1. SCOPE

This Purchase Description is for a metrology grade automatic vertical force calibration load frame system with the capability of producing 60,000 lbf in tension and compression. The system will be used for the secondary calibration of Army transfer load cells and dynamometers . The system shall be commercial off the shelf (COTS) .The system shall operate in both automatic and manual mode. The system shall include a load cell indicator for the standard load cell. The system shall maintain compatibility with and incorporate the use of equipment already in the Army inventory, including: HBM MGC+ (see 3.7) as the device under test (DUT) indicator, Tovey Engineering CS Model load cells (see 3.6) as the reference load cells, and an Army HP laptop controller operating on Army Gold Master Windows 7 32-bit operating system (see 5 .2). Proposals shall demonstrate or indicate that the contractor's proposed equipment meets or exceeds each of the requirements listed in this specification.

2. PERFORMANCE REQUIREMENTS

2.1 Standard Deviation: The calculated standard deviation of a calibration shall not exceed

0.0125% of Full Scale using techniques in ASTM E74 (section 7 and section 8.4).

Testing: Standard deviation of the system will be tested by comparing two Tovey Engineering CS Model load cells of equal range (2K, 10K, 25K, and 60K lbs) on the system. The standard cell to be used will be calibrated by the Army using a primary dead weight force machine. The standard cell achieves an approximate standard deviation of 0.005% Full Scale. The standard cell will be connected to the contractor-supplied indicator unit (see 3.8). The DUT cell will be connected to an Army HBM MGC+ indicator unit, with an accuracy of 0.0025% Full Scale. The standard deviation will be calculated from a thirty point calibration. Three runs will be made from 10% full-scale to 100 % full-scale, with the cell rotated 120 degrees between each run. Ten points will be taken on each run, spaced at 10% full-scale intervals

2.2 Range: Load Frame shall be capable of applying force from 200 to 60,000 lbf over a continuous range in both compression and tension.

2.3 Warm-Up Time: System shall be operational within an initial warm-up time of no more than 1 hour, not including time acclimating to ambient conditions.

2.4 Noise Exposure Level: System shall operate at noise no greater than 85 dBA.

2.5 5 Manual mode stability shall be 0.0002mV/V or better.

2.6 System shall produce a stable reading within 30 seconds in automatic mode.

3. FUNCTIONAL REQUIREMENTS

3.1 System shall perform calibration in tension and compression without reconfiguration of load cells.

3.2 System shall be capable of operation in both manual and automatic control through the entire range.

3.3 System shall have remote interfaces through USB, RS-232C, and/or IEEE 488.2, and contractor shall provide programming command set for each item of the system.

3.4 System shall be capable of running a fully automated test sequence, which includes the following:

3.4.1 Fully exercise boththe standard and DUT.

3.4.2 Perform minimum of a 30 selectable point calibration over the continuous range from10% to100% of the standard load cell range, only requiring user interface to rotate the load cell.

3.4.3 Automated system shall calculate polynomial calibration equation with both force and mV/V as the independent variable.

3.5 System shall incorporate the Tovey Engineering Calibration (CS Model) Load Cells (CS10-2K-

B200, CS10-10K-B200, CS20-25K-B200, and CS20-60K-B200) as the standard loadcells, which are already in the Army Inventory. Army load cells do not have the same thread sizes as the standard CS model. Thread sizes can be provided on request.

3.6 System shallincorporate the HBM Model MGC+ (ML38 module using S40-USArmy version firmware) for the DUT indicator, which is already in the Army Inventory and is provided with Army transfer DUT load cells.

3.7 Contractor shall provide an indicator to be used in reading the standard load cell during the calibration. Indicator shall be capable of re-calibration with the standard load cells (see 3.6) by the US Army TMDE Primary Standards laboratory following ASTM E74 procedures. User manual, cabling (to include indicator to load cell and indicator to computer interface), and automation command set for the indicator shall be provided (see 3.3).

3.7.1 Accuracy: 0.003% FS ± digital count

3.7.2 Calibration Method: mV/V
