Department of Army FAR Part 6 Justification and Approval for Other than

Full and Open Competition

1. Contracting Activity: Mission and Instillation Contracting Command - Ft Knox, 199 6th Avenue, Suite 250, Ft Knox, KY 40121.

2. Description of Action: The United States Army Marksmanship Unit requests an award of a firm fixed-price requirements type contract utilizing FY16 Operational and Maintenance, Army (OMA) funds for the purchase of repair parts and expendables for the SIUS Automated Electronic Precision Target Scoring System on an as required basis for the base year and two one-year option periods. The estimated value of $1,095,610.71.

Options will be evaluated at the time of award. This requirement is for the US Army Marksmanship Unit (USAMU), Fort Benning, Georgia. The performance period for this contract will be from 23 Sep 16 through 22 Sep 17, with two one-year options periods.

Contract award will be made to the incumbent contractor who is also the manufacturer and only provider of parts for the SIUS target scoring system. The current contract expires on 31 Aug 16.

An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).

3. Description of Supplies/Services: The contractor shall provide replacement/expendable repair parts and software upgrades for the SIUS Automated Electronic Precision Target Scoring Systems for the USAMU, Fort Benning, Georgia.

Base Period: 23 Sep 16 to 22 Aug 17 Value:

Option Period 1: 23 Sep 17 to 22 Aug 18 Value:

Option Period 2: 23 Sep 18 to 22 Aug 19 Value:

Total: $1,095,610.71

4. Authority Cited: 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Reason for Authority Cited:

a. Authority. As described at FAR 6.302-1(a)(2), when the supplies or services required by the agency are available only from one responsible source, or for DoD, NASA and the Coast Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition shall not be provided for repair parts and expendables and software upgrades for an existing SIUS Automated Electronic Precision Target Scoring System.

The contract will allow the US Army Marksmanship Unit (USAMU) to order repair parts and expendables and software upgrades for their existing SIUS Target Scoring System on an as-needed basis. Georgia, and the target scoring system is used on a daily basis in supporting Train-the Trainer courses, various national and international marksmanship training events, as well as hosting inter-service, national and international marksmanship competitions. The parts and expendables shall be used to maintain the current system by allowing the unit to replace worn out or inoperative parts due to normal fair wear and tear.

b. Alternatives: The system was purchased over 18 years ago and SIUS is the original manufacturer. Replacement parts to fit the system are only sold by SIUS Target Systems USA, Inc. There are currently no other manufacturers or distributors that can provide replacement parts for the target scoring system. Purchasing a new system will cost significantly more than maintaining the existing system. SIUS is the only target system currently certified by the International Sports Shooting Federation (ISSF) to conduct/qualify for international and Olympic shooting slots/competitions.

c. Justification:

1) The SIUS Automated Electronic Precision Targeting System is vital to the accomplishment of the instruction, training, and competition missions of the USAMU.

Failure to provide replacement parts and expendables shall reduce the amount of training time for shooters due to inoperable ranges, thereby impacting on the competitive advantage maintained by the USAMU professional shooters and instructors.

2) Prior Acquisitions: The system was purchased over 18 years ago, maintaining current system would be more cost effective to the government than purchasing a new system which would cost significantly more and this is the only system that is used in International Shooting competitions such as World Cups and Olympics.

d. Impact: Failure to provide replacement parts and expendables shall reduce the amount of training time for shooters due to inoperable ranges, thereby impacting on the competitive advantage maintained by the USAMU professional shooters and instructors.

This target system is vital to the accomplishment of the instruction, training, and competition missions of the USAMU.

6. Efforts to Obtain Competition: Competition was not feasible for this action based upon the information provided in paragraph 5. SIUS Target Systems USA, Inc is the only authorized licensed dealer of SIUS products in the United States.

SIUS remains the sole provider of this support. USAMU will continue to perform due diligence with SIUS regarding future quotes, but as long as USAMU continue to utilize this target system, and as long as it is owned by SIUS, a sole source relationship is required in the absence of other resellers. There are no known actions that will allow USAMU to overcome the competition barriers for this requirement.

7. Actions to Increase Competition: There is only one dealer in the United States that is authorized and licensed to sell SIUS products. Market research did not reveal any vendors that could interface with or service existing SUIS’s equipment. MICC-Ft Knox released a sources sought notice on 18 July 2016 in order to increase competition. No

Version – MAY 2016 FOR OFFICIAL USE ONLY potential sources responded. To date, no other sources have written to express an interest. At the time, when the system is replaced, the Army will consider use of other target systems if there others that meet standards.

8. Market Research: Market research is limited due to the availability of vendors of the product, as there is only one authorized company that sells the SUIS products in the Unites States. No other product can be substituted as there is only one official targeting system that the shooting governing body recognizes.
