Purchase Description

One high performance catamaran unmanned surface vessel (USV) with speed and maneuverability in difficult environments: high current situations, strong eddy locations, turbulence areas, and open ocean to a minimum of sea state 2 and be self-righting. Must have the ability to maneuver in congested areas and avoid other ship traffic. Must be able to perform well in areas where manned vessels cannot or are restricted due to safety concerns for personnel i.e. dam facilities boat restricted zones (BRZs), near shore ocean areas (not in the surf zone) or along jetties. Catamaran hull design provides for continuous laminar flow forward to aft allowing for minimum projector depth, high data resolution is maintained when sonar projector and receiver are not impacted by hull turbulent flow transitions.

Requirements:

• Made in the US or full US repair and support facility.

• IP67 housings and component enclosures required, IP68 preferred.

• Vessel needs to be self-righting.

• High speed surface operation and cruise speed of 8 –20kts.

• Maneuverable and stable in at least a sea state 2 and hard turns (Catamaran hull configuration).

• Ability to maintain navigational positioning and continued data collection in 6 –8 knot currents and eddies around dam structures and in off shore situations.

• Endurance of 8 hours @ 6 knots cruise speed with a time of 8 to 10 hours on-station and on-task without battery change.

• Lithium NMC Batteries in waterproof enclosures.

• Separate batteries for the propulsion systems which supplies power to the propulsion motors and related speed controllers.

• Dedicated battery for command and control components of the vessel to provides long endurance and dependable command and control power.

• Separate sonar equipment battery with flexible power distribution to maximize mission options.

• Vessel must be a portable system able to launch from shore, shipboard, riverine environs

• Vessel weight less than 150 pounds capable of carrying 40lbs of equipment.

• Vessel must be transportable by air, length not to exceed 10 feet in travel case.

• Standard shipping container for vessel and control station.

• Multiple communication options to easily integrate open architecture environment for both command and control and real-time data/video streams. This allows for communications redundancy and reliability varied sensor configurations.

o Radio communications: Emergency Line of Sight communications built into the command and control system.

o 4GLTE communications: For command and control and real time data streaming with high-bandwidth for video and/or sonar streaming.

o Satellite and Iridium communications: (optional) for command and control as a future capability.

• Vessel needs to be controllable via command center, laptop, tablet or smartphone.

• Vessel control display that provides situational awareness which includes: mission map, onboard-camera view and user sonar interface windows.

o Fixed video camera.

o Video and vessel display available at both remote and local concurrently.

o Multiple operation views and control to manage operations.

o Real-time views by command center.

o Control can be turned over to a Remote Control Station.

o Local Mission Command/Control of vessel can resume control at any time.

• Control modes: Fully-autonomous, semi-autonomous and full-operator control o Autonomous operation – in autonomous or semi-autonomous modes, the vessel either navigates to a compass heading or transits to a location “waypoint” defined by latitude and longitude coordinates which allows vessel to maintain a straight, energy efficient track in various conditions and speeds.

o Control that allows the vessel to navigate in tight spaces and difficult surface conditions. When navigating in turbulence or eddies or tight spaces, a control mode that can be activated allowing the vessels twin propellers to be individually piloted. In this mode, the propellers would automatically rotated in opposite directions in proportion to rudder position causing both forward and reverse thrust allowing the vessel to execute tight turns including pivoting on its own axis.

• Provide all components necessary for Mission/Mobile Command Center (MCC) and the Command & Control System software.

• Real-time streaming data option that allows the customer to view sonar data real-time to make survey adjustments. It would include the following:

o On-board processing/data streaming computer compatible with sonar acquisition software (Hypack).

o 4G communications board integrated into the communications module.

o Capable of integration with a Norbit iWBMSh STX Multibeam sonar.

• Design uses open architecture and modularity.

o Maintenance and repair based on user replaceable components.

o Electrically connected using quick connect dry-mate connectors.

o Easy ability to quickly replacing key components.

o Battery Packs that can be changed in similar manner and recharged off the vessel.

o Allow for rapid exchange of sensors/sonars and core components.

o Simplified troubleshooting and repair to maximize in-field operation.

• Vessels should include active, water cooling of motor and drive components. The goal is to minimize chances of failure in the field, improves reliability and operational lifetime by keeping motors in optimal temperature ranges and extend in field operation time.

o Regulation based on component temperature.

o Operated manually or automatically.

o Open loop cooling to external water.

• Battery charging station.

• Vessel Spare Battery Set. One complete set of spare battery packs to be used as spares or for quick battery exchange. This will allow one set of batteries to be on charge on the shelf while a second set is in the vessel.

• Include training package to provide a training consisting of necessary number of days for three personnel. Training will include both operations and basic maintenance. Training will be conducted at vendor facility or on site as appropriate.

• Technical documentation to include Operations and Scheduled Maintenance Manuals and Interface Control information.
