(a) The Government will award a fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Factor 1 will be evaluated as acceptable or unacceptable. Factor 2, Experience and factor 3, Work Plan are approximately equal in importance, and more important than factor 4, Past Performance. Factors 2, 3, and 4, when combined, are approximately equal to price. The following factors shall be used to evaluate offers:

Factor 1: Accreditation With its offer, the Contractor shall provide documentation that curriculum will lead to graduate level academic degree credits transferable to an academic institution to pursue further graduate education.

Proposal will be determined to be awardable if documentation that curriculum will lead to graduate level academic degree credits transferable to an academic institution to pursue further graduate education is provided. An offeror’s proposal will be considered un-awardable if the offeror does not submit documentation that curriculum will lead to graduate degree credits.

Factor 2: Experience With its offer, the Contractor shall provide experience information for two areas. 1) experience successfully teaching leader development training for an agency of the federal government within the past three years, 2) the curriculum vitae for the individual(s) that will lead the program for the contractor and teach any graduate level classes with a description of the role they will fulfill.

Training Experience Submission Information shall include:

- Agency Name

- Period of Performance

- Contract Value

- General Description of the Scope

- An agency point of contact that will allow for independent verification of the experience provided

Curriculum Vitae(s) should highlight those areas most relevant for this requirement.

In accordance with Federal Acquisition Regulations (FAR) the procedures at FAR Part 13.106-2(b) will be used to evaluate offers. A Contractor’s experience will be evaluated against the Performance Work Statement (PWS) section 1.3 and 1.4. Capability, expertise, and, faculty and instructor capability and expertise, which reflect the PWS will be comparatively evaluated favorably versus those that do not.

Factor 3: Work Plan With its offer, the Contractor shall provide a narrative addressing PWS section 1.5 and 1.6. The offeror’s plan shall include an overall schedule for the program for the FY18/19 cohort. This schedule shall be accompanied by a narrative describing the phasing of the program, a description of the training/education to be provided in each phase and how the offeror anticipates coordinating the logistics required for each phase. Include a discussion of the location of the offeror’s planned facility for conducting the LDP, and Of particular interest is the offeror’s graduate level education that will be provided in the classroom sessions to address the leadership domains identified in the Program Overview. The work to be done in class as well as outside requirements. How the instruction will build and integrate with other instruction and progress the students’ development of their competencies in leadership and knowledge of U.S. National Policy Process in the classroom and how this will be supplemented by the trip to Washington DC, and culminate in the CAPSTONE project. Include a discussion on how the knowledge gained in Speech craft/toastmasters and mentor program will be integrated throughout the LDP instruction.

In accordance with the procedures at FAR Part 13.106-2(b) a Contractor’s narrative will be evaluated reviewed relative to PWS section 1.5 and 1.6. A narrative that integrates program objectives with PWS required elements will be comparatively evaluated favorably over those that do not.

Factor 4: Past Performance The offeror should provide past performance information related to any projects submitted under the Experience factor above. Government will review offeror past performance information provided above plus any other source of past performance information available on the offeror. Sources may include past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), Contractor Performance Assessment Reporting System (CPARS), and Federal Procurement Data System – Next Generation (FPDS-NG). The Government will limit its past performance research to official government data systems and will limit interviews to agency personnel with first-hand knowledge of the contractor’s performance.

In accordance with FAR Part 13.106-2(b), a Contractor’s experience will be evaluated. Strong past performance will be comparatively evaluated favorably to negative and derogatory past performance. The Contractor need not implement any security requirement adjudicated by an authorized representative of the DoD CIO to be nonapplicable or to have an alternative, but equally effective, security measure that may be implemented in its place.

(C) If the DoD CIO has previously adjudicated the contractor's requests indicating that a requirement is not applicable or that an alternative security measure is equally effective, a copy of that approval shall be provided to the Contracting Officer when requesting its recognition under this contract.

(D) If the Contractor intends to use an external cloud service provider to store, process, or transmit any covered defense information in performance of this contract, the Contractor shall require and ensure that the cloud service provider meets security requirements equivalent to those established by the Government for the Federal Risk and Authorization Management Program (FedRAMP) Moderate baseline (https://www.fedramp.gov/resources/documents/) and that the cloud service provider complies with requirements in paragraphs (c) through (g) of this clause for cyber incident reporting, malicious software, media preservation and protection, access to additional information and equipment necessary for forensic analysis, and cyber incident damage assessment.

(3) Apply other information systems security measures when the Contractor reasonably determines that information systems security measures, in addition to those identified in paragraphs (b)(1) and (2) of this clause, may be required to provide adequate security in a dynamic environment or to accommodate special circumstances (e.g., medical devices) and any individual, isolated, or temporary deficiencies based on an assessed risk or vulnerability. These measures may be addressed in a system security plan.

(c) Cyber incident reporting requirement.

Do not send the malicious software to the Contracting Officer.

(e) Media preservation and protection. When a Contractor discovers a cyber incident has occurred, the Contractor shall preserve and protect images of all known affected information systems identified in paragraph (c)(1)(i) of this clause and all relevant monitoring/packet capture data for at least 90 days from the submission of the cyber incident report to allow DoD to request the media or decline interest.

(f) Access to additional information or equipment necessary for forensic analysis. Upon request by DoD, the Contractor shall provide DoD with access to additional information or equipment that is necessary to conduct a forensic analysis.

(g) Cyber incident damage assessment activities. If DoD elects to conduct a damage assessment, the Contracting Officer will request that the Contractor provide all of the damage assessment information gathered in accordance with paragraph (e) of this clause.

(k) The Contractor shall conduct activities under this clause in accordance with applicable laws and regulations on the interception, monitoring, access, use, and disclosure of electronic communications and data.

(b) PPIRS-SR collects quality and delivery data on previously awarded contracts and orders from existing Department of Defense reporting systems to classify each supplier's performance history by Federal supply class (FSC) and product or service code (PSC). The PPIRS-SR application provides the contracting officer quantifiable past performance information regarding a supplier's quality and delivery performance for the FSC and PSC of the supplies being purchased.

(c) The quality and delivery classifications identified for a supplier in PPIRS-SR will be used by the contracting officer to evaluate a supplier's past performance in conjunction with the supplier's references (if requested) and other provisions of this solicitation under the past performance evaluation factor. The Government reserves the right to award to the supplier whose quotation or offer represents the best value to the Government.

http://www.ppirs.gov/

(d) PPIRS-SR classifications are generated monthly for each contractor and can be reviewed by following the access instructions in the PPIRS-SR User's Manual found at https://www.ppirs.gov/pdf/PPIRS-SR_UserMan.pdf.

Contractors are granted access to PPIRS-SR for their own classifications only. Suppliers are encouraged to review their own classifications, the PPIRS-SR reporting procedures and classification methodology detailed in the PPIRS-SR User's Manual, and PPIRS-SR Evaluation Criteria available from the references at https://www.ppirs.gov/pdf/PPIRS-SR_DataEvaluationCriteria.pdf.
