C. Request for Information and Responses have been included below:
Q1: Would the Government like to see anything other than what is listed under “52.212-1 ADDENDUM” included in submittals, such as past performance, technical approach, references, etc.?
A1: No
Q2: The schedule listed in 5.1.11 does not match Technical Exhibit 1 (for example, the schedule says “Award + 90 – Five filming locations complete.” but the Technical Exhibit says “Award + 90 – Three filming locations complete.”) Can you confirm which document/section is correct?
A2: Three filming locations complete
Q3: The PWS mentions 10 individual 30-second videos for each of the military colleges but only seven filming locations/military colleges. Can you confirm which is correct or elaborate on where the content for the 10 individual college videos will come from?
A3: Three locations were shot by previous vendor prior to COVID putting an end to that contract. The three :30 second videos will be edited from existing raw footage shot in 4K resolution provided by the government. Plenty of RAW footage is available for editing (more than enough for a :30 second video).
Q4: Of the 7 shoot locations, do any of those productions need to happen concurrently or can they happen in sequence? That is, are concurrent events taking place at the various shoot locations that would require additional crews to capture those events, or can a single crew visit each location one at a time?
A4: A single crew can visit each location one at a time. It is recommended that schools in the same state be shot during the same week to reduce travel costs.
Q5: Can accommodations be made for the crew to perform a brief site visit/scouting day the day before each shoot?
A5: The crew can conduct a site visit and meeting the day prior to shooting at each location.
Accommodations for the meeting will be made by the hosting ROTC Program at each location.
Q6: In relation to “5.1.5 The Contractor shall provide the Director and Producer to scheduled meetings hosted by the government point of contact at each shooting location,” can these meetings be scheduled the day before the shoot in conjunction with a site visit or should we plan for multiple trips to each location?
A6: The meeting for each location will be held the day prior to each shooting day.
Q7: Can the Government provide a qualitative description of what specific activities are of interest at each of the 7 shoot locations (will it primarily be interviews and b-roll or will there be specific events/activities that will need to be captured)?
A7: There will be special events and special units available at each shooting location. Some will be staged, other times will be actual training taking place. Interviews of Cadets and Cadre will be conducted at each location.
Q8: Is it possible (if needed) for the crew to split up during a portion of the production day? For example, if one crew member needs to capture b-roll while another conducts interviews.
A8: Yes, maximizing the time spent at each location is encouraged as long as it doesn’t take away from quality.
Q9: Will the contractor be expected to develop action in the script or would we only be recording prescheduled activities?
A9: A script is developed, but not set in stone. If director/producer has changes which will improve the product, we are all for it. Coordination calls will be made with the school prior to each visit with enough lead time to find the uniqueness of each school and schedule activities.
Q10: Example of what is expected is the outdated Military College Video which can be located at the following link: Caution-https://www.goarmy.com/videos/play/learning-to-lead-a-profile-on-leadership-army-rotc.html < Caution-https://www.goarmy.com/videos/play/learning-to-lead-a-profile-on-leadership-army-rotc.html > Is it possible to share the previous media/video production who created the sample video already created for you?
A10: The company does not exist anymore.
Q11: Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?
A11: New Requirement. No incumbent information available.
Q12: We are a Woman Owned Small Business (as declared on our SAM profile) but we are still in the process of getting accepted into the SBA WOSB directory. If this is still “in process”, would we be considered for this award?
A12: Unless your company has been certified as a WOSB, an award cannot be made.
Q13: Is there any sort of proposal showcasing our technical abilities, samples of work, past performance references and key personnel information required? If not, and without any knowledge of an offerors technical abilities, what is the Governments basis for award? Lowest cost?
A13: The award will be made to qualified offeror who provides the lowest price.
Q14: For the cost provided as part of our quote, does the Government require a detailed budget showing how the final cost was arrived at?
A14: No, only the final cost for the entire project is required. However, the travel CLIN will only be actual cost incurred with no mark-ups. When invoicing for the travel CLIN, documentation (mileage, tickets, receipts) may be required.
