The AOAP has a requirement to replace the Automatic High-Speed Viscometers (AHSVs), model qVisc 4320 AX, currently employed by its laboratories and manufactured by Fluid Life Corp. These machines have exceeded their useful service life with an average age exceeding ten years. A severe duty cycle over the past decade combined with the high cost of critical repair parts and the DoD directed migration to more secure W10 64 bit systems and software made the procurement of a modern replacement crucial to mission success.

Owing to limited production, some repair parts for the current system are exceptionally high-priced, substantially increasing operating costs, while others have extended procurement times. In addition, the growing age of the system has resulted in more frequent, more severe and more expensive failures, with some AHSVs requiring extensive, costly overhauls performed by contractor maintenance every 3-4 months.

Recently, the DoD mandated that all systems and software connected to the Army network be 64 bit Windows 10 (W10) compliant. The qVisc 4320 AX is not compliant with this mandate. The AOAP has obtained a waiver to continue operating this system on the Army network until 01/31/2018. Upon expiration of this waiver, all such systems will be blocked from network access. Lack of network access will result in gross processing inefficiencies at some labs and complete mission failure at others, severely jeopardizing sample turnaround times mandated by Army regulation or compromising sample analysis entirely. While the potential exists to update the software, a more timely and cost-effective approach is to replace the existing fleet of instruments with new systems at the beginning of their life cycle, which meet W10 64 bit requirements and offer enhanced capabilities.

The driving factor behind the requirement to replace the qVisc 4320 AX AHSV is the DoD’s move to W10 64 bit compliant systems and software; however, replacing this laboratory instrument to meet IT directives also offered the AOAP an opportunity to address some of the current unit’s shortcomings. Besides the challenges associated with repair parts procurement, the qVisc 4320 AX design, while meeting Army requirements for sample processing speed and throughput, consumes considerable quantities of chemical solvent in between measurements during the wash cycle. While necessary to clean the glass tubes used in measuring viscosity, the amount of solvent required results in high operating costs for this instrument, not only in procurement costs for solvent but also in hazardous waste disposal costs. The qVisc 4320 AX design also occupies a considerable amount of the limited space available for laboratory operations.

Its design and physical size limits its placement within the lab; hinders its relocation during laboratory redeployments; complicates its servicing; and has forced the AOAP to use a much smaller and slower manual viscometer system to meet instrument redundancy requirements, as most laboratories lack the space or physical arrangements to accommodate two such automated systems. As the Program Management Office may be called upon to establish laboratories in brick and mortar facilities, mobile facilities or temporary facilities, an instrument’s design and footprint become important considerations.

Since replacement of the current viscometer was imperative, the AOAP sought the most efficient alternative for its needs, which complied with the DoD’s 64 bit mandate while also minimizing the cost drivers and size disadvantages of the current model. The AOAP staff surveyed the automated viscometer market for used lubricant analysis and assessed five alternatives. These alternatives were:

• Cannon miniQV-X automated viscometer

• PAC LP Herzog HVM472 automated viscometer

• Spectro Scientific uVIsc automated viscometer

• Spectro Scientific Q300/Q310 semi-automated viscometer

• Fluid Life Corporation qVisc 4320 AX viscometer upgrade

After careful analysis, the AOAP determined that the Cannon Instrument Company, 2139 High Tech Road, State College, PA 16803-1733, Cage Code: 94481, was the only responsible source and the miniQV-X automated kinematic viscometer the only product that would satisfy AOAP requirements. Of the viscometers surveyed, only the Cannon product conformed to all the requirements. It complied with DoD’s W10 64 bit mandate, met or exceeded the current sample throughput capability of the qVisc 4320 AX and minimized the cost drivers and size disadvantages of the current viscometer model, while offering enhanced capabilities to reduce costs further.

The miniQV-X system already meets the DoD W10 64 bit directive and features a high-output autosampler designed in collaboration with heavy equipment manufacturer Caterpillar, Inc. Designed to maximize sample throughput in Caterpillar’s lab, which processes in excess of one million samples per year, it readily surpasses the current sample throughput capability of the qVisc 4320 AX. The qVisc 4320 AX processes 320 samples per day; the miniQV-X processes 600 samples per day. Furthermore, the miniQV-X occupies less space than that required for the current system, utilizing approximately 16.1 ft3 compared to the qVisc 4320 AX’s 47.2 ft3. Solvent usage was the minimum of all systems examined. The Cannon system also employs thermal sensors in place of traditional optical sensors, which allows viscosity testing to continue even when the glass measurement tubes darken from the build-up of contaminants contained within non-aviation Army samples. At present, the qVisc 4320 AX requires frequent downtime to clean the glass measurement tubes so the optical sensors operate effectively. Each cleaning progressively degrades the tubes’ performance until replacement is required.

