NOTICE TO BIDDERS
1. Bid shall be submitted in sufficient detail to allow for analysis of fairness and reasonableness. As a minimum work should be broken out into the catagories provided in Attachment A.
2. INSTALLATION ACCESS CONTROL REQUIREMENTS, the building number has changed from 253 to 226, phone number 912-767-5195 for more information.
3. COMMERCIAL VEHICLE ACCESS TO FORT STEWART AND HUNTER ARMY AIRFIELD
a. These instructions apply for vehicle access to Fort Stewart and Hunter Army Airfield (henceforth referred to as FS and HAAF). Procedures for commercial vehicle access to FS and HAAF are subject to change without prior notice.
b. Unless the contractor voluntarily participates in the RAPIDGate® Program (see the paragraph entitled Identification Of Contractor's Employees – RAPIDGate® Program), commercial vehicle access to FS -will be allowed only at a Gate 7/7C (15th Street) and HAAF – will be allowed only at Montgomery Gate (Duncan Rd) Commercial Vehicle Inspection Point (CVIP). Both of these gates are operational 24hrs, 7 days a week, 7C is operational Monday through Friday 0500 – 1700 (Closed Weekends and Federal Holidays). All gate hours are subject to change without notice because of Force Protection Conditions.
Commercial Vehicle Gates are typically closed on weekends (Saturdays and Sundays) and federal holidays. All commercial vehicles will be inspected. The contractor should anticipate delays in getting commercial vehicles on post. The contractor must also allow additional time for commercial vehicles to reach their destination by driving through FS or HAAF. If the commercial vehicle is carrying a load of cement or hot asphalt for delivery, the driver shall notify the gate guard as soon as possible and request that the vehicle be given priority for being searched; however, the Government does not guarantee that the vehicle will be given priority.
On weekends large vehicles (needing greater than 12'-5" clearance) will require a time stamped "searched" label to gain access to FS and HAAF. The driver will receive a briefing on proper procedures and a "searched" label.
The contractor shall ensure that its drivers, including drivers of subcontractors at any tier, comply with the procedures as explained to them for access to FS or HAAF.
c. If the contractor participates in the RAPIDGate® Program, contractor vehicles may enter the installation through any RAPIDGate® lane except at Force Protection Level Charlie or Delta. During Force Protection Level Charlie or Delta, all contractor vehicles must enter through a CVIP. All passengers in the contractor vehicle must have a RAPIDGate® identification card.
RAPIDGate® is valid at:
FS
Gate 1 – 24 / 7 Gate 2 – 0500 – 1730 Gate 3 – 0500 – 2100 (Sun – Sat) Gate 5 – 24 / 7 Gate 7 – 24 / 7 Gate 7C – 0500 – 1700
(M – F) Closed Weekends and Federal Holidays Gate 8 – 0500 – 2100 (Sun – Sat) Gate 9 – 24 / 7
HAAF
Montgomery Gate – 24 / 7
Wilson Gate – 0500 – 2100 (Sun – Sat)
Rio Gate – 24 / 7
d. If the RAPIDGate® Program is terminated for any reason, the contractor will be allowed access only through the 7 and 7C, FS and Montgomery Gate, HAAF.
7. IDENTIFICATION OF CONTRACTOR'S EMPLOYEES – RAPIDGATE® PROGRAM
a. These instructions apply for vehicle access to Fort Stewart and Hunter Army Airfield (henceforth referred to as FS and HAAF). Procedures for commercial vehicle access to FS and HAAF are subject to change without prior notice.
b. Each employee who requires access to FS and HAAF to perform work under any contract, at any tier, must obtain either a RAPIDGate® identification badge or a visitor’s pass to obtain access.
(1) A RAPIDGate® identification badge will only be issued to an employee, at any tier, if the employee requires access more than twice per week. A RAPIDGate® identification badge will only be issued to contractor employees if the contractor participates in the RAPIDGate® Program. The RAPIDGate® Program is a voluntary program. Companies must be listed on the Contractors Authorized List (CAL).
(2) Contractor employees, at any tier, who require access twice per week or less often or who do not participate in the RAPIDGate® Program shall obtain a visitor’s pass at a FS and HAAF at a Commercial Vehicle Inspection Point. The visitor’s pass can be issued for a maximum of 30 days at a time. Companies must be listed on the CAL and employees obtaining a pass must be sponsored.
Only those company employees listed on the CAL may sponsor other employees. Employees may also be sponsored by a military ID Cardholder associated with the contract.
c. The contractor shall provide information as required by the RAPIDGate® Program Contractor (RPC) to enable the RAPIDGate® Program contractor to conduct a criminal history background check (CHBC) on contractor employees who are to have access. The contractor is responsible for paying the RPC the fee per employee for conducting the CHBC and issuing the RAPIDGate® identification card. If the CHBC is not adverse, a RAPIDGate® identification badge will be issued by the RPC to the contractor employee. If the CHBC is adverse, the RPC is prohibited from issuing a RAPIDGate® identification badge to the contractor employee. If a RAPIDGate® identification badge is denied for any reason, the contractor employee may only enter the installation by obtaining a visitor’s pass; however, if the contractor employee does not meet the criteria for being issued a RAPIDGate® identification badge, the Government may, at its sole discretion, decide not to issue a visitor’s pass to the contractor employee.
d. If an employee no longer needs an identification badge for any reason (e.g., quits his/her job or no longer performs work under the contract), the contractor shall return the identification badge to the FS and HAAF within two (2) calendar days of such change. If the identification badge cannot be returned within the required time frame for any reason, the contractor shall immediately notify both the RPC and the Visitor Center verbally, followed up in writing the next work day. Email notification is authorized. An employee’s inability to obtain entrance to a Government installation because he/she does not have the required identification badge or visitor’s pass shall not excuse timely performance of the requirements of this contract. Badges are currently issued at the FS Registration Office, Bldg 226. The Government may change the location at which identification badges are issued or returned, with or without advance notice to the contractor. Any such changes shall not be a basis for adjusting the contract price under any clause of this contract.
e. RAPIDGate® identification badges shall not be reproduced or copied by the contractor, its subcontractors, or their employees. If an employee’s identification badge is lost, stolen, or reproduced, the contractor shall verbally report the loss, theft, or reproduction to both the RPC and the Registration Office on the day such loss, theft, or reproduction is discovered, followed by a written report of the circumstances to both the RPC and the Visitor Center within one (1) calendar day after the loss, theft, or reproduction is discovered.
f. Each contractor employee shall wear the RAPIDGate® identification badge while performing work under the contract. The identification badge shall be worn on the upper front of the outer garment unless precluded by OSHA regulation(s). The identification badge shall not be used for access to any Government installation except for performance of work under the contract for which it was issued.
g. The contractor shall, upon expiration or termination of the contract, collect all identification badges and turn them in to the COR.
