PERFORMANCE WORK STATEMENT (PWS)
FEE COLLECTION SERVICES
SAM RAYBURN RESERVOIR
1. GENERAL: This is a non-personal services contract to provide Fee Collection Services at Sam Rayburn Reservoir. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Fee Collection Services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Scope: The Contractor shall perform Fee Collection Services at Sam Rayburn Reservoir. Services include furnishing all labor, equipment and materials required to perform specified services.
Contractor's work and responsibility shall include, but not be limited to, all job planning, programming, scheduling, administration, quality control, and management necessary to accomplish the required specified services within the stated time frames. The contractor shall accomplish all work in accordance with the contract, all applicable laws, municipal codes, regulations and/or written directives issued by the Contracting Officer.
1.2.1 Fee Collection Services: The Contractor shall furnish all labor, equipment, and materials necessary to provide user fee collection services at Sam Rayburn Reservoir in accordance with this contract. All work shall be performed in compliance with the attached specifications.
1.2.2 Bonding Requirements: The Contractor will be required to obtain an approved Public Official Bond or Surety Bond in the amount of $25,000.00 which shall be payable to the “Fort Worth District US Army Corps of Engineers.” Original proof of the bond must be submitted to the COR/QA prior to the beginning of the contract. Each employee or person assisting the Contractor must be individually bonded in the same manner as the Contractor. Specific bonding dates and bond requirements will be provided by the COR/QA before the bond(s) are purchased. Proof of continued bonding must be provided to the COR in advance of beginning duties during the option year(s). The Contractor is responsible for all expenses associated with bonding.
1.2.3 Description of Duties: All on-site Contractor activities must take place between 8:00 AM and 4:00 PM, Monday through Friday. At the beginning of each designated collection day, the Contractor will pick up empty honor vault inserts and document carriers from the Project Office, and receive any special instruction pertaining to his/her duties. The Fee Collection Services Route will be completed each Monday (winter season), or Monday and Friday (Peak season), unless otherwise directed by the COR/QA. Holidays with bank closures typically warrant temporary collection date changes. As part of the Fee Collection Services Route the Contractor will travel to parks as shown in the attached frequency schedule, and;
(a) The Contractor will collect recreation service remittance documentation which may include (non-cash or cash) funds from Contract Gate Attendants at designated parks. Contract Gate Attendants will be responsible for converting cash to Cashier’s Check/Postal Money Orders or Postal Money Orders. The Attendant will have these materials locked in a document carrier, which the Contractor will deliver to the Project Office. The Contractor will supply the Attendant with an empty replacement document carrier. See paragraph 1.2.4, below.
(b) Delivery of goods to park gatehouses from project offices incidental to collection route. The Contractor may be required to deliver goods such as office supplies to specified park gatehouses incidental to the collection route requirement and contingent on available space within the contractor’s vehicle. The Contractor will verify a need for any such deliveries prior to their departure from the Project Office for the collection route.
(c) Unlock and remove inserts from each honor vault in the park, replacing it with an empty insert which the Contractor will lock into the honor vault. The removed insert will immediately be secured in the Contractor’s vehicle. See paragraphs 1.2.6 and 1.2.7.
(d) Reconcile Honor Vault collection, as described in paragraph 1.2.7.
1.2.4 Park Reservation Service Gate Attendant/USACE Staff Remittance Documentation Collection and Additional Duties: During the Peak Season (1 MAR-Labor Day Weekend) and in accordance with the Schedule of Fee Collection Services Route, the Contractor will collect Reservation Service Remittance documentation which may include (non-cash) funds generated by the attendant at each gatehouse on Sam Rayburn Reservoir. The Attendant on duty at the park will secure these documents in a government-provided, locked document carrier prior to the Contractor’s arrival. At each park, the locked document carrier will be secured in a safe designated for Contractor access. Both the Attendant and the Contractor will sign and date a receipt indicating transfer of these documents to the Contractor. The receipt will remain with the individual document carrier. The Contractor will distribute empty, unlocked document carriers to Attendants as needed, and deliver all collected document carriers to the designated person at the Project Office not later than 4:00 PM the same day as collected. The Contractor will not have access to the contents within the locked carrier.
The Contractor is responsible for the security of these carriers and the contents while in his/her possession. If a document carrier will not properly lock, or appears damaged, tampered, or otherwise unsecured, the Contractor should contact the Project Office by telephone before accepting the carrier from the Attendant, so arrangements may be made for securing and transporting the funds. No further Contractor handling of the document carriers is required once they are delivered in an intact, unopened and undamaged condition to the designated person at the Project Office by the specified time. Secured envelopes may be utilized instead of the document holders. All mentioned guidelines and restrictions apply.