Q15: Has the Government already determined specific filming dates at each location? Will the winning contractor have any say in determining these dates? If the Government has already set the dates, are they scheduled so that the contractor can conduct one continuous shoot? This would significantly affect budget unless there is a separate Travel CLIN, but that does not seem to be the case. Please confirm either way.
A15: There are no set filming dates for each location as of yet. Dates will be determined through coordination calls between the Government POC, the winning Contractor and each school.
Q16: Is there a budget assigned for the scope.
A16: Funding/budget is not something we will disclose prior to award.
Q17: On page 5 of the document, we note the price format requires only one price. Do we need to show the breakdown of pricing for the different videos required?
A17: No, only the final cost for the entire project is required.
Q18: At 5.1.11 – it’s mentioned that Award + 270 - All 10 Individual 30 second videos completed. Is the above applicable for the 30 second college video for each military College (a total of 10 videos).
A18: Three locations were shot by previous vendor prior to COVID putting an end to that contract. The three :30 second videos will be edited from existing raw footage shot in 4K resolution provided by the government. Plenty of RAW footage is available for editing (more than enough for a :30 second video).
Q19: At 5.1.1.11 its mentioned as below – Award + 280 – Contractor provides 1st cut of videos in 5.1 for government review/approval.
Award + 310 – Contractor provides 2nd cut of videos in 5.1 for government review/approval.
Award + 340 – Contractor provides final product of videos in 5.1 to the government.
Is this applicable for the other 5 videos mentioned.
A19: Yes. All Videos will be due no later than this date.
Q20: This section indicates, “The deliverables are a master outline, scripts and storyboards” for a series of videos.” As this may have bearing on the allocated timeline, has the government prepared key themes or messages to be incorporated in the video products, or will this be determined during this body of work?”
A20: A script is developed for the video (which does have key message within it). Making this script “come to life” is dependent on the winning contractor.
Q21: This section indicates the majority of work will occur at seven college locations across five states. Since travel is required on a case-by-case basis by multiple personnel, would the government consider adding a cost-reimbursable CLIN to accommodate ad hoc travel?
A21: Cost of travel and shipping of equipment (if necessary) must be included in the bid and is the responsibility of the winning contractor. Schools in the same state can be shot in the same week to reduce travel costs.
Q22: This section indicates, “The Contractor shall provide the video production team and all equipment for filming at each of the ten locations discussed in 1.6.5 based on the following schedule...No Later Than (NLT) Award + 30 – Contractor is prepared to begin filming at designated locations.” While the contractor may be prepared to start filming within 30 days, the success of this project depends on the creation, approvals, and adoption of multiple scripts (one per location). Would the government therefore consider working with the contractor to set a filming/production schedule following a successful pre-production phase that determines each script? Or setting an overall pre-production phase for all videos?
A22: Government will work closely with the contractor on script development and pre-production coordination calls with each of the schools to determine scripts and schedule shooting schedule accordingly.
Q23: As a follow-on to the preceding question, can the government discuss its internal timeline for approvals process in order to adhere to the required timeline for each script or video? For example, how many days will the government require to review and approve a deliverable (e.g., script)?
A23: Approvals for deliverables will be completed within 24 hrs. in most cases.
Q24: The PWS identifies each college location and their respective designation as Senior Military College or Junior Military College. Paragraph 5.1. Basic Services, identifies deliverables for Senior Military College, Junior Military College, and Military College. Is the Military College video intended to be applicable to both senior and junior colleges?
A24: The Military College Video will entail both Senior Military College and Military Junior College information.
Q25: This section indicates, “The Contractor shall follow the government provided script during video production activities for the videos discussed in 5.1. Only the on-site government point of contact provided can approve changes to the script.” To clarify, does this refer to the government-approved script? Or does the government intend to provide scripts for the various videos. (Section 1.4.1 indicates contractor services as including script research, script writing, script editing, script review…)
A25: A script has been developed. It is not written in stone but is definitely a great starting point.
Q26: The government requests “an itemized invoice for service rendered at the completion of the contract.”
Would the government accept incremental invoices or invoicing per project milestone to alleviate the financial burden on small businesses? Would progress payments be accepted in accordance with Wide Area Workflow instructions (252.232-7006) and, if so, how would progress payments be allocated?
A26: Yes, incremental invoicing will be allowed, and will be accepted based on work performed.
Q27: PWS Section 1.6.5 indicates the majority of work will occur at seven college locations; PWS Section
5.1.11 states filming to occur at each of the 10 locations. Can the government clarify the number of locations?
A27: It is 7 locations.
Q28: Does this project fall under the higher simplified acquisition threshold for projects that "support contingency operations or to facilitate defense against certain attacks"?
A28: No
Q29: Will the government be providing B-roll, graphics or other production assets to be incorporated into the final deliverables?
A29: Government can provide B-roll footage if it already exists in the public affair library. Same with graphics.
Q30: In terms of talent, does the government intend primarily to highlights and faculty or will there be a need for on-camera talent?
A30: All talent shown in the videos will be at no charge. No on-camera telent is necessary. Voiceovers will be needed.
Q31: To confirm, does the following list (as referenced in A.8) represent the complete response for this RFQ or is there a technical volume that needs to be completed or samples that need to be provided:
● Completed and signed page 1 of the solicitation (SF 1449)
● Completed page 3 of the solicitation (Continuation Sheet)
● Completed pricing schedule-all CLIN(s)
● Complete all representations and certifications included herein
● Acknowledge amendments, if applicable
A31: No technical volume or samples need to be provided. Please refer to the solicitation as to what is required.
Q32: Since a crew/ shoot is not requested for Texas A&M, will the College be providing footage for their specific video?
A33: Previous contract shot hours of raw footage at Texas A&M and conducted interviews which will be provided by the government
Q33: What is meant, or expected, of discount terms in block 12 of the Solicitation/Contract?
A33: That block is for Contracting use only.
Q34: Under Item 1, General information, please define what is expected with website hosting support. Is that for hosting the final videos? If so, what length of time is the hosting required? If it’s for something other than hosting the final videos, please define what the requirement is.
A34: Disregard website hosting. The video will be hosted on our web site located on goarmy.com.
Q35: There seems to be a discrepancy in the description of the tasks in Section 1.1 and 5.1. (same tasks, slightly different way they’re described.) Can you confirm that there are total of 15 videos including the 10 (:30 second individual college videos)?
A35: There are a total of 15 videos.
Q36: The solicitation states a total of 15 video deliverables across seven locations. You outline the need for ten individual college videos. Only seven colleges have been identified. Please clarify.
A36: Three locations were shot by previous vendor prior to COVID putting an end to that contract. The three :30 second videos will be edited from existing raw footage shot in 4K resolution provided by the government. Plenty of RAW footage is available for editing (more than enough for a :30 second video).
Q37: Are all of the videos cut downs of the full 15-minute piece or are these to be totally separate content pieces? Do the shorter pieces need to use separate talent from the longer video or can the same talent be included in both?
A37: These videos can (not mandatory) use the same footage from the 15-minute footage, but will focus more on what makes that particular school special. The same no-cost talent can be used in both.
Q38: What is the time commitment for iWATCH training for the contractor and all associated sub-contractors?
A38: Training should be completed within 30 calendar days of contract award and within 5 calendar days of new employees’ commencing performance on active contracts (in the case of personnel changes).
Q39: Will crew travel be considered as a separate budget item under this solicitation or is the agency expecting local crews?
A39: A travel CLIN has been added with an amount that will be applied to each contractor proposed price. All travel and shipping expenses are the responsibility of the awarded contractor.
Q40: Is the expectation that there will be just one filming day per location? Or will multiple days be required (ie: allowing time for multiple interview set-ups at each school as well as filming of b-roll, etc.)
A40: The expectation is that there will be a prep-day (Meeting, site visit and one shooting day (Interviews, training, B-roll…)
Q41: Will MICC/Fort Knox assist with identifying and securing individuals to be included in the recordings at each location?