Replacement requires imported hand-blown glass at the cost of approximately $8,000 for a set of 8 tubes. Prior to tube replacement, the qVisc 4320 AX frequently requires expensive contractor maintenance to correct errors and recalibrate the tubes after improper, insufficient or overly aggressive cleaning by laboratory staff. The use of thermal sensors versus optical sensor mitigates these issues, since the tubes require less cleaning. Additionally, replacement tubes may be sourced for the miniQV-X from within CONUS at a cost of slightly less than $3,000 for a set of three tubes versus $8,000 for the current setup of eight tubes.

Moreover, the Cannon system offers a modular, flexible design, which acts to preserve test capability in the event of partial system failure. The AOAP measures viscosity at both 40 and 100 degrees centigrade using separate assemblies. The Cannon’s modular design permits the AOAP to configure the system with one, two, three or more viscosity test assemblies as needed. Should one of the Cannon assemblies malfunction, any of the remaining assemblies may be converted to measure viscosity at the alternate temperature in approximately five minutes. While sample throughput would decline, Cannon’s system design preserves the capability to test at the required temperature.

The current system and the other viscometers examined by the AOAP lose the ability to measure viscosity at the stipulated temperature when the test assembly fails. These designs require repair to the assembly or the presence of a standby system to continue sample processing.

The AOAP team eliminated both Spectro Scientific models from consideration as the system designs’ sample throughput did not meet or exceed the current qVisc 4320 AX capability. The AOAP team also disqualified upgrading Fluid Life Corporation’s qVisc 4320 AX. While the upgrade offered modest performance gains, the enhancements did not address size or solvent consumption. In addition, Fluid Life Corporation does not at present operate a production line for the qVisc 4320 AX. While the company could resume production, it could not manufacture sufficient systems and update and test the software in time to meet the W10 64 bit waiver deadline.

The PAC LP Herzog HVM472 offered comparable sample throughput to the AOAP’s present system and also employed the more advantageous thermal sensors; however, other aspects of the design prevented its selection as a suitable replacement. Each PAC system comes with two viscosity measurement assemblies, one of which the AOAP would configure for testing at 40 degrees centigrade and the other for testing at 100 degrees centigrade. Should one of the assemblies fail, it is feasible to reconfigure the second assembly to measure viscosity at the alternate temperature as is possible with the Cannon design; however, owing to design differences, it is not practical.

Reconfiguring the remaining assembly to test at the alternate temperature would require several hours, so failure of one of the assemblies obliges immediate repair or the presence of a redundant system to preserve sample processing capability. Since rapid repair is often not possible, the AOAP would require two PAC LP systems to meet its requirements. Each PAC viscometer requires approximately 16.5 ft3 of laboratory space for a total requirement of 33 ft3. While this is less lab space than the current system, it is more than double that of the miniQV-X. Solvent use on the Herzog HVM472 was also slightly higher than that of the miniQV-X and replacement glass measurement tubes cost approximately in total for the two systems versus for the Cannon array.

Changing measurement tubes on the Cannon system requires approximately 15 minutes whereas replacing tubes on the PAC LP system requires over 2 hours, a substantial difference. Together these elements add to the operating cost differential over the course of its lifecycle. Given the above factors, the AOAP did not consider the PAC LP Herzog HVM472 further.

Viscosity is the first and most important of several tests performed on used lubricants by the AOAP. If this J&A is not approved, the AOAP will be forced to remove its current viscometers from the Army network in January of 2018. In some cases the laboratories would be unable to operate their instruments separate from the network, resulting in complete mission failure as laboratory staff could not keep pace with the workload using the redundant manual system, which is intended for short-term use only. In other cases, off-line operation is possible; however, the gross processing inefficiencies introduced by removing the instrument from the network severely jeopardize mission accomplishment.

By Army regulation the AOAP has only 24 hours to process and analyze aeronautical samples; 72 hours to process and analyze non-aeronautical samples. Large sample workloads processed and analyzed without the assistance of an instrument connected via network data feed to the central database repository compromise achievement of this standard. Army units, especially aviation units, would be forced to operate weapon systems without knowing whether or not it is safe to do so. This places both lives and equipment at risk.

