The solicitation was not posted until 26 Jul 2016, leaving only 14 business days for a contractor to compile and submit a proposal. For a five year contract of this importance and complexity, this is not a reasonable amount of time.
Will the government extend the proposal due date to 26 Aug 2016?
Answer. No, Proposal due date has been extended to COB 06 Sept 2016, 02:00 PM.

15. Question. Vol 2 Past performance Pg. 69
How does the Government define “Major Sub-Contractor”?
Answer. DFARS 252.209-7009
(a) Definition.
“Major subcontractor,” as used in this clause, means a subcontractor that is awarded a subcontract that equals or exceeds—
(i) Both the certified cost or pricing data threshold and 10 percent of the value of the contract under which the subcontracts are awarded; or
(ii) $55 million.
16. Question. A site visit would be helpful to offeror’s. Does the Government intend to schedule a site visit?
No. Sites are not accessible.
17. Question. On Pg 68 of the solicitation, Section L (b) requires offeror’s to demonstrate the Technical experience discussed in Section M by submitting information on contracts performed or awarded with in the past 5 years. However, the evaluation factors described in Section M (1)(c) require offeror’s to demonstrate 10 years of experience with ICIDS III/SMS. Unless the requirement is for concurrent and not cumulative experience, no Offeror can demonstrate 10 years of experience when limited to referencing contracts performed within the last five years. Additionally, SMS has not been in the field for 10 years, making it an impossible requirement.
Will the government change the requirement in section M (1)(c) to five years so that is consistent with Section L?
Answer. Past Performance requirement is changed to read for the past five years in Section L and M.
The requirement for 10 years’ experience in Section M and the PWS is now changed to 5 years.
The requirement that the PRIMARY Offeror must be a DAQ listed value added retailer (VAR) in now changed to, The Prime Contractor and/or his Sub-Contractors must be a DAQ listed value added retailer (VAR)

19. Question. On Pg 68 of the solicitation in Section L it states in para b Offerors should submit information on up to five (5) representative Government and/or commercial contracts. It states that these should be relevant to the efforts required by this solicitation. Furthermore it clarifies that relevant efforts are defined as services/efforts that are the same as or similar to the effort required by the current RFP.
Yet the Governments evaluation criteria on Pg. 72 in Section M introduces a more stringent evaluation criteria than the instructions request by taking away the offeror’s ability to show how the services are Same or Similar; and instead demanding that the experience referenced must meet some thresholds in order the offeror’s experience to be considered reasonable.
Are offeror’s allowed to provide what they believe are relevant examples of past experience and then explain how they are the same as or similar to the effort required by the current RFP to be considered acceptable?
Answer. Yes.
