3. Description of Supplies/Services: One single contractor (integrator) who provides a complete system using multiple commercial off-the-shelf (COTS) capabilities to enable one solution that integrates the three following components together for a single system of systems approach: (1) In-car video (dash mounted surveillance camera and microphone fully integrated into the vehicle), (2) Mobile computer to support mobile computer aided dispatching (CAD) and (3) An accredited data center to store, access and archive law enforcement video. All COTS solutions will be documented in a single accreditation boundary by the contractor to meet Army cyber accreditation requirements.
This total package will be executed under the Army program name Mobile-Federal Law Enforcement Enterprise Technical Service (M-FLEETS). This is not a system name, but rather a program name to integrate multiple COTS capabilities with one system integrator. This acquisition will procure a fully accredited technical solution that will host, store, transmit, archive and capture law enforcement video in a full service “turn-key” solution.
1) If this justification request is not approved, Army law enforcement's ability to communicate and adjudicate criminal cases will be diminished in multiple states where prosecutors continue to pressure the government to provide video evidence of offenders who commit criminal offenses such as driving under the influence, assault, aggravated assault, various drug offenses, domestic violence and critical incident responses.
Garrison first responders and local, state and federal first responders will not have the level of prosecutorial evidence for Commanders and U.S. Attorneys that exists in the civilian law enforcement court system. In addition, not upgrading to this technical service solution will result in non-compliance with the Federal Information Security Management Act of 2002 (FISMA).