A41: 1st Brigade HQ and individual schools will assist with securing individuals at each location.
Q42: Will MICC/Fort Knox be defining actual filming locations at each school and assist with securing those locations?
A42: 1st Brigade HQ and individual School POCs, in coordination with the awarded contractor, will define wants and needs at each location. School POCs will assist in securing locations.
Q43: Item 5.1.6 states that the contractor shall provide for all retakes at the locations. Given the number and various locations of the schools involved, under an FFP this can create an undue financial burden on any contractor as it indicates possibly having to travel back to each location multiple times. What are the parameters under which MICC/Ft. Knox anticipates needing to do re-shoots? Can the MICC/Ft. Knox provide a limit to the number of trips to each location that will be needed? Or is this something the contractor can define in their proposal?
A43: No shooting location should have to be visited twice unless footage becomes corrupt and unusable.
Re-shoots should be accomplished prior to departing each location.
Q44: How would additional travel be compensated under the above circumstance?
A44: Travel is the responsibility of the awarded contractor.
Q45: Please confirm 4K deliverables.
A45: All footage will be shot in 4K.
Q46: Are meetings expected to be in person or are video conferencing/virtual meetings acceptable?
A47: Kick-off meeting in person, all others can be virtual.
Q48: What are the 508 requirements for the 15 video deliverables?
A48: Everyone will have equal access to the final videos once they are completed.
Q49: Are there specific instructions offerors should follow re: information to be included in or formatting of their responses?
A49: No special instructions to follow
A50: Can you extend the deadline for responses to 11am on Friday 17 September or at least to 11am on Wednesday 15 September?
A50: No extension will be made.
Q51: Technical Exhibit 1 (performance requirements) indicates a POP of approximately one year. Technical Exhibit 2 (Deliverables schedule) seems to indicate a single invoice is to be submitted only at the end of the project. Is it possible to invoice for work completed monthly? Alternately, is it possible to invoice based on 6- 8 milestones throughout the year pulled from the performance requirements?
A51: Incremental invoicing will be allowed, and will be accepted based on work performed.
Q52: Is there an incumbent video production supplier associated with this agency?
A52: New Requirement. No incumbent information available.
Q53: What company produced the sample video provided in the RFQ?
https://www.goarmy.com/videos/play/learning-to-lead-a-profile-on-leadership-army-rotc.html
A53: The Company who produced the sample video no longer exists. Kolar Advertising.
Q54: What media production companies has MICC Fort Knox worked with in the past?
A54: Chenega Enterprise Systems & Solutions, LLC (ChESS) is one, there have been many others
Q55: What is the budget range or funding allocation for this solicitation?
A55: Funding/budget is not something we will disclose prior to award.
Q56: Has a cost estimate (GICE) been executed? If so, what was the outcome?
A56: Funding/budget is not something we will disclose prior to award.
Q57: What is the evaluation criteria for the quotes? We believe we can bring value through our experience and expertise with these types of shoots and the significant planning involved.
A57: Only price is considered.
Q58: Are permits required for capturing video on campus?
A58: No permits are required unless a drone is used for shooting.
Q59: Are there any locations anticipated off campus that would require permits?
A59: None at this time.
Q60: Is there a preference for drone footage? Are there any known drone restrictions at any of the shoot locations?
A60: No preference on Drone footage. Most schools require approval for drone footage. Would not be a problem getting drone approval at most.
Q61: What are the max number of interviews desired for each shoot location? Alternately, is there a target for the number of days needed to adequately capture interviews as well as events on campus for each location?
A61: In most cases, there are 4 Cadet Interviews and two ROTC Cadre Interviews. All will be done in one shooting day following a day of prep.
Q62: Please confirm footage is to be shot at eight (8) locations including The Citadel, University of North Georgia, Norwich University, Texas A&M, Virginia Military Institute, Virginia Polytechnic Institute, Georgia Military College, Valley Forge Military College. Page 36 specifies these 8 locations but page 44 does not include Texas A&M.
A62: Footage is to be shot at 7 locations. Texas A&M has already been shot by a previous contractor.
