Q26a. Referring to the below evaluation factor-
a. The requirement of the past performance/current work experience requirements are very stringent and very specific to the size and scope of the PWS. This may result in having an undue advantage to the Incumbent Contractor and may eliminate many other 8(a) small businesses such as us. Will government consider revising this to make it more generic and limiting it to having the work experience with Military HR and Personnel Support Services instead of just limiting it to the team size.
A: The size, scope and complexity will not be revised.
Q26b. Will government consider the combined capabilities, scope and experience of Prime and Sub for evaluating the relevance of the PP?
Sub-factor 3: Experience.
* The Offeror shall describe their relevant military human resources experience.
* The description shall include information on contracts and/or subcontracts that clearly demonstrate experience in performing work similar in size, scope, and/or complexity to the requirements of the PWS.
* Similar size, scope and/or complexity is considered:

* The proposal shall include rationale on how the effort is similar in size, scope, and/or complexity.
* Only experience within three years prior to the date for receipt of proposals is considered relevant.
* Experience of less than six months duration is not considered relevant.

* Subcontractor experience may not be substituted for experience of the offeror in overall management of the project.
* An Offeror without relevant contract and/or subcontract experience may submit data on prior contracts involving work experience of proposed key management personnel and their role in such cited contract.
* The Offeror shall include letters of commitment for proposed key management personnel if such personnel are not currently employed by the offeror.

A: See response to Question 4 above.
b. Is government expecting a PM acting as Chief, Military Personnel Division and a Project Manager/lead to be proposed?
A: The PM is the Chief, Military Personnel Division.
Q28. Incumbent contract Its requested to please provide historical team size and current structure that is in place for our further understanding and proposing a realistic Management plan.
A: See response to Question 3 above.

Phase-in period. The contractor shall have a phase-in period prior to contract start date, unless the contract is awarded to the prime contractor from the previous contract and maintains the PM.
The phase-in period shall be a designated period between contract award and contract start date as determined by the KO, not to exceed two weeks.

Our subcontractor does not currently process a facility clearance and their personnel will perform work that does not require a secret clearance, or only requires a NACLC.
Do subcontractors need a facility clearance at contract award? Our subcontractor is currently sponsored and pending a facility clearance.

A: This varies depending on the staffing plan. Typically, the requirement is for the PM, alternate PM, Soldier Readiness Chief and personnel conducting SRP/manifest operations, first class mail handlers, and personnel working system administration, automated systems security, and network managers.
Q39. In light of the ongoing health and safety crisis gripping the nation and the fact that the current stated proposal delivery requirement is hard copy shipped and delivered to Fort Knox MICC, has the Government considered either (a) an electronic delivery option and/or (b) a delay to the delivery requirement date?
Industry has to finalize proposals, go into production and then line up a shipper (normally UPS or FEDEX) or personally deliver the proposal to the MICC. As we all know there is a tremendous amount of uncertainty over the entire transportation industry in light of the growing crisis. As this crisis continues to unfold (and each day the direction seems to be more and more dire and restrictive), Industry has no way to know if we will have the ability to find a shipper who at that stage even has access to the base (As this currently due at 11AM CST on 27 March, industry really has to ship this NLT 25 March in order to assure a timely delivery ... under the current conditions we have concerns about the viability of that option). Please advise...
A: See response to Question 14 above.

A: The government will provide supplies, consumables, and/or material in direct support of the project upon request by the contractor and approved by the government funds managers.
Q43. The solicitation SCA Area Wage Determination and Solicitation PWS item 1.6.7 both address Holidays applicable to this effort. However, the SCA AWD references 11 paid holidays and the Solicitation PWS item 1.6.7 references 10 Holidays. How many Holidays should be accounted for in preparation of the SCA related rates?

Q67a. Is it estimated that full funding exists for this solicitation?
A: Yes, full funding exists for this solicitation.
Q67b. If so, is there an intended Maximum/Minimum funding threshold?
A: The government cannot provide information on the intended maximum/minimum funding threshhold.
Q68a. Is the McNamara-O'Hara Service Contract Act (SCA) Wage Determination in force with this RFQ? If so, can you advise a) What SCA/Wage numbers are applicable?
A: Service Contract Act (SCA) Wage Determination 2015-4681 is included in the solicitation, and is applicable to this requirement.
Q68b. And b) What City and State SCA Wage Determination takes precedence?
A: The city and state for this requirement is Fort Knox, Kentucky.
Q69. Does this requirement stipulate that the proposed bidder must hold an active Form DD254 Facility Clearance "Before BEING AWARDED” this contract?
A: See response on question 34.
Q70. If an active Form DD254 Facility Clearance is required will arrangements be made to assist and provide adequate time to process the required paperwork or are bidders without DD254 Facility Clearance not advised to participate?
A: The government will provide a DD 254.
Q71. For areas where strict requirements exist for an active Secret/Top-Secret Facility Clearance would government accept a Contractor Teaming Agreements (CTA) under The GSA Construct that fulfills Facility Clearance requirement?
A: The prime and subcontractor must meet minimum requirements in order for the government to accomplish validation of and processing all requirements for employees to obtain and maintain a CAC, and obtain and maintain a Secret security clearance for required positions.
Q72. For areas where strict requirements exist for the number and types of past performance as a PRIME Vendor; would the government accept a Contractor Teaming Agreements (CTA) under The GSA Construct that fulfills Past Performance requirements?
A: Past performance is not an evaluation factor; experience must be submitted to meet the requirements as included in FAR 52.212-1 and 52.212-2.
Q73. In reviewing the instructions in Section L for Sub-Factor 1 and comparing those instructions to the evaluation criteria for the same Sub-Factor in Section M, it appears the Government will be evaluating less content than what we are being asked to write to in the proposal instructions.
Specifically, Section L asks bidders to provide narrative describing "HOW the requirements of the Performance Work Statement (PWS) will be met," which would be a discussion as to HOW our employees would perform the work - which LCATs will do what, in what order, using which tools, etc."
Whereas, in Section M it says "Proposals will be evaluated to determine whether the offeror’s organization, management techniques, processes, controls and personnel will meet requirements of the PWS and whether the proposal provides the government with a high level of confidence of successful performance."
Section M suggests the evaluation will only include an assessment of how the bidders will MANAGE the work, processes we will follow, controls we will put in place to ensure quality, and the labor mix, etc. to perform the work.
Will the Government please clarify the requirements for SubFactor 1? And if Government expects to evaluate both a discussion of HOW our employees will perform the work and the Management of those employees and that work, will the Government provide more than 25 pages to cover it all?
A: Revised Addendum to FAR 52.212-1 and Addendum to FAR 52.212-2 provides revised Instructions to Offerors and Evaluation Criteria. The page requirement has been revised.