Rayburn Park and/or Ebenezer Park may be staffed with a person authorized to collect fees at the gatehouse during peak season. The Contractor may be required to verify and transport said fees and fee documents to the Project Office and conduct remittance/reconciliation of gatehouse fees once per week. Services related to the collection and remittance/reconciliation of gatehouse fees from Rayburn Park and/or Ebenezer Park will be at no additional cost to the government. Transportation of said fees and fee documentation will be by locking document/fee carriers that will be provided by the government. Verification of fees and fee documents by the Contractor and person authorized to collect fees at Rayburn Park and/or Ebenezer Park will be conducted prior to the Contractor taking possession.
Remittance/reconciliation of fees from Rayburn Park/Ebenezer Park (if applicable) will follow the same guidelines and timelines as the reconciliation/remittance of honor vault fees to include final deposit mailing after obtaining a cashier’s check/postal money order.
USACE Staff may also collect fees throughout the year. These fees may be transferred to the Contractor for remittance/reconciliation to be included with the Contractor’s normal reconciliation/remittance duties at no additional cost to the government. These fees (if collected) will be reconciled/remitted in and according to the already established reconciliation/remittance/deposit schedule and not created as additional deposits.
1.2.5 Honor Vault Collection Applicability: In addition to the duties listed above, the Contractor is also required to remove honor vault inserts at designated locations, according to the attached Schedule of Fee Collection Services Route, replace the pulled inserts with empty ones, and deliver the inserts to the Project Office, where the Contractor will account for the funds therein.
1.2.6 Honor Vault Collection Duties: At the commencement of contract activities and continuing on the specified days, the Contractor will collect Honor Vault inserts containing monies from park Day Use Honor Vaults in accordance with Appendices A, Schedule of Fee Collection Services Route. Due to reduced visitation, the Contractor will make fewer collections during the winter season. Several parks are closed seasonally, and require collection on as “as needed” basis at the direction of the COR/QA. When making collections, the Contractor should vary route, direction and timing for security purposes. All on-site Contractor activities must take place between 8:00 AM and 4:00 PM, Monday through Friday. At the beginning of each designated collection day, the Contractor will pick up empty honor vault inserts from the Project Office, and receive any special instruction pertaining to his/her duties. Collections must be performed no less than 1 day each week on the first business day following the weekend(winter season), and no less than 2 days each week on the first and last business day (peak season), unless otherwise directed by the COR/QA. The Contractor will unlock and remove collection inserts from the honor vaults, replacing them with empty inserts from the Project Office. Empty inserts weigh between 15 and 25 pounds. Unlocking and re-locking the inserts requires the ability to bend and/or kneel, and large, filled inserts can weigh upwards of 30-40 pounds, and must be lifted vertically approximately two feet to remove/replace. The Contractor is required to provide a secure, lockable means of transporting the inserts and government funds while in his/her possession, generally out of sight by the public. Inserts collected must be delivered to the Project Office by 4:00 PM the same day as collected, unless otherwise directed by the COR/QA. The Contractor will remove inserts from his/her vehicle and place them in a secure location designated by the COR. The Contractor will not have access to the contents of the honor vault inserts. The Contractor will insure that the inserts are properly locked when placed in the Honor Vaults, and shall lubricate stiff locks with an approved lubricant as needed. NOTE: Due to vandalism, a secondary locking system may be/has been added to several inserts. Removing these inserts requires the use of a special tool (provided by the government) and a flashlight (Contractor provided), and will add approximately five to eight minutes to collection time for each insert. This additional security measure may be added to other inserts as well. Bidders should bid as though all inserts use this additional security measure, as actual use may be expanded.
1.2.7 Honor Vault Reconciliation: Honor vault inserts will be opened by Project personnel each week at the Project Office in the presence of the Contractor, who will then be issued the contents for envelope opening, counting and accounting. If the Contractor completes collection rounds early enough on Monday, the inserts may be opened that day; otherwise, inserts will be opened on Tuesday morning. On Monday, Tuesday and Wednesday (if necessary), the Contractor will open honor vault envelopes and account for monies collected at each individual location. The Contractor will open honor vault envelopes and count the money in a surveillance area within the Project Office as designated by the Government. All money and envelope handling will occur within this designated area. A safe is located in this room for Contractor storage of all monies. The Contractor will establish a personal combination for operating this safe. The Contractor will not remove cash, other forms of payment, or documentation from the Project Office except to transport to the financial institution for cash conversion. The Contractor must secure monies within the safe anytime the Contractor is not present in the designated location. The Contractor is required to track and record honor vault monies collected by site. Amounts for Day Use and Camping will be maintained separately. Once the inserts are opened, the Contractor will remove monies from honor vault envelopes and separate them by denomination. All bills will be faced the same.
