GE IP PROFICY IFIX SCADA AND HISTORIAN SOFTWARE

BRAND NAME DETERMINATION

1. CONTRACTING AGENCY:

Portland District, U.S. Army Corps of Engineers, Contracting Division, 333 SW First Avenue, OR 97204-3495.

2. DESCRIPTION OF ACTION:

Approval is being requested for a new Firm-Fixed Price contract with CB Pacific, Inc.

for renewal of software and software maintenance support.

3. DESCRIPTION OF SUPPLIES/SERVICES OR NATURE OF CONSTRUCTION:

Initial software purchase and annual software maintenance support for GE Intelligent Platforms (GE IP) Proficy iFIX SCADA and Historian software product. GE Intelligent Platforms holds proprietary rights. This includes free upgrades to the software, and assistance with problems associated with the GE IP Proficy iFIX SCADA and Historian software. GE IP Proficy assistance may include emails, phone conversations, access to their software support portal, and/or specific patches to resolve a problem. The GE IP Proficy iFIX software provides real time database, user interface and I/O drivers functionality used the GDACS SCADA control system installed at twelve U.S. Army Corps of Engineers (USACE) NWD Projects, and also at the USBR Grand Coulee Project, whom which we have an MOA for development, maintenance, and support.

4. AUTHORITY CITED:

FAR 13.106-1(b)(1) Soliciting from a Single Source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonable available.

5. REASON FOR AUTHORITY CITED:

a. Background: The GE IP Proficy iFIX HMI/SCADA software package was selected in 1997 as the commercial-off-the-shelf software (COTS) to build our USACE developed and maintained SCADA (supervisory control and data acquisition) system, known as “GDACS”. The GDACS system provides automated power plant monitoring and control of the power generation and related functions. The GDACS system also interfaces with the region's power marketing agency - BPA (Bonneville Power Administration.). GDACS is installed at the following Projects:

Bonneville Lock and Dam, The Dalles Lock and Dam, John Day Lock and Dam, McNary Lock and Dam, Ice Harbor Lock and Dam, Lower Monumental Lock and Dam, Little Goose Lock and Dam, Lower Granite Lock and Dam, Dworshak Dam, Chief Joseph Dam, Libby Dam, Albeni Falls Dam, and Grand Coulee Dam.

b. Justification: The iFIX HMI/SCADA product was selected in 1997 after a technical evaluation of other COTS (commercial off-the-shelf) SCADA products that were available on the market at the time, which included WonderWare and FactoryLink. These products were evaluated for the following capabilities: ability to interface with a variety of PLCs (programmable logic controllers); ability to customize the HMI (human machine interface) displays for Plant Operations;

ability to scale for different sized Projects. The iFIX HMI/SCADA was selected because it met these requirements the best. After selection of the COTS SCADA product, we wrote the custom portion of the GDACS system software. The custom portion of GDACS is the USACE developed software, written in the C++ programming language, that handles calculations of the real-time data for Plant MW and MVAR control of the Project, communications to the Bonneville Power Administration, calculations of MW and MVAR limits to keep generators within capability limits, among other functions. This custom portion of the GDACS system software is designed to work with the iFIX HMI/SCADA COTS product.

This means that the custom GDACS software code has been integrated to make calls directly to the iFIX programs.

Our GDACS Development Team of 10 software engineers and system integrators developed GDACS into the system as it is installed today at the NWD USACE Projects over 6 years from 1998 to 2004. This is roughly sixty man-years worth of software development effort at a cost of about $12 million dollars (labor).

The GE iFIX HMI/SCADA and Historian software are products developed by GE Intelligent Platforms and they are therefore uniquely qualified to provide support for the software. GE Intelligent Platforms is the provider of technical support services and version upgrades for the GE IP Software we have purchased.

c. Impact: Selecting a product other than GE iFIX and Historian would mean that development of the user interface would not be able to leverage the existing work invested into supporting the GE iFIX product. The GDACS product is designed to reuse existing development work in order to maintain consistency ease of development, and ease of maintenance. This would greatly impact scope, schedule, and budget of the project. Additionally, no other products have been white listed by the GDACS Team as appropriate and supported by the GDACS product. Compliance with supported GDACS approved products is essential to maintaining cyber security and reliability compliance.

Not to purchase is not feasible because we need to ensure the reliability of GDACS installed at new plants.

To purchase a different brand is not feasible because we would need to entirely re-design the USACE developed custom portion of the GDACS software code.

Previously, this took ten software engineers and system integrators over 6 years, at a cost of about $12 million dollars. This is not a feasible option because we are in the support and maintenance phase of the GDACS system at the Projects.

We would need to request funding for this effort and reasons why we need to replace the GE iFIX HMI/SCADA and Historian product. There is currently no technical reason of why we would need to replace the GE iFIX HMI/SCADA and Historian software product. It meets our technical requirements. We would conduct a new technical evaluation of the available COTS SCADA products on the market if it no longer met our requirements.

6. EFFORTS TO OBTAIN COMPETITION:

Due to the need for compatibility of existing equipment we must use this Brand Name product. Vendors that can provide this supply/service will be notified via either formal or informal Request For Quote. The GE iFIX HMI/SCADA and Historian software are products developed by GE Intelligent Platforms and they hold the proprietary rights to license and support their software. Only authorized distributors can sell their product.

7. ACTIONS TO INCREASE COMPETITION:

Based on the proprietary rights held by GE Intelligent Platforms competition can be held within the authorized distributors of the product.

8. MARKET RESEARCH:

Searched GSA Advantage, and there was no other provider found to provide the GE iFIX GlobalCare Support for the iFIX HMI/SCADA and Historian. A complete replacement of the GE IP Proficy iFIX SCADA/HMI and Historian software with equivalent performance combined with the additional cost associated with installation and modification of the software to meet the current needs would not cost effective.

9. INTERESTED SOURCES:

To date no other sources have expressed an interest in writing, however, all offers received shall be considered.

10. OTHER FACTS:

This action is not for a modification to an existing contract. The performance period of coverage is 10 Oct 2015 through 10 Oct 2016. Previous purchase orders listed below have been awarded to for similar maintenance and support:
