PERFORMANCE WORK STATEMENT

BASELINE SURVEY

NORTH HEAD DREDGED MATERIAL PLACEMENT SITE

MOUTH OF THE COLUMBIA RIVER, WASHINGTON

PART 1

GENERAL INFORMATION

This is a non-personal services contract to provide a preliminary assessment of sediment quality and benthic infaunal and epibenthic communities, in a study area of the Pacific Ocean located off of the North Head (and Cape Disappointment State Park, WA), and north of the Mouth of the Columbia River (MCR). The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Procuring Contracting Officer (PCO) immediately.

1.1 Baseline Survey: The contractor (KTR) shall provide all personnel, equipment, tools, materials, supervision, other items, and personnel services necessary to perform the baseline survey services as defined in this Performance Work Statement (PWS) except as specified as government-furnished property and services. The contractor shall perform to the standards in this contract.

1.2 Background: The U.S. Army Corps of Engineers (USACE) - Portland District, referred to herein as the “Corps”, annually dredges approximately 3.5 million cubic yards of sand from the Mouth of the Columbia River (MCR) federal navigation entrance channel (FNC) between River Mile (RM) -3 and RM +3. The dredged material is placed at two U.S. Environmental Protection Agency (EPA)-designated Ocean Dredged Material Disposal Sites (ODMDSs), the Deep Water Site (DWS) and Shallow Water Site (SWS). Material is also placed at two section 404 Clean Water Act-authorized locations, the North Jetty Site (NJS) and South Jetty Site (SJS). The SWS, NJS, and SJS are nearshore sites that are given priority for dredged material placement. This prioritization allows the sediment to remain in the active littoral system. The Corps, in cooperation with other agencies and stakeholders, is in the process of identifying the location of a new nearshore placement area. The addition of a nearshore disposal site within the MCR's current disposal network will:

(a) Provide additional long-term dredged material disposal options for the MCR dredged material disposal site network;

(b) Increase the efficiency of dredging operations by utilizing sites closer to the FNC;

(c) Protect the existing jetties that are a part of the MCR navigation system; and

(d) Beneficially use dredged material by keeping it within the MCR nearshore littoral zone.

1.3 Objectives: The purpose of this requirement is to conduct a baseline survey benthic infaunal and epibenthic communities and substrate characteristics, at a study area in the Pacific Ocean located off of the North Head (and Cape Disappointment State Park, WA), and north of the MCR. Information gathered from this baseline study will provide a better understanding of the overall environment in the littoral zone off of the North Head and will be used to select the disposal site location within the study area that maximizes beneficial nearshore placement of dredged material. Placement of material at the nearshore site will address significant beach erosion issues and divert a sand resource that would be otherwise lost to the littoral zone when disposed offshore at the DWS.

1.4 Scope: The KTR will provide vessel(s) and crew(s) capable of transiting the Columbia River bar and working in the open ocean. The vessel(s) must be capable of supporting ocean biological surveys and sea floor substrate characterization activities. The Corps will provide a Grey-O'Hara box core sampler and at least one scientist to operate the sampler and participate in the survey. The Corps will also provide the Sampling and Analysis Plan (SAP) for the baseline survey.

The MCR North Head Site study area is approximately 2.25 mi. x 2.25 mi. (5.1 sq. mi. or 3,240 ac.); the eastern edge of the site is 2,000 to 4,000 ft. offshore. The southeast corner of the survey study area is approximately

1.8 miles north-northwest of the MCR entrance.

Four tasks are included in the survey activities:

1. Sediment sampling (23 physical stations; 10 chemical stations)

2. Benthic infauna sampling (23 stations, same as physical stations)

3. Epibenthic trawls (4-4,000 ft. trawl lines)

4. Crab pot surveys (20 stations, 10 crab pots x 2, 24-hr. deployments)

The KTR will responsible for baseline survey logistics, managing all survey activities and associated sub-contractors, providing data quality review and data quality assurance, and preparing draft and final survey reports.