Selection of any other system besides the Cannon miniQV-X results in a sub-optimal match to the AOAP’s requirements. Both Spectro viscometer systems reduce sample throughput compared to the current system endangering or preventing mission accomplishment. The upgrade to Fluid Life Corporation’s qVisc 4320 AX does not address size or solvent issues and, at present, production has ceased, precluding the possibility of sourcing the requisite number of W10 compliant systems before the waiver deadline. Selecting the upgrade would result in mission failure. Choosing the PAC LP viscometer results in a system whose footprint, while less than the current model, exceeds the size of the recommended model by a factor of two with the added disadvantage of higher operating costs over its expected lifecycle. It is not in the best interests of the Government to select an uneconomical alternative in an era of fiscal constraint and tight budgets.

Having eliminated the other viscometer candidates for reasons of throughput, operating costs and/or time constraints, the AOAP was left with the miniQV-X offered by Cannon Instrument Company as the only viable alternative to the present system. For these reasons the AOAP must restrict competition to other than Full and Open and requires a brand name specification for the Cannon system. The AOAP lacks sufficient Operations and Maintenance, Army (OMA) funds to purchase the required number of systems for all laboratories; however, the AOAP has sufficient OMA funding to lease the required number of viscometers for all laboratories for one year. The AOAP will exercise option years on the lease contract subject to the availability of funds and provided future market research reveals no alternate systems which are substantially more advantageous.

b. Subcontracting competition. This contract action does not offer opportunities for subcontracting. At present Cannon Instrument Company does not subcontract with third parties for the manufacture or maintenance of their systems in whole or in part.

7. Actions to Increase Competition: No further action to increase competition prior to acquisition is contemplated at this time. The AOAP Field Operations staff is very familiar with the commercial viscometer market for used lubricant analysis and knows of no other creditable systems meriting attention. To increase competition in the future, the AOAP Field Operations staff will re-examine the automated viscometer market for new systems and enhancements prior to the expiration of the lease term.

8. Market Research: The AOAP staff performed market research for this acquisition and included the following individuals:

Initial research was performed in the August 2015 timeframe with follow-up market research performed again in the summer and fall of 2016 and recommencing in March of 2017 until the present time.

Techniques used included the personal knowledge of the AOAP staff in procuring equipment of this type; contact with knowledgeable persons in industry regarding the commercial equipment and capabilities available; review of systems available through GSA Advantage; pre-solicitation teleconferences with potential offerors; publication in the CASL in June of 2017; review of product brochures and information publically available via the Internet; and several live product demonstrations (August 2015; September 2016).

Sources who responded to the market research included reached out to the AOAP following the staff’s contacts with Cannon Instrument Company manufactures and services several different types of viscometer systems under their brand name. manufactures and services a variety of analytical instrumentation for used lubricant analysis, including automatic and semi-automatic viscometers, atomic emission spectrometers and particle analyzers/counters among others. also rebrands, sells and services other manufacturers’ lab instrumentation under its own name. currently provides maintenance support for several different types of analytical instrumentation used in the AOAP laboratories. , sells and services a variety of analytical instrumentation used in multiple industries, including petrochemical, environmental, food and beverage and pharmaceutical among others.

is a Canadian oil laboratory which designed and manufactured a viscometer, the qVisc 4320 AX, to meet its requirements. After achieving success in its laboratory with the qVisc 4320 AX, Fluid Life acquired a distributor and marketed the viscometer to outside entities.

With the exception of its own laboratory and those systems purchased by the Army, Fluid Life Corporation has not achieved commercial success with the qVisc 4320 AX. While the design meets the Army’s requirements in terms of speed and Fluid Life has made minor enhancements, the basic design, and its associated drawbacks, remains unchanged. Spectro Scientific’s equipment does not meet the Army’s throughput requirements, and PAC LP’s Herzog HVM472 incurs operating penalties owing to its larger footprint and higher maintenance costs. The results of the market research clearly indicated only one viscometer could meet successfully all of the AOAP’s requirements.

This is the miniQV-X viscometer manufactured and sold by the Cannon Instrument Company, which specializes in the manufacture and sale of viscometers only. The AOAP recommends leasing the fourteen required miniQV-X systems from one of the following vendors:

In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 205.205-71, DFARS 206.302-1(d), and DFARS Procedures, Guidance and Information (PGI) 206.302-1(d), a request for sources sought was posted to Federal Business Opportunities, https://www.fbo.gov, on 15 August 2017 for four (4) business days and the results showed four (4) vendors are available to compete on this requirement. The Cannon miniQV-X IS a COTS system, Cannon has previously sold to commercial entities. One such entity is Caterpillar, Inc., manufacturer of heavy construction equipment. There are no NDI items or equivalents available to satisfy this requirement.

FAR Part 12 will be utilized for this acquisition.
