QUESTIONS AND ANSWERS
Refuse Collection Q&A
ITEM NO 0001 Refuse Container Collection.
Q. Should the Unit Price include costs only for scheduled collections per Attachment 0002 – up to 620 container services per week.
A. CLIN 0001 unit price is based on a monthly basis for regular schedule collections.
Q. Should the Unit Price include the projected cost of disposal?
A. CLIN 0001 states Refuse Collection and Disposal
ITEM NO 0004, 0005, 0006 Disposal Charges.
Q. Will the contractor be paid the Unit Price for actual tons delivered to the designated disposal facility?
A. Yes, Unit Price will be paid per actual ton delivered in CLIN 0004, 0005, 0006
Q. If non-contract waste is collected in conjunction contract waste, how should contractor segregate those tons for billing and payment?
A. No Non-Contract Waste should be picked up in this Contract. Only Contract Waste.
Q. Are contractors prohibited from performing collection services on any of the federal holidays listed?
A. See Page 20, Section 1.3 Federal Holidays.
Q. What does the maximum weekly container service limit of 620 include? Attachment 0002 – Collection Schedule indicates there is a maximum of 525 scheduled container services in any given week, so 620 would indicate an increase of 18%.
A. When the contract solicitation was originally started, there were 572 services a week.
Due to monitoring usage and buildings closing for/ opening after renovation, along with other circumstances, the number has dropped to 514. That could change as buildings close or come back on line after renovation along with the other circumstances mentioned.
Section 5.15.3.1(a) states - Increase or decrease the number of refuse containers to be emptied during any given week by not more than 8%. Maximum weekly container service limit would be 620.
Q. Should FAR at 52.222-17 <https://www.acquisition.gov/sites/default/files/current/far/html/52_222.html#wp1147587> , Nondisplacement of Qualified Workers be part of this contract?
A. This clause is already included in the solicitation by reference.
Q. Would the Government please provide the Event, Number of Dumpsters and Date that Special Events Refuse Collection is to take place for CLIN X002.
A. An example schedule from the 2010 bid has been provided.
Q. Does Section 5.15.3.1 (b) Change the locations of the containers to be emptied within the collection area, refer to the government changing the location of the containers with their own vehicles or to the contractor being asked to change the location of the containers with their own vehicles? If it is the contractor’s responsibility to change the location of the containers, how often has the historically been requested?
A. The Government will change the location of the containers with their own vehicles.
Q. Will the total number of scheduled “dumps” at the start of the contract be 514 as shown on the Collection Schedule?
A. The number changes as buildings are closed for renovation or come back on line after renovation along with other circumstances.
Q. Could you please confirm whether the CLINS for Landfill Tipping Fees, State Solid Waste Fees and Environmental Fees x004, x005 and x006 are allowed to include a markup for overhead and profit?
A. No, you are not allowed to include a markup for overhead and profit.
Q. CLINs X004 Landfill Tipping Fees, please clarify whether it is the Government’s intent to reimburse the contractor for landfilling tipping fees based upon the Unit Price bid in the CLIN or the actual cost of disposal incurred based upon the submitted landfill statement required under 5.14.2.
A. Unit Price
Q. CLINS X0005 State Solid Waste Fee and X0006 Environmental Fee, please clarify whether it is the Government’s intent to reimburse the contractor these fees based upon the Unit Prices bid in the CLINs or the actual cost of each incurred based upon the submitted landfill statement required under 5.14.2.
A. Unit Price
Q. If it is the Government’s intent that landfill tipping fees and associated State and Environmental fees should be a pass through expense then this should be clearly specified in the PWS or CLIN narrative.
A. Will be revised and addressed in CLIN narrative.

A. Noted and corrected in the solicitation
Q. Page 63 Section II Price Submission states Section III must be clearly marked “Section III – Price Submission…” Yet the Paragraph heading indicates that the Price Submission is Section II. Please clarify this inconsistency.

The following have been modified:
EVALUATION CRITERIA
Basis for Award:
The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation and judged by overall assessment of the evaluation, represents the Lowest Priced Technically Acceptable offer. The following factors shall be used to evaluate offers:
Factor 1: Past Performance Factor 2: Price
EVALUATION CRITERIA
PAST PERFORMANCE – SECTION I – No page limit
Factor 1: Past Performance Offeror is required to identify and submit recent and relevant performance/experience information from at least three
(3) but no more than five (5) Federal, State, or Local Government task orders or contracts that the Offeror has performed. Recent is defined as within the past three (3) calendar years from the closing date of this RFP.
Relevant is defined as work performed that is similar to that anticipated by the PWS. Each narrative shall also include contract number and amount: the name, telephone number, and email address of the Government representative who can verify past performance. Quality, customer satisfaction, and management responsiveness will be evaluated by Government contact with provided references. The Government may supplement the information you provide with information obtained from any other source, including Government past performance databases, its own experience with your firm (or Subcontractor or Teaming Partner) and information concerning past performance from any other reliable source.
EVALUATION PROCEDURES. Past Performance will be evaluated and rated as Acceptable or Unacceptable (see note below). Past Performance Factor will receive one of the adjectival ratings as defined below.
Past Performance Evaluation Rating Rating Description
Acceptable
Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown.
Unacceptable
Based on the offeror's performance record, the Government has no reasonable expectation that the offeror will successfully perform the required effort.
Note: In the case of an offeror without a record relevant past performance or for whom the information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a) (2) (iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
PRICE - SECTION II – shall include pricing data only
Factor 2: Price EVALUATION PROCEDURES. Price will not be scored or rated. Evaluation of price will be performed using one or more of the price analysis techniques in FAR 15.404-1(b). Through these techniques, the Government will determine completeness and reasonableness.
i. Completeness: To be complete, the Offeror must provide all the pricing that is necessary to adequately evaluate the proposal. All CLINs must be priced. The Government may determine that an Offeror is unacceptable if the prices are significantly unbalanced. Unbalanced pricing exists when the price of one or more contract line items or supporting labor breakout is significantly over or understated. The Government will evaluate all offers for award purposes by adding the total.
ii. Price reasonableness: Reasonableness will be determined by comparing the Offeror’s total proposed price to the total price proposed by the other Offerors. Comparisons will focus on the total CLINs for the basic requirement.
Additionally, total proposed prices may be compared to the Independent Government Estimate (IGE) and market labor rates to determine the reasonableness of price.
