PERFORMANCE WORK STATEMENT

FOR THE

MAFO QUICK ACTING WATERTIGHT DOOR (QAWTD) OR EQUAL PROCUREMENT

DREDGE YAQUINA

Watertight Doors – Mafo QAWTD or Equal

The following are the salient characteristics that will be used to determine if other than the brand name are equal to the items that meets USACE requirements:

01. General

Furnish labor, materials, and services to procure five (5) watertight doors as per sizing and details associated with item numbers #5, #6, #10, #12, #13 of drawing Y-1034-2 Alum Doors for the main deck of the USACE Dredge Yaquina.

02. References

Drawing: Y-1034-2 Alum Doors Reference Mafo Door Brochure

Technical Standards: Doors must meet following technical standards listed below:

NAVSEA type USCG approved MIL-STD-901D shock testing MIL-STD-167-1 vibration testing

03. Submittals

Two (2) paper copies and two (2) electronic copies of door manuals must be submitted to the COR prior to acceptance of materials.

04. Specifications

a. Furnish labor, materials, and services to procure five (5) watertight doors as per sizing and details associated with item numbers #5, #6, #10, #12, #13 of drawing Y-1034-2 Alum Doors for the main deck of the USACE Dredge Yaquina.

b. The door system shall be quick acting, having the capability to be made watertight through a single handle movement. The system shall consist of a door frame, a door panel and a dogging mechanism.

Other than the clear opening, there should only be one penetration through the door frame for the main operating handle. None of the other components of the dogging mechanism can penetrate through the door frame or the bulkhead. The handle must be located on the frame and not on the panel.

The sealing of the door shall be achieved using a knife edge / gasket method using the standard US Navy gasket.

The door shall be virtually maintenance free, only requiring periodic lubrication of certain parts and possible replacement of the standard door gasket.

c. The door frame should allow for a simple installation that does not require bulkhead straightening prior to installation. The shape of the bulkhead should not influence the operation or performance of the door.

If the materials of the frames are specified to be mild steel, all parts with holes, tapped holes or moving parts will be stainless steel to prevent corrosion.

Door panels should be made in stainless steel to avoid problems associated with crevice corrosion and to allow the panels of interior doors to remain unpainted to reduce the cost of maintenance.

Panels should be interchangeable to allow for the possibility of exchanging the panels without having to remove the door frame.

If doors must be installed into an aluminium bulkhead, the frame of the door should be made from aluminium and the panel should be made from stainless steel.

d. The dogging mechanism and handle shall be located on/in the door frame and not on the panel to eliminate excess panel weight and increased safety.

The components of the dogging mechanism that will need to come in contact to allow for door sealing shall be designed using a roller-type design rather than a sliding design to minimize friction and wear of the components.

Bushings shall be made from a material that will not require lubrication.

e. The door pressure rating shall be 5 psi from inside to outside and 13 psi from outside to inside. Doors should have been tested to 1 ½ the rated pressure of the doors.

f. The door shall be completely non-developmental and have already been used on US Navy and US Coast Guard with a proven track record and ship references provided. The doors must also have already been tested in accordance with the following requirements:

The standard uninsulated version of the door shall have already been qualified to the following requirements (valid and approved test reports shall be provided):

Cycle testing to 1.6 million cycles without any maintenance, lubrication or repairs required.

Shock testing to US MIL-STD-901D Vibration testing to MIL-STD-167-1 (Ships) Type I.

Even though fire insulation is not required at this time, evidence must be provided that the standard version of the doors can be insulated to A-60 and N-30 standards with approved test results provided with the bid.

Should fire insulation be required, the insulated version of the door shall have been successfully tested to A-60 requirements (tested with the insulation on the inside of the door which is also the side facing the furnace). The insulated version of the door will not have had to have been tested to the requirements of shock, vibration and cycle testing mentioned above provided that the uninsulated version had already been qualified to these requirements.

Doors must be shipped from vendor to the USACE Portland District warehouse at 8000 NW St. Helens Road Portland, OR 97210. Attn: Dredge Yaquina Port Engineers.

05. Inspection

COR and ship’s crew will verify sizes and condition of watertight doors upon arrival.