1.5 Period of Performance: The period of performance for this contract is 01 September 2017 to 30 April 2018 (8 months).

1.6 General Information:

1.6.1 Quality Assurance: The government shall evaluate the contractor's performance under this contract in accordance with the quality assurance surveillance plan. This plan is primarily focused on what the government must do to ensure the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rates.

1.6.2 Government Remedies: In the event that the contractor fails to perform satisfactory services or fails to correct non-conforming services, the Contracting Officer (KO) shall seek remedy in accordance with the contract clauses.

1.6.3 Place of Performance: Work will be performed in the Pacific Ocean, north of the MCR, off of Cape Disappointment, Pacific County, Washington. Inclement weather and/or rough seas are common at the

MCR.

5.2 Baseline Survey SAP Implementation and Reporting: The Corps has planned four mandatory tasks for the baseline survey of the MCR North Head Site study area.

5.2.1 Task 1: Sediment Sample Collection, Analysis, and Report: The contractor shall collect 23 sediment grab samples from various water depths at locations determined by the Corps. The box core grab sampler, or similar, shall be used to collect samples. The box core sampler shall be deployed from the vessel using a hydraulic crane, davit, or A-frame. In order to collect a known, relatively consistent volume of sample from each grab sample, each collected sample shall be sub-sampled using a stainless steel scoop. Samples of approximately 750 wet grams (1 liter) will be taken and placed in new, clean Ziploc-type plastic freezer bags and labeled with the site location, date, and time.

The KTR shall also record the sample name, time, and location on data sheets that include observations of weather conditions at the time of sampling, water depth at each station based on the vessel's depth sounder, and a visual observation of the type of sediment. All sampling equipment shall be thoroughly washed between each sample station to avoid cross-contamination.

Upon completion of field sampling activities, all samples will be packed and shipped to an accredited laboratory for analysis. All laboratory sediment analyses will be performed in accordance with the 2016 Sediment Evaluation Framework for the Pacific Northwest (SEF).

Particle Size Distribution Analysis - Sediment. Particle size distribution shall be analyzed by modified ASTM D-422 (sieve + hydrometer analysis) on up to 23 samples. The gravel and sand fraction will be sieved through 12 sizes of ASTM 200 mm (8 in) diameter stainless steel mesh test sieves (nos. 5, 10, 18, 35, 45, 50, 60, 70, 80, 120, 200, and 400).

Chemical Analysis - Sediment. Up to 23 samples shall be analyzed for total organic carbon by EPA method 9060A.

Up to 10 samples shall be analyzed for metals by EPA methods 6020A/7471B (Ag, As, Cd, Cr, Cu, Hg, Ni, Pb, Sb, Zn).

The results from the physical and chemical analyses shall be provided in a tabular format and include the sample ID, date, location, and sediment characteristics (qualitative description). The KTR shall map coordinates of all samples (X,Y, and Z), and measurements must be recorded and provided in the sediment data report deliverable.

The KTR shall refer to Appendix A of the Department of Defense's 2017 Quality Systems Manual for Environmental Laboratories (v5.1) for reporting requirements (Technical Exhibit 2). The laboratory(ies) shall also provide an electronic report of the analysis conducted with results, qualifiers, and narrative. The contract laboratory(ies) shall submit to the Corps an Electronic Data Deliverable (EDD) of the sediment quality data suitable for entry into the Washington Department of Ecology's EIM Database. The EDD shall include QC data for conventional testing. Upon approval by the Corps, the KTR shall upload the data into the EIM database.

Laboratory analytical results must be presented in tabular format in the sediment data report deliverable.

5.2.2 Task 2: Benthic Invertebrate Sample Collection, Analysis, and Report: The KTR shall collect 23 benthic grab samples using the Corps' Gray-O'Hara modified box core, or equivalent, at various water depths.

