Questions/Answers
1. Is the bottle a shaker bottle and requires a shaker? The term is referenced in the solicitation.
Answer: Yes, it is a water bottle requiring a shaker ball.
2. Is this the bottle you would like:
https://keystoneline.com/reg_info_us.php?item_number=0406
Answer: Yes, per the specifications included in the solicitation, the bottle shall be similar in style to the bottle referenced at this link, but with a flip top designed lid, black in color, to be used as a lid for a shaker bottle and the opening is @ 3/4” in diameter.
3. Do you have previous pictures of the two bottles PPI 933 and 612?
Answer: No, there are no pictures available. Please refer to the specifications, included in the solicitation, for details.
4. Also is there previous bid available for review?
Answer: No, there is no previous bid available for review, as this is a new requirement.
5. What is the required Water bottle capacity?
Answer: The water bottle capacity shall be 28 oz. per the specifications included in the solicitation.
6. The style number requested is not the same as the item you need. You requested item 0406 which is not a shaker bottle. Can you send the correct number for our reference?
Answer: This requirement is for a water bottle with an added shaker ball. Per the specifications included in the solicitation, the bottle shall be similar in style to the bottle referenced in the specifications, keystoneline.com item #0406, but with a flip top designed lid, black in color, to be used as a lid for a shaker bottle and the opening is @ 3/4” in diameter.
7. So you are looking for a custom bottle? You are looking for #0406 with the shaker ball as in the attached and the lid in the attached. Please confirm.
Answer: The solicitation asks for a water bottle with a shaker ball (Water/Shaker Bottle Combo) "similar in style" to the item referenced from keystoneline.com. The Government is not asking for that specific water bottle. As long as the proposed water https://keystoneline.com/reg_info_us.php?item_number=0406 bottle meets the salient characteristics (water bottle capacity, shaker ball, flip top design lid, measurements in ounces on ridge line of bottles, etc.) of the item described, the quote should be responsive.
8. The question for lid type pertains to the new solicitation for sport shaker bottles, with the understanding the main requirement is for hand grip bottle design as exemplified in the Keystoneline #0406. However, the #0406 model has a flip up straw type lid that is not 3/4" diameter and is not an actual shaker bottle type but a straw type lid drink bottle.
Therefore, the lid for a shaker bottle should be modified to shaker type flip top.
Essentially, based on your #0406 model hand grip type, both the lid and shaker ball have to be either modified or added. We are asking what type lid you prefer, there are several options.
Answer: The Government cannot confirm a preference between two (2) different types of flip top lids. As long as the proposed water bottle meets the salient characteristics (water bottle capacity, shaker ball, flip top design lid, measurements in ounces on ridge line of bottles, etc.) of the item described, the quote should be responsive.
9. I looked at Keystone’s item 0406 and it doesn’t seem like that particular bottle is a combo of water and shaker? Am I looking at the wrong bottle? Can you please advise or send me the link?
Answer: To answer your question, the Keystone’s item 0406 link is to a regular water bottle not a Water/Shaker Bottle Combo. The link was provided as a reference to water bottle style. Please note, the solicitation asks for a water bottle with a shaker ball (Water/Shaker Bottle Combo) "similar in style" to the item referenced from keystoneline.com. As long as the proposed water bottle meets the salient characteristics (water bottle capacity, shaker ball, flip top design lid, measurements in ounces on ridge line of bottles, etc.) of the item described, the quote should be responsive.
10. Will the 650,000 units be shipped as a whole, or will they be split up?
Answer: The Government anticipates spreading the quantities over the year with multiple delivery orders. Please note delivery orders are awarded at the customer's discretion as the need for the required product arises.
11. Do you require the product to be made 100% in America or is partially acceptable?
Answer: The Buy American Act is a preference, but not a requirement for this product.
Domestic end items (or items manufactured in the USA) and foreign item offers will be evaluated per regulatory guidance (see Federal Acquisition Regulation (FAR) Part 25 and Defense Acquisition Regulation Supplement (DFARS) 225 in particular) and the solicitation. In order to properly evaluate all quotes, the DFARS PROVISION 252-225- 7000, Buy American--Balance of Payments Program Certificate, must be completed and provide the country of origin. Please review the Buy American verbiage on page 3 of the solicitation and refer to the Buy American certificate beginning on page 41 of the solicitation.
12. Do you know what the required or expected quantities delivered per release are?
Answer: Delivery orders are awarded at the requiring activity's discretion as the need for the required product arises. Please note, delivery orders should adhere to the limitations set forth in the Order Limitations clause on page 33 of the solicitation.
13. How do you pay for the product, upon production or delivery?
Answer: The Government utilizes Wide Area Workflow (WAWF) for electronic payment upon delivery and acceptance. Please refer to the WAWF instructions beginning on page 43 of the solicitation.
14. How soon after you request a shipment do you expect it to be delivered?
Answer: The Government will allow 45 days for delivery.
15. Is a teaming agreement with the manufacturer acceptable to meeting this requirement?
