(b) Volume II – Technical Capability (Factor 1)
(1) The Technical Volume shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the Offeror’s proposal. Legibility, clarity and coherence are very important. Your responses will be evaluated against the Technical factors defined in Section M, Evaluation Factors for Award. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Statements that the offeror understands, can, or will comply with the PWS (including referenced publications, technical data, etc.);
statements paraphrasing the PWS or parts thereof (including applicable publications, technical data, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will be considered unacceptable. Offerors shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the offeror's proposal. Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired.
(2) The Technical Volume shall, at a minimum, be prepared in a form consistent with the Performance
Work Statement (PWS) and the evaluation criteria for award set forth in Section M of this solicitation. The section shall be prepared in an orderly format and in sufficient detail to enable the Government to make a thorough evaluation of the contractor’s technical competence and ability to comply with the contract task requirements specified in the PWS. The offeror shall address as specifically as possible the actual methodology you would use for accomplishing the PWS tasks. The volume shall be organized according to the following general outline:

This spreadsheet shall be the government's property and it shall be created in a format to be used as a global tracking mechanism for the Government's benefit. The spreadsheet format may receive minor adjustments throughout the life cycle of contract to fit the customer's needs, hence the successful contractor should build the same which permits a certain degree of flexibility and ease of transmission from contractor to customer.
Sub-Factor 2: Staffing Approach/Key Personnel:

In this case, the company should provide legal documentation to support the existence of such a relationship.
b. If the company to be performing the work is a subsidiary of a parent company where the parent company is not financially responsible for the operations of the subsidiary, audited financial statements of a parent company are generally not a sufficient substitute unless the following condition exists:
(1) If the company obtains and furnishes to the PCO a written supplement to the CPA firm's existing statement regarding the parent company's financial statements, this supplement should clearly state that an independent auditor has reviewed the subsidiary's or division's financial statements as submitted in response to this RFP and has found the subsidiary/division to be an accurate representation of that business unit's financial condition as of the date of those statements.
(2) If the company to be performing the work is a joint venture, Limited Liability Company, or similar type of entity, the company should submit the financial statements of all the participating firms. The Offeror shall submit, along with the information required in this paragraph, a consent letter, executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of adverse past performance information to the Offeror so the Offeror can respond to such information. For each identified effort for a commercial customer, the Offeror shall also submit a client authorization letter, authorizing release to the Government of requested information on the Offeror’s performance.
b. In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the Offeror’s Past Performance Volume and information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and
Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; and may be obtained from other sources available to the Government, such as Defense Contract Management Agency
(DCMA) and commercial sources.
c. The Offeror shall include documentation regarding their relevant past performance. The past performance data shall document a successful history of past contract performance. To illustrate the Offeror’s past performance, the following documentation shall be submitted:
(1) The Offeror shall provide documentation outlining the Offeror’s past performance with contracts, as a prime or major subcontractor, which is the same or similar in nature, size, number of events and complexity to the services being procured under this Solicitation. The submittal shall include rationale on how it was determined that the work performed previously was the same or similar in nature, size, and complexity to the work specified by this solicitation. Non-Government contracts may be used if Government contracts are not available. The documentation shall be submitted in the following format:
--Contract Number, Award Date and Contract type.
--Price/Cost – original awarded AND final (or projected final, if contract is current).
--Delivery Schedule – original AND final (or projected final, if the contract is current).

any cost growth or schedule delays encountered. For any Government contracts which did not/do not meet original requirements with regard to cost, schedule, or technical performance, a brief explanation of the reason(s) for such shortcomings and any demonstrated corrective actions taken to avoid recurrence.
--A copy of any cure notices or show cause letters received on each contract listed and a description of any corrective action by the Offeror or proposed subcontractor.
d. Offerors are reminded that both independent data and data provided by Offerors in their proposals may be used by the Government to evaluate Offeror past performance. However, the burden of providing thorough, complete, and current past performance information as requested in this paragraph remains with the Offerors. In the case of an Offeror without a record of relevant past performance or from whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable” for the purposes of this evaluation.
(e) Volume V – Cost/Price (Factor 4) Price will not be scored or rated.
a. All pricing information shall be addressed in the completed RFP. Information shall be limited to CLIN level information as specified in Section B of the RFP.
b. All information relating to the proposed price must be included in electronic format.