The Corps will provide sample location coordinates and depths at least three days prior to sampling.

Benthic Invertebrate Analysis. The KTR shall filter the samples through a 0.5 millimeter (mm) sieve and the retained material placed in a container and fixed with a 10% formalin and seawater solution for a minimum of 3 days (maximum of 14 days).

At the laboratory, the samples shall be washed through a 0.25-mm mesh screen to remove the formalin solution and transferred to appropriately sized containers. These containers shall be filled with a mixture of 70% isopropyl alcohol and rose Bengal stain to facilitate sorting the animals from any retained detritus. The transferred and stained samples shall sorted under a dissecting microscope ad placed into major phylogenetic groups (Polychaeta, Mollusca, Crustacea, Echinodermata, and miscellaneous.

The groups shall be identified to the lowest practical taxa within each sorted group and counted. The KTR shall determine species density, diversity, richness, and equitability.

Reporting. The KTR will provide a written report of the methods used for sample collection, the results of the data analysis, and discussion of the meaning of the results with regards to potential effects to the benthic infaunal community from disposal of dredged material.

5.2.3 Task 3: Epibenthic Trawls, Analysis, and Report: The KTR shall perform one (1) twenty (20) minute trawl each at four (4) locations and water depths provided by the Corps. The contractor shall provide a trawl that is a 12' semi-balloon otter trawl with a ¼” mesh liner.

Trawl Analysis. Upon retrieval of the trawl, the contents shall be removed from the bag end of the trawl and laced into 40 liter, open-top containers. Fresh seawater shall be added to the containers to maintain dissolved oxygen levels for the captured animals. The fish and invertebrates, where possible, shall be quickly sorted, identified, measured and returned to the sea. The remaining animals shall be placed in appropriate-sized containers and preserved with a solution of 10% buffered formalin and seawater. The samples shall be transferred to 70% isopropyl alcohol after a minimum of 3 days (maximum of 14 days).

At the laboratory, the KTR shall separate the fish and invertebrates from the retained material. Fish shall be identified to the lowest practical taxa and measured to standard length. Any Dungeness crab (Metacarcinus magister) that are captured in the trawls shall be identified, sexed, and the carapace width measured immediately anterior to the tenth anterolateral spine.

Reporting. The KTR shall provide a written report of the methods used for sample collection, and the results of the sampling.

5.2.4 Task 4: Crab Pot Survey, Analysis, and Report: The KTR shall obtain 10 commercial crab pots (approx.

27 in. diameter x 15 in. height) plus one backup pot (in case a pot is lost). The 10 commercial crab pots will be deployed for a 24-hr soak time at two sets of stations (10 pots x 2 stations/pot = 20 stations). The Corps will select stations to provide broad coverage of the proposed disposal study area.

Upon retrieval of each pot, the contents shall be emptied for identification and enumeration of all organisms. The crab pots shall then be re-baited and re-deployed for a second 24-hour period. Dungeness crabs in each pot shall be sexed, measured, examined for shell condition, and carefully returned to the water. Crab measurements shall consist of carapace width taken immediately anterior to the tenth anterolateral spine, to the nearest millimeter using Vernier calipers. Appearance and pliability of the smaller legs shall be used to determined shell condition and strength. The crab bait shall consist of a commercial stainless steel baiter filled with squid and/or bait fish (herring, anchovy, or similar) placed in each crab pot. If more than 50 crabs are present in a single pot, the remaining crabs shall be counted and returned to the water. The depth, geographic location, and time of pot set and retrieval shall be recorded for each sampling station.

The KTR shall provide a written report of the methods used for sample collection, and the results of the sampling.

