PWS
PERFORMANCE WORK STATEMENT (PWS)
ARMY JROTC LEADERSHIP AND ACADEMIC BOWL 2019
1.GENERAL: This is a non-personal services contract to continue the planning, coordination, and execution of the 2019 JROTC Leadership and Academic Bowl (JLAB) for the United States Army Cadet Command (USACC). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to continue the process for planning, coordinating, and conducting the 2019 Army (JLAB) as defined in this
Performance Work Statement, except for those items specified as government furnished property and services.
The contractor shall perform to the standards in this contract.
1.1.1 Composition of the Junior ROTC program. The Army JROTC Program consists of approximately 4,000 instructors and 314,000 students in over 1,700 high schools throughout the United States, its territories, and Department of Defense Dependent Schools (DODDS) overseas. The program also includes approximately 22 National Defense Cadet Corps (NDCC) programs. Further expansion may be possible over the term of the contract.
1.1.2 Design of the Army JROTC Program. JROTC is a cooperative effort with the Army to develop citizen leaders through a process of student-centered instruction, challenging experiences, reflection, integrated activities, and academic and leadership competitions. The program contains 180 instructional and integrated activity hours for each of the four years. Together, subjects and activities develop skills in leadership, citizenship, life success, geography, and wellness. Instructors are allowed flexibility to organize classrooms based on the needs of their programs and cadet enrollment (e.g. total freshmen). Cadet leadership develops through assigned team roles, a military rank structure and promotion system, and mentorship -- juniors mentor freshmen, seniors mentor sophomores.
1.1.3 Accreditation. The Army JROTC program was accredited in 2005 and again in 2010 by the Commission on International and Trans Regional Accreditation (CITA)/ Southern Association of Colleges and Schools (SACS). The program has maintained accreditation continuously, most recently in 2015 through AdvancED.
1.1.4 JROTC learning outcomes & core abilities: JROTC uses program outcomes, along with core abilities, to communicate over-all learning outcomes to cadets, principals, school boards, parents, and members of the community.
These program outcomes describe what JROTC cadets will know and be able to do upon successful completion of the JROTC program:
1. Graduate prepared to succeed in post-secondary options and career pathways.
2. Make decisions that promote positive social, emotional, and physical health.
3. Value the role of the military and other service organizations.
4. Act with integrity and personal accountability as they lead others to succeed in a diverse and global workforce.
5. Engage in civic concerns that impact the community and society at large.
1.2 Background: In 2005, USACC began a leadership program to enhance the leadership, teamwork, academic, and citizenship skills of Army JROTC Cadets. The program culminated with an interactive symposium conducted annually at Virginia Military Institute (VMI) and Washington & Lee University. In 2008, Cadet Command sponsored a leadership symposium and an academic bowl (patterned after college academic bowls) to provide forums for high-performing cadets to study, plan, compete, and collaborate with their Cadet peers from across the AJROTC program. The Cadets also interacted with a diverse selection of notable leaders and guest speakers. The event also generated tremendous opportunities for positive media for AJROTC and its students highlighting; Leadership, Citizenship, Team Building and most important, academic focus. This program combined the Leadership Symposium and included a dynamic Academic Competition that included an on-line segment for thousands of Cadets as well as a resident segment for teams with the best scores.
The primary goals of JLAB are to (1) improve Cadet retention, (2) strengthen AJROTC unit leadership skills and capacity, (3) expand stakeholder perception of AJROTC as a viable academic and life-skills program, and (4) provide a return on investment (ROI) that encompassed the total Cadet population. The Commander, US Army Cadet Command recently executed its sixth year for JLAB. Feedback from participants up to senior leadership considers this a highly successful program to grow and strengthen the AJROTC program. Following the Army’s lead, the other Military Services are now participating in similar programs and other joint co-curricular activities.
1.2.1 JROTC Core Abilities. The JROTC Core abilities describe the broad, life-long skills that every cadet needs for success in all career and life roles. They are drawn from the over-all goals and values that drive the JROTC program. Core abilities are not learned in one lesson or course, but rather they are linked to lesson competencies in order to integrate or thread them throughout the JROTC curriculum.
1. Build a capacity for life-long learning
2. Communicate using verbal, non-verbal, visual, and written techniques
3. Accept responsibility for individual actions and choices
4. Participate as a good citizen in school, and the community, country, and world
5. Treat self and others with respect
6. Apply critical thinking techniques
1.2.2 Overview of the Army JROTC Leadership Bowl (LB) The LB targets incoming JROTC Cadets in leadership positions – primarily, this includes rising junior or senior cadets. Qualifying Cadets compete as a team (6 cadets: 4 primary and 2 alternates) in a three level web-based competition.
Following two levels of on-line competition, as a minimum, the top 40 leadership teams, within a controlled and managed environment, prepare for the face-to-face championship round by studying leadership theories, Army Values, JROTC curriculum content and the leadership lessons/principles /tenets of prominent military leaders, by developing an event-related experiential learning plan and by creating exportable products that will contribute to the improvement of JROTC unit administration and operation. The Army JROTC Leadership Bowl Competition aims to be a nationally recognized JROTC leadership competition created exclusively for Army JROTC Cadets. The purpose of the competition is to provide a national-level forum for JROTC cadets to compete. By participating, Cadets develop valuable skills and increase their capacity for leadership, citizenship, team competitions, and high- stakes test taking.