Separate totals will be maintained for each park and honor vault location, separating camping and day use, and recorded on the appropriate spreadsheets or logs to obtain a grand total per location. The honor vault envelopes shall be banded together by park/honor vault collection date with park, date, and amounts marked on the outside of each bundle. All bundles on that individual collection will be placed in a container furnished by the government. The Contractor will write the collection date on the outside of the container. All cash money shall be combined after separate totals are recorded for each park and honor vault. One-dollar bills shall be placed in bundles of fifty (unless otherwise directed by the COR/QA), and secured by bank-approved wrappers. Coins will be secured in coin wrappers as appropriate. All coin and bill wrappers will be furnished by the Contractor, and are typically available at no cost from cooperating banks. The Contractor is also required to maintain a register of personal checks deposited in the honor vaults. The Contractor shall write the park initials and code in the upper left hand corner of all personal checks, and stamp the front and back of the checks with appropriate Government-supplied rubber stamps. The monies and park totals will be logged on the appropriate spreadsheet or log, showing totals by denomination, by honor vault location and grand total. If the Corps spreadsheet is unavailable, the Contractor will provide an additional adding machine tape showing total collection by park, with amounts for camping and day use shown separately. The Contractor shall arrive at the Project Office no earlier than 8:00 AM and shall complete activity by 4:00 PM each day.
1.2.8 Conversion of Cash to Cashier’s Check/Postal Money Orders/: Upon completion of the Honor Vault Reconciliation process, the Contractor will notify the designated Project employee, who will then confirm the Contractor’s money count and records, and address any deficiencies or problems at that time. The employee will note on a log sheet the cash amount, date and time the confirmed monies were issued back to the Contractor who will sign and approve the log entry. The Contractor will then transport said cash monies directly to a local bank or post office. The Contractor will not run any other errands or make any other stops while cash is in his/her possession. Personal checks and other non-cash forms of payment will remain at the Project Office locked in the Contractor’s safe. At the bank or post office, the Contractor will convert the cash to a bank Cashier’s Check or Postal Money Order, reflecting the total cash amount issued. One Cashier’s Check /Postal Money Order is required per park site per established schedule. See Appendices B, Estimated Contract Totals, for estimated number of items required. The Contractor is responsible for the cost of all bank Cashier’s Checks/Postal Money Orders required under this contract. The Contractor may use the bank of his/her choice, so long as the bank is insured by the Federal Deposit Insurance Corporation (FDIC), and is located within the city limits of Jasper, Texas, and nearest to the Sam Rayburn Project Office. Any other choice must be approved in advance by the COR/QA.
This requirement may be modified if a suitable bank becomes available closer to the Project Office. For Postal Money Order, the contractor shall use one of three local U.S. Post Offices.
Once the Cashier’s Check/Postal Money Order is secured, the Contractor will return to the Project Office. Any stops enroute to the Project Office (brief stops such as fast food, gas, etc.)
must be coordinated in advance with the COR/QA. The Cashier’s Check/Postal Money Order and all other forms of payment will be presented to the designated Project employee upon arrival at the Project Office. The Contractor will record time of return, Cashier’s Check/Postal Money Order total amount and Cashier’s Check/Postal Money Order number on the log sheet, in the presence of the designated employee, who will then confirm, approve and sign the completed log sheet. The Contractor will be allotted a maximum of three hours (as reflected on the log sheet described above) to complete this process, which typically requires 1.5 – 2 hours. The Contractor will immediately notify the Project Office by telephone of any circumstances (such as vehicle breakdown, etc.) that might delay the Contractor’s return within this timeframe. Repeated delays will be considered a contract deficiency. Violation of the prohibition on errands or unauthorized stops may be grounds for contract termination. The Contractor is responsible for the security of all cash and Cashier’s Check/Postal Money Orders while in his/her possession. Accounting for all monies collected must be completed by 4:00 PM on Wednesday. Cashier’s Check/Postal Money Orders must be returned to the Project Office no later than noon on Thursday – the majority should be returned by 4:00 PM each Wednesday. This is required to meet Corps deadlines for transmitting the collected fees to the proper destination. The Contractor is responsible for furnishing manpower adequate to consistently meet this requirement.
1.2.9 Reservation Service Deposits: The contractor will be responsible for remitting monies for each individual approved deposit for each park into the Reservation Service system. Training over the use of the reservation system for the Deposits will be provided at the pre-work conference. The final approved deposit Cashier’s Check/Postal Money Order and all personal checks shall be remitted in a single envelope for each park to the Recreation Service Lockbox, the address being on the deposit. Each deposit must be mailed separately and sent by Thursday each week at the contractor’s expense at the nearest U.S. Postal facility. See Appendices B, Estimated Contract Totals, for estimated number of items required. Fund instruments will be made payable to the “Recreation One Stop” or “R1S” and be stamped on the back “For Credit to the U.S. Treasury”. The deposit must be clear and legible with no hand changes or notes included on this copy. One additional copy of the deposit along with the associated Reservation System reports, and the carbon duplicate of the Cashier’s Check or U.S. Postal Postal Money Order will be submitted to the Recreation Fee Cashier or Alternate Recreation Fee Cashier at the Sam Rayburn Project Office.