CLAUSES INCORPORATED BY FULL TEXT

52.212-1 Instructions to Quoters—Commercial Items

a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits a quotation in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.

b) Submission of quotations. Submit quotations via email to Eric Oldenkamp at eric.j.oldenkamp@usace.army.mil. Quotations must be received via email at or before the exact time specified in this solicitation. Quotations may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, quotations must show:

1) The solicitation number;

2) The time specified in the solicitation for receipt of quotations;

3) The name, address, email, and telephone number of the quoter;

4) A technical description of the services being quoted in sufficient detail to evaluate compliance with the requirements in the solicitation. This should include information on all planned subcontractors, resumes of key personnel, and information about the boat the contractor plans to provide;

5) Terms of any express warranty;

6) Price and any discount terms;

7) “Remit to” address, if different than mailing address;

8) A completed copy of the representations and certifications at FAR 52.212-3 Alt I (see FAR 52.212- 3(b) for those representations and certifications that the quoter shall complete electronically);

9) Acknowledgment of Solicitation Amendments;

10) Past performance information, to include recent and relevant contracts for the same or similar services and other references (including contract numbers, points of contact with telephone numbers and other relevant information).

11) If the quotation is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

c) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of quotations. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender’s request and expense, unless they are destroyed during testing.

d) Multiple quotations. Quoters are encouraged to submit multiple quotations presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each quotation submitted will be evaluated separately.

e) Late submissions.

1) Quoters are responsible for submitting quotations so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that quotations are due.

2) Any quotation received at the Government office designated in the solicitation after the exact time specified for receipt of quotations is late and will not be considered unless it is received before purchase order issuance and the Contracting Officer determines that accepting the late quotation would not unduly delay the acquisition.

3) If an emergency or unanticipated event interrupts normal Government processes so that quotations cannot be received at the Government office designated for receipt of quotations by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of quotations will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

f) Issuance of purchase order. Quotations should contain the quoter’s best technical and price terms. The Contracting Officer may reject any or all quotations. The Contracting Officer may issue a purchase order to other than the quoter with the lowest priced quotation. After the evaluation of quotations, the Contracting Officer may negotiate final terms with one or more quoters of the Government’s choice before issuing any purchase order. The Contracting Officer will not negotiate with any quoters other than those of the Government’s choice and will not use the formal source selection procedures described in FAR part 15.

g) Data Universal Numbering System (DUNS) Number. (Applies to all quotations exceeding $3,000, and quotations of $3,000 or less if the solicitation requires the Contractor to be registered in the System for Award Management (SAM) database.) The quoter shall enter, in the block with its name and address on the cover page of its quotation, the annotation “DUNS” or “DUNS+4” followed by the DUNS or DUNS+4 number that identifies the quoter’s name and address. The DUNS+4 is the DUNS number plus a 4-character suffix that may be assigned at the discretion of the quoter to establish additional SAM records for identifying alternative

Electronic Funds Transfer (EFT) accounts (see FAR Subpart 32.11) for the same concern. If the quoter does not have a DUNS number, it should contact Dun and Bradstreet directly to obtain one. A quoter within the United States may contact Dun and Bradstreet by calling 1-866-705-5711 or via the internet at http://fedgov.dnb.com/webform. A quoter located outside the United States must contact the local Dun and Bradstreet office for a DUNS number. The quoter should indicate that it is a quoter for a Government contract when contacting the local Dun and Bradstreet office.

h) System for Award Management. Unless exempted by an addendum to this solicitation, by submission of a quotation, the quoter acknowledges the requirement that a prospective contractor shall be registered in the SAM database prior to purchase order issuance, during performance and through final payment of any contract resulting from this solicitation. If the quoter does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to issue the purchase order to the next otherwise successful registered quoter. Quoters may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://www.acquisition.gov.

i) Requests for information. The contracting officer will not notify unsuccessful quoters that responded to this solicitation. Quoters may request information on purchase order(s) resulting from this solicitation from the contracting officer.

j) Questions concerning solicitation. Direct questions regarding this solicitation to Eric Oldenkamp via e-mail eric.j.oldenkamp@usace.army.mil