Microsoft Office (2007 or earlier) as further delineated below, and files should not be read only or password protected. All Excel formulas, lookup tables, and links should be intact, and no link should exist to files not included with the submission. Excel workbooks should not contain hidden spreadsheets. PDF or flat files will not be considered adequate pricing. Failure to comply with these formatting requirements may result in rejection of your proposal. Offerors’ submittals shall be free of viruses, Trojans, spyware, and other malicious code for which appropriate detection and removal/quarantine software exists
c. Only CLIN level pricing information is required for the Firm Fixed Price (FFP) CLINs.
Certified cost or pricing data is not anticipated for the award of this contract since adequate competition is anticipated; however, the Government reserves the right to request such information should it become necessary consistent with Federal Acquisition Regulation (FAR) Subpart 15.4, Contract Pricing. For Other Direct Cost (ODC) and Travel Cost CLINS, use the Government provided Estimated Cost amount. If a material handling rate will be applicable to the NTE CLINs, provide the rate with your proposal, which will then become part of the contract.
Also note that fee will not be applicable to these Cost CLINs.
SECTION M - EVALUATION FACTORS FOR AWARD
The following have been modified:
EVALUATIONS FACTORS
B. BASIS FOR AWARD AND EVALUATION CRITERIA (Section M)
a. Basis for Contract Award

Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense Federal Acquisition

Proposed prices evaluated as unreasonable may be grounds for eliminating a proposal from competition.
(4) The offeror must complete and submit the Preaward Survey of Prospective Contractor Accounting
System Checklist to substantiate Accounting System Design and function relating to (Direct and Indirect) Cost
Accumulation and Reporting IAW with FAR Part 31.
(b) Award for All of the Work. The Government intends to award one (1) contract as a result of this solicitation.
As set forth in FAR 52.215-1 (f)(4), the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a), Clarifications and award without discussions). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In the event that discussions are held, a competitive range determination will be made. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
Evaluation Criteria
(1) Evaluation criteria consist of factors and Subfactor listed below. The proposals will be evaluated under four (4) evaluation factors:
Factor 1: Technical Capability
Subfactor 1: Management Approach
Subfactor 2: Staffing Approach/Key Personnel
Factor 2: Financial Capability Analysis
Factor 3: Past Performance
Factor 4: Cost/Price
(2) Volume II - Technical Capability (Factor I). The Technical Factor evaluation provides an assessment of the offeror’s capability to satisfy the Government’s minimum requirements.
Subfactor 1: Management approach – To be considered acceptable, the Offeror must be able to clearly explain in detail:
a. The level of understanding and detail will be evaluated to ensure an in-depth understanding of the contract requirements. The Government will evaluate the offeror's overall approach to manage all logistical aspects required to successfully book rooms, arrange for meals, arrange for child care, arrange for transportation, and other ancillary / allied services required to provide all 3000 training events, meetings, and other deliverables. The Offeror’s management structure of personnel, lines of communication, management control system, and scheduling approach will be evaluated to determine if they represent a sound, comprehensive and feasible approach. The management approach for adapting to changing priorities, enhancing customer service, ensuring adequate levels of performance are maintained, and procedures for problem resolution will be evaluated to ensure a sound and comprehensive approach. The event planning services as required shall be covering 3000 events per year in CONUS/OCONUS as well as six projected training events including reporting requirements.

There are approximately 750 events per quarter, with a blend of A & B events and C/D events, plus other training and travel, reporting, and record keeping requirements, each vendor shall describe how its staffing approach can cover these diverse requirements.
b. The proposed (2) two key personnel must have at least a bachelor’s degree from an
Accredited college or university plus (5) five years of experience in accordance with the PWS requirements.
Accreditation must be from either the Council for Higher Education Accreditation or the U.S. Department of
Education. A signed letter of commitment from the individuals named in the resumes.
The Technical Factors will be evaluated on an “acceptable” or “unacceptable” basis. The subfactor ratings will be used to determine an overall for the factor.

