A. Line Items (CLINs) for estimated amount for travel is changed to read as follows:

FROM: “the contractor shall only bill for travel expenses that have been previously approved in support of

SPF Services, per paragraph 1.7. of the performance work statement included herein, travel will be reimbursed in accordance with FAR 31.205-46, profit, G&A and overhead on travel expenses are not allowed.”

B. Instructions, Conditions and Notices to Offerors, Page 3 of the solicitation, 4. Is changed to read as follows:

Proposals must be submitted to the address in #5 below on or before closing date/time set forth within

Block 8 on page 1 of the SF 1449 as follows: original hard copy of the proposal, CD (only) electronic duplicate copy of original proposal, shall be in accordance with block 11 on page 1 and block 14 on page 2, SF 30

(Amendment of Solicitation/Modification of Contract). See Solicitation/Proposal Requirements for additional proposal submittal instructions. Facsimile and e-mail offers will not be accepted.

C. Phase-in information is added to the PWS as follows:

Paragraph 1.32. Phase-in The contractor shall have a phase-in period prior to contract start date. The phase-in period shall be 7 days or the period of time between award date and start date, whichever is the lesser amount of time.

During the phase-in period, the contractor shall prepare to assume full responsibility for all areas of operation IAW the terms and conditions of this contract.

Paragraph 1.32.1 During the phase-in period, the contractor shall prepare to assume full responsibility for all areas of operation IAW the terms and conditions of this contract. The contractor shall take all actions necessary for a smooth transition of contracted operations. During the phase-in period, the contractor shall as a minimum:

Establish its Project Management Office (PMO

Recruit, hire and train necessary personnel

Obtain all required certifications and clearances, including personnel security clearances (if applicable)

Participate in joint inventories and sign for GFP;

Develop and submit any required deliverable

Accomplish any necessary training and obtain any required certifications

D. Offerors shall provide at least three responses to Past Performance Questionnaire which is provided in

Amendment 0002, Attachment VII Past Performance Questionnaire. Amendment 0002 has been posted to Federal

Business Opportunities website.

E. The required response date/time has changed from 13 June 2017, 2:00 PM to 16 June 2017 1:00 PM.

F. Complied Questions for Solicitation W9124D-17-R-0006

1. Ref: Solicitation Continuation Page, Page 6, CLIN 0001states “Contractor shall provide services during the phase-in period of 24 July 2017 through 31 Jul 2017 in accordance with section 1.6.31.2 if PWS…” We could not locate the referenced section 1.6.31.2.

Question 1. Will the Government provide the correct reference for CLIN 0001 and provide the requirements for contractor services during the phase-in period?

Answer #1.1:

Yes. Phase-in has been added to PWS and information may be found in Paragraph 1.32.

a) Paragraph 1.32. Phase-in: The contractor shall have a phase-in period prior to contract start date. Question 1.2. Will the Government be expecting the Technical Proposal to include a write-up of how the contractor will provide contractor services during the phase-in period?

Answer #1.2: Yes. The contractor shall prepare its intended services during the phase-in period in IAW the amended solicitation (See Answer #1.1 above).

2. Ref: PWS Paragraph 4.3.5, Page 92 states “Material handling costs and mail services (such as, postage/COD charges/courier/shipping costs, including those needed for maintenance/repair of items, except as noted within PWS paragraph 3.1.17.” We could not locate the referenced PWS paragraph 3.1.17.

Question 2.1. Will the Government provide the correct reference included in PWS Paragraph 4.3.5 or provide the information that was to be provided in PWS paragraph 3.1.17?

Answer #2.1: The reference of paragraph 4.3.5, Page 92 doesn’t reference 3.1.17., but references 3.17.6.

However, paragraph (3.17.6) is no longer in this final version of the PWS. It was a paragraph pertaining to mail services that are now provided in 3.24.

See paragraph 3.9.2.2. for the reference for requirement for maintenance/repair of items. The contractor shall be responsible for repairs that are $999.99 or less. If contractor requires an item/part for repair, the contractor is also responsible for shipping costs. In accordance with paragraph 5.7.2.1.2., the government will not pay for expedited shipping costs (overnight, etc.) unless prior approval is received from the COR.

