Description of Action: The Army Oil Analysis Program (AOAP) has a requirement for a firm-fixed-price contract for the lease of thirty (30) Each (EA) Fourier Transform- Infrared Spectrometer (FT-IR) systems for a period of five (5) years. FT-IRs measure the molecular structure or “fingerprint” of used lubricant samples (engine oil, transmission fluid, hydraulic fluid) submitted to the AOAP for evaluation. The Government projects award of this contract no later than (NLT) 30 September 2017.

System Components: An FT-IR system submitted for consideration under this posting must consist of the following components at a minimum: one (1) Each FT-IR spectrometer; one (1) Each autosampler; application software to operate the system;

any and all necessary hardware (e.g. power/line cords) which customarily accompanies such a system and/or is necessary to satisfy the Army’s requirements; delivery, installation and training at each respective site; Item Unique Identification (IUID) markings; a sixty (60) day supply of any consumables required for operation (solvent excluded; consumables must be delivered with each system); a one (1) year standard warranty; and a four (4) year extended warranty.

SPECIFIC REQUIREMENTS

An FT-IR system submitted for consideration under this posting must meet the specific requirements listed in each of the following categories.

General FT-IR System Requirements:

• The FT-IR system shall be designed specifically for the analysis of used lubricants (engine oil, transmission fluid, hydraulic fluid).

• The FT-IR system shall have the ability to maintain stability and reliability in harsh operating environments, including extremes of temperature and/or humidity.

• The FT-IR system shall comply with the Department of Defense (DoD) Item Unique Identification (IUID) requirements contained in the Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.211-7003.

• The FT-IR system shall have the ability to process a minimum of 36 samples per hour.

Information Assurance/Network Requirements:

• Application software shall be designed specifically for the analysis of used lubricants.

• Application software shall have the inherent capability to analyze samples using the Joint Oil Analysis Program (JOAP) analysis method.

• Application software shall operate on a 64 bit Microsoft Windows® 10 operating system (OS).

• Application software shall stay current with the latest version of the Microsoft Windows® OS.

• The test results output file shall have sufficient space to output the full sample number, such as 'RA120160101A0001' (minimum 20 alpha/numeric characters).

• Application software shall not require administrator rights or any special folder privileges to operate.

• Application software shall operate on the Army Non-secure Internet Protocol Router (NIPR) network with Active Directory Group policies applied to the computer.

• The user shall have the ability to select an installation folder and drive letter when installing the software. Software is normally installed on the C drive under Program Files.

• If USB connectivity is required, the contractor shall stipulate what version of USB (2.0, 3.0 etc.) is supported.

• The contractor shall stipulate the column size of the test result output files along with any limitations.

• Application software shall qualify for an Army NETCOM Certificate of Networthiness (CON). This is required to install the application software on an Army Computer. The AOAP PM office will apply for the CON.

• Application software shall operate with Anti-Virus software such as McAfee or Norton.

• Application software shall operate with firewall software installed on a computer.

• The contractor shall deliver the software with full installation and support documentation.

• The contractor shall deliver the software on CD\DVD media.

• The contractor shall have a help desk available to answer any installation questions.

• Application software shall have a code signed certificate.

• Application software shall have no restrictions on the number of times it may be installed on a computer for a single test instrument; for example, an HDD failure on one computer requires software reinstallation on a new computer to restore FT-IR system functionality.

• Application software shall not require manual Windows® registry edits in order to enable or restore functionality.

• Application software shall be able to read a batch file of samples awaiting processing on the system

FT-IR Spectrometer and Autosampler Requirements:

• The FT-IR spectrometer and autosampler shall operate on 100-240 volts, 50/60 Hz.

• The FT-IR spectrometer and autosampler shall comply with the UL 61010-1 standard.

• The FT-IR spectrometer shall comply with ASTM D7418-12/E2412-10 standards.

• The FT-IR spectrometer shall be completely sealed and desiccated to prevent humidity interferences.

• The autosampler shall have the capability to process either AOAP 3 oz. sample bottles or 15 ml sample test tubes.

• The autosampler shall provide for automatic and unattended analysis.

Warranty and Extended Warranty Requirements:

• The FT-IR system shall have a one (1) year standard warranty plus a four (4) year extended warranty.

• The extended warranty shall include at a minimum: one preventative maintenance (PM) visit per year per system; telephonic technical support; unscheduled maintenance support; all travel and travel related expenses and all repair parts for unscheduled maintenance support.

• The contractor shall provide warranty support in Outside the Continental United States (OCONUS) locations. At present these locations include Camp Arifjan, Kuwait; Kaiserslautern Army Depot, Germany; and Camp Humphreys, Republic of Korea.

Delivery, Installation and Training Requirements:

• The contractor shall deliver and install one fully functioning FT-IR system at the AOAP Program Management Office (PMO) located on Redstone Arsenal, Alabama within 30 days after contact award. The AOAP will use this system to perform integration and configuration testing with the AOAP’s Oil Analysis Standard Inter-service System (OASIS), which is the laboratory information management system (LIMS) used by the Army.

• The contractor shall deliver and install the remaining 29 FT-IR systems to their respective laboratory sites within 120 days after contract award.

• The contractor shall provide and deliver with each system a sixty (60) day supply of any consumables required for operation excluding solvent.

• The contractor shall provide initial user training immediately following system installation at each site. The contractor shall provide a minimum of one day (8 hours) initial user training followed immediately by one day (8 hours) of observation and assistance to validate system operation and user proficiency.

• The contractor shall provide one continuous block of 24 hours of advanced maintenance instruction on its FT-IR system to AOAP PMO Field Operations personnel. Training shall occur within 6 months of contract award and take place at Redstone Arsenal, Alabama in Government facilities.

• The contractor shall deliver and install a total of two (2) EA FT-IR systems to the following sites (thirty (30) EA systems in total):
