, the contracting officer will not award to a non-compliant firm offering to become compliant after award.
4. Paragraph 3.0, The Government Will Furnish: Is it the government’s intent that most, if not all classroom sessions will be conducted at a non-government facility?
- Due to the nature of scheduling government facilities, offerors should assume they will have to furnish their own suitable location for the trainings.
5. Paragraph 5.3.2, Program Planning Meeting and Monthly Planning Meetings:
May any of these meetings be conducted via video conferencing?
- Offerors should assume that the meetings will be done in-person based on current NWP guidelines for permissible in-person activities effective 1 May 2022.
6. Paragraph 5.3.5, Classroom Sessions:
(a) Are classroom sessions required every month, or can select sessions be combined into two-day classroom events every other month?
- We have found that with 3 graduate level courses and the required paper writing, it's best to keep a steady, consistent pace with classroom sessions. Offeror should factor in how many classroom hours total are required to meet the requirements for 3 graduate level classes.
(b) May some lessons be conducted through remote videoconferencing, especially if taught by topic experts, granting that a primary qualified instructor is also onsite for the classroom sessions?
- Offerors should assume that lessons will be done in-person based on current NWP guidelines for permissible in-person activities effective 1 May 2022, with all presenters present.
7. Paragraph 5.3.7, Coaching Sessions: May any of the coaching sessions be conducted through remote video conferencing?
-Offerors should assume that coaching sessions will be done in-person based on current NWP guidelines for permissible in-person activities effective 1 May 2022.