Question 2. Since PWS 4.3.5 requires the contractor to provide material handling costs and mail costs referenced therein, will the Government provide offerors with historical costs incurred for such requirements for pricing purposes?

Answer #2.2: The government has no historical costs since this is internal to the contractor.

3. Ref: PWS Paragraph 3.9.2.2, Page 85, states “If the GFE is not under a warranty or a service agreement, the contractor shall be responsible for any repairs that are $999.99 or less. The responsibility of the government will be for any repairs costing $1,000.00 or greater.”

Question 3.1. Since the contractor is responsible for any repairs that are less than $1,000, will the government provide the number of equipment repair actions experienced by the contractor during previous fiscal years of the current contract?

Answer #3.1: The maximum amount provided on the previous contract for the contractor’s responsibility was $499.99 thus the requested information is not available.

Question 3.2. Will the government provide the total cost of equipment repair actions experienced by the contractor during previous fiscal years of the current contract?

Answer #3.2: The government does not have that exact data; however, routine equipment maintenance (see definition and 3.7.1. and 3.9.2.) averages about $2,300 per contract year.

4. Ref: PWS Paragraph 4.3.3, Page 91, states “General administrative items, facsimile services, tools, maintenance/repair/supplies/parts/services and other miscellaneous items, except as cited within PWS paragraph 3.

During the site visit, we noted that there was a copy machine outside the administrative office of the contractor.

Question. Is the contractor responsible for providing a copy machine for the contract?

Answer #4: Yes, the contractor is responsible for any items not provided under 3. GOVERNMENT-

FURNISHED PROPERTY/EQUIPMENT/MATERIALS/FACILITIES AND UTILITIES/SERVICES

(GFP/GFE/GFM/GFF/GFS) or Technical Exhibit B.

5. Solicitation/Proposal Requirements, Proposal Format and Content, item B.2 and Table 1 – Page Limitations.

Question. Does the Government desire a single CD that contains all proposal sections? Or one CD per Section

(One CD for Solicitation Documents, one CD for Technical Response, etc.)?

Answer #5: Table 1- Page Limitations is changed to read as follows:

Answer #6: CDs copies, only.

Question 7. Does the Government desire a hardcopy original and 3 copies of ONLY Section II – Technical

Response? Or original and 3 copies of all 4 sections? (Solicitation Documents, Technical Response, Past

Performance, and Price)?

Answer #7:

3. (b) Proposal Format and Content is changed to read as follows

b. Each proposal submission shall consist of the following:

(1) An original proposal submitted in paper format.

(2) An electronic duplicate of original proposal submitted on CD only (other types of media will not be accepted), and

(3) Three copies of each technical and past performance proposal (copies shall mirror the original technical and past performance proposal).

c. The paper version of the original proposal and all three copies of the technical and past performance proposal, shall be submitted in 3-ring, loose-leaf binders capable of lying flat when open, with all pages 3-hole punched.

8. Solicitation/Proposal Requirements, Proposal Format and Content, item B.2-B.3.

Question 8. How many total CDs does the Government require? How many total hardcopy binders?

Answer #8: See Answer #5

9. For the Past Performance volume, Question 9. Does the Government require any surveys or questionnaires from our customers?

Answer #9: Offerors shall provide at least three responses to Past Performance Questionnaire which is provided in Amendment 0002, Attachment VII Past Performance Questionnaire. Amendment 0002 has been posted to Federal Business Opportunities website.

10. Section 1.10.2 states that the Minimum Qualifications for the CM shall have a bachelor level degree in business administration, business management, marketing, graphic design, visual communications...

Question 10. Would the government consider a degree in Human Resources to be equivalent to business administration or business management since it is a business degree?

Answer #10: Yes. A bachelor in Human Resources is acceptable; all other qualification requirements for

CM remain the same.

11. Section 1.10.4 states that the ACM is a designated employee.

Question 11. Would the government consider not requiring the submission of this resume since it is a staff position and the contract is subject to the non-displacement requirements?

Answer #11: No. The requirement for the resume remains as stated in the solicitation.
