1-SET OF QUESTIONS
Q1.1) Was this answered?
A1.1) Yes all items that will be provided by the Government are listed on the GFM list. All other items that will be needed to complete the project are the Contractors responsibility to provide.
Q10.1) Is this water acceptable for use in the Mortar Mix or is it non potable containing harmful contaminants that will interact with the Mortar Mix?
A10.1) We listed the point of where to get water to perform the job for this project. This water is not contaminated.
Q11.1) I understand that this project is NOT a design build. Why is there reference to "design submittals" not "product submittals"?
A11.1) This is under the general section of the SOW; the contractor will be required to verify all utilities/facility drawings provided under this project. This means that the Contractor will be required to verify that there is no interference from other utilities/facilities in the area where this project will be conducted. Secondly, if you reference section 4.0 you will see the requirements for submitting materials and products that the contractor is responsible for on this contract. Please note that the Contractor will be providing a final as-built set of drawings, O&M, Warranties, etc. for this project.
Q16.1) No additional drawings were provided in Amendment 1 for the concrete, please advise.
A16.1) The only interior concrete to the elevated pads that are required is a small pad to support the electrical power supply box and the communication box, please reference the additional photos that were provided under Amendment 0001. Please note that the pad for the wind sox will be same size as they will have the same electrical and communication system.
Q22.1) Please address the last part of the initial question.
A22.1) The Government furnished materials (GFM) are the materials that the government is providing for this project. When this contract is awarded, the Government and the Contractor will perform an inventory of said materials to verify that the quantities match what is on the GFM list.
Q23.1) What is this new location distance from the onsite location?
A23.1) The distance from the current supply holding area to the end of the runway is approximately 1.5 miles.
Q26.1) This question was not asking about installation requirements. Are all electrical materials and components Government Furnished Contractor Installed (GFCI)? Are we supplying any electrical items?
A26.1) No, as referenced, the GFM are the only materials that the Government will be providing (to include the fiber optics cable) – the nuts, bolts, fittings and other miscellaneous items will be provided by the Contractor.
Q27.1) This response contradicts a subsequent question regarding special inspections. Does a 3rd party (special inspection) have to conduct the compaction test or can this be completed by the contractor by means and methods used in the industry standard?
A27.1) No, all density testing will be performed by a 3rd party, this also goes for concrete testing if concrete is brought in from an offsite batch plant.
Q30.1) This is a confusing response. If the wire has not yet been purchased, why are we being required to relocate it? Why can't the wire be delivered to the correct final destination?
A30.1) The GFM is being off-loaded in a secured area close to this project. This secured area is within 1.5 miles of the furthest point of work to be conducted. These materials cannot be pre-positioned near the job site at this location is unsecured.
Q32.1) It is unclear what information this response is providing. What are these utility boxes made of and what are their dimensions?
A32.1) If you review Amendment 0001, a diagram was added that shows the 48” x 48” x 48” Pull Box which is made of concrete with a Traffic Rated lid.
Q36.1) If there are no J-dowels, and no drawings have yet to be provided, please provide more information on how the vertical bars are to be connected.
A36.1) The Government has purchased straight rebar and the Contractor will be required to bend their own L-shaped bars for the footings which will extend out of the footing and tie the block to the footings. Please reference these requirements to the Uniformed Guide Specification, which was added to the SOW along with the internet address under concrete requirements.
Q43.1) Please confirm the contractor can perform compaction testing in house to determine 95% compaction using means and methods of industry standards.
A43.1) Please reference question and answer 27.1 above.
Q1.1) There is confusion on the bid form, the Bid schedule in the bid documents are a single CLIN, Is there another bid form or bid schedule? Also It is unclear as we are we're understanding the SOW that the 22,000 lf of conduit is provided by the govt. Please Advise.
A1.1) There is not another schedule, the list of GFM in the SOW is the materials that the Government has already purchased for the contractor to use on this project. We are asking the Contractor to bid on the installation of said materials and provide all the necessary associated items to complete the construction of this project.
Q2.1) Please provide more information, it is unclear how these developed lengths have been determined. Please provide more information on the length of power excavation and the length of the communication excavation.
Also, please provide a GEOTECH that provides information regarding the soil classifications to be anticipated. Who is responsible if "hard" excavation conditions are encountered?
A1.1) The Government has determined the length as 11,000LF for electrical trenching, and 11,000LF ad 150LF for the communication trenching (two locations). These dimensions were determined by onsite measurements performed by the Government. There is no GEOTECH provided for this job, it is based on past projects in this area.
If there is an area that is determined to be a higher GRADATION of material being excavated, it will be reviewed at that time. The Government cannot provide answers to unforeseen conditions.
New Question) It would appear from answers in the Q&A that information has been provided to those that attended the Non-mandatory site walk that has NOT been conveyed to all others. Please provide a response of all questions that were asked on site with their appropriate response so that no competing contractor has an unfair advantage over those that did not attend the site walk.
ANSWER TO NEW QUESTION) All questions that have been asked either on the Job Site Walk or by email have been answered and are part of Amendment 0001.
Please provide a copy of the site visit sign in sheet.
A copy of the site visit sign in sheet was provided in Amendment 0001.
Amendment 1 4Q -Update the Material list 4A- Will be provided in the Amendment. The material list provided in the amendment is the same one that was in the original documents. The fiber optic cable was supposed to be on the new material list.
ANSWER) The Government missed having the Fiber Optic Cabling as being provided by the Government, this material is already on site and will be provided to the Contractor. The material list was updated and added to Amendment 0001 with the revisions.
