Questions & Answers as of 8JUL16:
Q. In the model list a number of items appear to be requested with a detailed interior and a simple interior (e.g. Item # AGS-71: M1167 HMMWV (with M41 TOW ITAS)).
A. Models with both complex and simple interior requirements should be summarized as a single price for the model.
Q. How you wish us to present our quoted price for such items?
For example:
| * | do you want a single quote for a vehicle with both types of interior (simple and complex)? |
| * | do you want a quote for only 1 type of interior (e.g. the most detailed)? |
| or | |
| * | do you want two distinct price quotes - one for detailed interior, one for simple interior? |
A. Please refer to the Model list (either Excel or .pdf format) where you can give a total price per model.
Q. You request email sending of the model files? if so, what is your file size limitation? are you able to receive zip compressed files. do you have the ability to allow candidates to push files to a secure server as an individual account?
A. The sample models for the proposal should be provided from a secure link from the vendor's server for Govt. download or using the AMRDEC File Safe site (https://safe.amrdec.army.mil/safe) if file size is below 2GB.
Q. Can you confirm that you will remove the model that we send should you not use it as part of our proposal?
A. Yes, the government will delete sample models not further considered for proposal and send an email to vendors confirming their deletion.
Q. If a candidate builds one of the models on your list as a example model can it be considered part of the deliverable should that candidate win the award?
A. Please realize there likely is not sufficient time to build a complete model to specification in the duration of the proposal period. However, if the sample model is provided from the list that meets the product specification, it would count toward the deliverables.
Q. How would you pay the vendor for the models? monthly?
A. The Goverment can set up the contract so the vendor can submit for payment as each model is accepted, as long as models are delivered within the required schedule.
Q. May we ask what vendors you currently use for 3D models?
A. No you may not ask
Q. can you confirm this?
1) these two rules seem to contradict each other:
```4.4.1. 3D models shall be centered at the (X=0, Y=0, Z=0) origin.
4.4.2. The entire 3D model shall sit on or just above the (X, Y) ground plane.```
A. For clarification, the base of the model shall be at 0,0,0 origin. The entire model shall sit on or just above the ground plane. And the model shall be oriented to the world up-axis (In other words, the model must be right-side up when it is opened)
Q. The referenced combination of equipment does not currently exist. If this is an error, can the requirement for this model be removed?
Model List, Line #104 Master Reference: AGS-125 Model Name: * Cargo LHS Load Handling System (on M984A4)
A. This won't make a difference since this was already listed to be delivered on another model.
Q. Are you able to allow the 3D models to be built by non US content providers?
A. You must be in compliance with Federal Laws and regulations required to sell to the federal government.
Q. What does SED Control title on the document mean in terms of correspondence and security?
A. This is for internal use, please disregard
Q. 3D models shall have no coincident vertices``` we are curious how you expect to model sharp corners, where two neighboring triangles (sorry, quads) need to share coincident vertices (to be watertight), but those two quads also need to have different normals. typically you solve that problem by making coincident vertices with different normal.
A. Coincident vertices are separate, individual vertices in a single 3D object that occupy the same location. Coincident vertices can cause smoothing problems when the model is rendered, and can cause errors when the model is exported to other applications. To avoid these problems, you can bevel the edge or coincident vertices must be welded or attached together to form a single vertex. You can find more on this in SIGGRAPH '11 ACM SIGGRAPH 2011 Studio Talks , Article No. 1, ACM New York, NY, USA C2011, ISBN: 978-1-4503-0973-8
Q. Does the sample model required for submission need to meet all in the solicitation or a starting point and discussion of how the company would complete the rest of the requirements?
A. Vendors should provide a sample model that meets or closely matches the product specification. In the case where the actual high fidelity model cannot be provided due to previous customer agreements or restrictions, the vendor may provide evidence of the work as high resolution screenshots from their Maya development environment showing details of the model's mesh complexity as well as texture layers and rigging method.
Q. The description on FedBiz Ops mentions a sub section 12.6 but that does not seem to exist, what does this refer to?
A. Refers to FAR Subpart 12.6
Q. is the government end user for these models already working with a vendor to deliver similar models
A. no existing contract for US military models for my end user, however my end user has a pending contract for foreign military models
Q. were the specifications depicted in this RFQ transmitted in any form to the existing vendor prior to sending the RFQ?
A. There is no existing vendor for my end user for US military models
Q. was the RFQ announced during the July holidays with such short notice an attempt to favor a given vendor
A. A notice was originally posted to FedBizOpps on 24 June 2016, essentially giving a heads up that the combined synopsis/solicitation would be posted on or about 30 June 2016. The combined synopsis was posted on 29 June 2016. If you are in need of additional time please ask.
Q. Can you provide the contract number for the foreign military models?
A. No
