1. Can you please be more specific about the amount of hours and posts? I went through the PWS and determined the following under 5.3.2 Reception desk building 1947 24/7 which is 8760 hours per year, under 5.3.3 Alarm monitoring building 1947 24/7 which is 8760 hours per year, under 5.3.4 Door monitors for four locations – lobby, west, east and north doors, 0700-1700 5 days per week excluding Fed holidays- 10 hours per totaling 10040 (10 hours multiplied by 251 days for 4 posts) the other requirement is for random security checks and perimeter checks under 5.3.10 and 5.3.11- only listed as 4 times and 6 times per day. I cannot seem to balance the hours other than the managers at 2080 with this information on page 40.
A. The south access typically has two personnel, one at reception/information and one as the alarm monitor, this post is run 24 hours a day 7 days a week, even on holidays. The north, west and east entrance has one person who pulls alarm and monitor duty, they work from 0600 to 18:00 Mon thru Friday. 208 hours per week times 52 weeks. These hours are typically broken up by several individuals who rotate. 200 hours per week times 52 weeks
This is how the hours break out.

20. The NISPOM indicates an organizations Facility Clearance Level (FCL) must be commensurate with the level of classified information received. Since the Access Control Manager must possess a Top Secret Clearance, the NISPOM indicates the contractor must possess a commensurate Facilities Clearance. For example, a contractor with a Secret Clearance would not be eligible to initiate the required Period Review or clear a Manager to Top Secret. Request that the Facilities Clearance Level be changed to Top Secret to avoid any inadvertent non-compliance issues.
Also, the request that the contractor Facility Clearance Level be added as an evaluation criteria, to avoid any confusion on the technically acceptable requirement.
A. The Contracting Officer has made a determination of the evaluation criteria for this requirement.
21. Can the government provide historical workload data for the Access Control Specialists as was provided for the Access Control Manager, Receptionist/Information Specialist, the Alarm Monitor Specialist and the Door Monitor?
A. You will have to determine the number of hours, based on the workload data provided for the other positions.
22. The response due date on FBO webpage says 11:59pm on 12/6/17, however the solicitation says 12:00am on 12/6/17, which is Midnight on Wednesday morning. The difference in the times constitutes a 24 hour discrepancy in the due date. Can you please advise when proposals are due. Would recommend changing to 11:59pm to avoid any confusion.
A. The submission date has been corrected, refer to amendment 0002 of solicitation W9124C-18-R-0002.
23. The door monitor shows the same estimated workload as the two 24/7 positions. However, in the PWS (page 13 Section 5.3.4) it states it’s a 0700 to 1700 position. (and it still states 0800 to 1700 on M-F in Section 1.6.4 on page 3) My take on the positions is as follows:
ACS Manager 0800-1700 with 24/7 access (Top Secret Clearance)
Access Control – Reception/Information 24/7 (Secret Clearance)
Alarm/CCTV Monitor – 24/7 (Secret Clearance)
Door Monitor – 24/7 (Secret Clearance)
Can you please confirm that is correct or clarify the hours for us?
A. See response to question 1.