Requirements of the solicitation
(c) Volume III - Financial Capability (Factor 2)
Altman Z Score or Financial information and Business Credit Report
1. The Altman Z-Score, developed by finance professor Edward Altman will be used to evaluate Financial
Capability. A mathematical formula that generates a number that tells you how likely a company is to head toward serious financial difficulty in about two years or less. The Z-Score uses multiple corporate income and balance sheet values to measure the financial health of a company. For evaluation purposes, the Government will use the
Altman Z-Score for non-manufacturing/ service companies. This Z-Score is a linear combination of four (4) common business ratios, weighted by coefficients. Below is the Z-Score Model that will be used and the Zones of
Discrimination.
To be considered acceptable the offeror must demonstrate they are in the “Safe” Zone, which is a Z-Score above 2.6.
Z-Score Model: Z = 6.56X1 + 3.26X2+ 6.72X3+ 1.05X4
X1 = (Current Assets – Current Liabilities) / Total Assets
X2 = Retained Earnings / Total Assets
X3 = Earnings Before Interest and Taxes / Total Assets
X4 = Book Value of Equity / Total Liabilities
Zones of Discriminations:
Z > 2.6 = “Safe” Zone
1.1 < Z < 2.6 = “Grey” Zone
Z < 1.1 = “Distress” Zone
2. OR
Financial information and Business Credit Report: To be considered acceptable the offeror must be in good financial standing.
This factor will be evaluated on an “acceptable” or “unacceptable” basis.
Adjectival Rating Description
Acceptable Proposal clearly meets the financial responsibility of the solicitation
Unacceptable Proposal does not clearly meet the financial responsibility of the solicitation
(d) Volume IV- Past Performance (Factor 3)
The Past Performance Evaluation Team will conduct a structured past performance evaluation that examines an offeror's relevant and recent past performance record to determine its ability to perform as proposed. This will be assessed at the Past Performance factor level. The Past Performance evaluator will begin with the first proposal and evaluate it individually by documenting the results using the Past Performance Individual Assessment Form.
Potential sources of performance data are government sources such as Past Performance Information Retrieval
System (PPIRS), Federal Awardee Performance and Integrity System (FAPIIS), Contractor Performance
Assessment Reporting System (CPARS), and/or other non-government sources.
Past Performance evaluation will be performed as follows:
(i) The Past Performance evaluation team will review the past performance information (referenced contracts) provided by the offerors in their proposal and any other past performance information independently uncovered
(including joint venture partner(s) and major and critical subcontractor(s) past performance. The team will first determine if the past performance information is relevant or not relevant to the effort to be acquired (same or similar in nature of work, size, and complexity) and is recent (not more than three years for services from the date of issuance of the solicitation). To establish what is relevant for the acquisition, consideration will be given to what aspects of an offeror’s contract performance history would give the most confidence that the offeror will satisfy the requirements of the contract that is contemplated to be awarded as a result of the evaluation of proposals in the current procurement. Secondly, the team will determine how well the contractor performed on the prior contracts.
In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown or neutral past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”
(ii) If recent and relevant performance information is available for a referenced contract (or for a contract independently uncovered), then the members will use these for evaluation rating purposes. If adverse performance is annotated then the offeror shall be provided an opportunity to address the adverse finding.
(iii) Upon reviewing all of the past performance information for an offeror, the team will then rate the past performance factor utilizing the Past Performance Individual Assessment Report in accordance with the evaluation criteria and rating methodology contained in this SSP and Section M of the solicitation. Clarification requests entail the team contacting an offeror to clarify any annotated adverse past performance information or to determine relevancy. The Past Performance evaluators shall prepare a written Past Performance Report of their findings.
Past Performance Acceptable/Unacceptable Rating Method
Adjectival Rating Description
Acceptable Based on the offeror’s performance record, the
Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable Based on the offeror’s performance record, the
Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
(e) Volume V – Cost/Price (Factor 4)
Cost/Price will not be scored or rated. The offeror’s proposed Cost/Price will be evaluated for reasonableness and balance.
(1) Reasonableness: Price analysis will be performed on the FFP CLINs. The existence of adequate price competition is expected to support a determination of reasonableness. Other price analysis techniques in accordance with FAR 15.404-1(b) may be used to further validate price reasonableness. If adequate price competition is not obtained, then the Government reserves the right to request Certified Cost or Pricing Data should it become necessary consistent with FAR Subpart 15.4, Contract Pricing. Unreasonably high prices, as it applies to the FFP
CLINs, may be grounds for eliminating a proposal from competition.
(2) Balanced Pricing – Offerors are cautioned against submitting an offer that contains unbalanced pricing.
Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques.
Offers that are determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the
Government.
(3) Total Evaluated Price (TEP) – The TEP to be used for determining best value will be calculated as follows:
(a) The evaluated price for the FFP CLINs (0001,0002,0007,0008,) is the unit price proposed for the CLIN multiplied by the quantity specified in Section B of the RFP for that CLIN.
(b) ODC Cost CLINs and Travel NTE CLINs - The evaluated price for these CLINs is the amounts provided by the Government plus the material handling amount proposed by the offeror (The material handling amount is the product of the amount provided by the Government and the material handling rate proposed by the offeror).
(c) As part of price evaluation, the government will evaluate its option to extend services
(see FAR Clause 52.217-8) by adding one-half of the offeror's final price from year three to the offeror's total price. Thus, the offeror's total price for the purpose of evaluation will include the ordering period from (1 st year ordering period (1-12 months), 2 nd year ordering period (13-24 months) and 3 rd year ordering period (25 – 36 months), and 1/2 of the 3rd ordering period. Offerors are not required to enter a price for the six-month period.
(d) The sum of all the CLINs’ evaluated price represents the TEP.
