Contracting Office Address
U.S. Army Corps of Engineer District, Fort Worth; P.O. Box 17300; 819 Taylor Street; Room 2A17;
Fort Worth, Texas 76102-0300.
Description
1. CONTRACT INFORMATION:
a. General. This announcement is a Small Business (SB) set aside using the Advanced A-E Selection process. Multiple A-E Services contracts are being procured in accordance with Public Law (PL) 92-582, formally known as the Brooks Act, as implemented in the Federal Acquisition Regulation (FAR) Subpart 36.6. The firms selected for the Advanced A-E Selection List will be based on demonstrated competence and qualifications for the required work. The contracts are anticipated to be awarded over a twelve month period. The first contract will be awarded to the first ranked on the list, the next to the second ranked, and so on. This will continue through the list and return to the first ranked after an award to the last on the list is made. The list will consist of up to eleven (11) firms. The total amount of A-E Services for military construction work on each of these contracts shall be no more than $400,000 per construction project in compliance with DFARS 219.502-1.
A-E Services not subject to the $400,000 cap include, but are not limited to:
• Supporting new construction paid by non-military organizations
• Supporting facility repair or maintenance
• Studies/investigations not tied to planned/known construction project
• Assessments/feasibility reports not tied to planned/known construction project
• Energy audits/assessments
• Facility condition assessments
• Preparing area development plans
• NEPA assessments and documents, if not tied directly to a planned military construction project
• Master planning
Per FAR 36.204, it is anticipated that multiple contracts for VE services will be awarded from this announcement for a total estimated construction cost range shall be between $1,000,000 and $5,000,000. Each contract will be for a project requirement and not a series of Task Orders on one contract. The contract awards under this announcement will be administered by the Fort Worth District Corps of Engineers in support of military programs, civil projects, environmental programs, and IIS customers. This contract may also be used to support programs from other agencies. North American Industrial Classification System (NAICS) code is 541330, which has a size standard of $15,000,000.
b. Contract Award Procedure: To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at https://www.sam.gov/. NO STATE-LEVEL certifications shall be accepted. A firm-fixed price contract will be negotiated. Missing even one (1) required element will be grounds to determine the firm as non-responsive and be eliminated from further consideration.
A list of most highly qualified and technically equal firms will be selected using the primary criteria listed below. This list will be up to eleven (11) qualified VE firms from which individual contracts may be awarded.. The A-E Services firms that meet the primary selection criteria will be ranked using secondary criteria, creating a list of available firms that may be awarded contracts. The top ranked firm on the list will receive the initial offer for negotiation for the first available project. When a directive is received for a subsequent project, or if negotiations with a firm for a project are unsuccessful, negotiations shall begin with the next ranked firm that has not been offered a contract for negotiation. When the Advanced A-E Selection List of ranked firms is exhausted, the negotiation cycle shall begin again with the top ranked firm.
The Advanced A-E Selection List is only available for twelve (12) months, from the date the Advanced A-E Selection list is approved. The Advanced A-E Selection Process will be refreshed each year in order to maintain capacity for Value Engineering requirements. All of the firms will be de-briefed and notified if they have made the Advanced A-E Selection List. When the first contract for the designated type of work is authorized, then the top ranked firm will be issued a Request for Proposal (RFP) and negotiations initiated. If the list of ranked firms is exhausted, the negotiation cycle shall begin again with the top ranked firm. None of the projects have been authorized for design and funds are not presently available for any contracts (see FAR 52.232-18).
c. Nature of Work: The services necessary for each requirement will be negotiated and awarded as individual Contracts. The Value Engineering Contractor (VEC) shall furnish all services, materials, supplies, and supervision required to fully complete each contract.
d. Pre-Proposal Conference: A Pre-proposal conference for this synopsis will be held on 18 August 2016 from 9:00 – 12:00 Central Time at the following address: University of Texas at Arlington Fort Worth Campus, 1401 Jones Street, Room 113, Fort Worth, TX 76102. 2. PROJECT INFORMATION: A-E Services are expected for Value Engineering studies for construction projects that are administered by the U.S. Army Corps of Engineers.
No specific projects or tasks are identified at this time and therefore funds are not presently available for individual contracts under the solicitation. The Value Engineering Contractor (VEC) shall be responsible for conducting a Value Engineering study/workshop following the format developed by Society of American Value Engineers (S.A.V.E). International (Information, Function Analysis, Creative, Evaluation, Development, and Presentation). The VE study/workshop purpose is to evaluate available project information (Design submittals, cost estimates, 1391s, etc.) in order to apply VE principles to further develop subsequent plans and specifications for individual projects. The study/workshop shall focus on assisting the Project Delivery Team (PDT) in determining the “best value” for project components, and performing a cost comparison for each project. The VEC shall also investigate potential alternatives that will assist the Government achieving or maintaining the LEED Silver requirement for each project if applicable. The VEC shall produce a VE Report with the following details; executive overview of the study/workshop and study/workshop results, value matrix, VE proposal worksheets and recommendations, and an appendix of all background documents. Reports shall be prepared using MS-Word (.doc). Firms will also be required to provide documents in PDF format. The contract requires that the selected firm(s) have on-line access to E-mail via internet for routine exchange of correspondence.
All services shall be performed in accordance with Fort Worth District Design Guide, as well as all applicable codes and criteria required for Government work. Facilities shall be fully accessible to meet the requirements of Americans with Disabilities Act Accessibility Guidelines (ADAAG) and all applicable laws, codes and regulations pertinent to accessibility. All work shall be performed in accordance with Federal Acquisition Regulation (FAR) (https://www.acquisition.gov/?q=browsefar).
