1.1 DEFINITIONS

1.1.1 Mechanical: Includes methods involving the use of hand tools, such as brush hooks, axes, and scythes, as well as all types of power equipment.

1.1.2 Control: Control shall consist of the trimming of overhanging tree limbs and cutting of sapling trees, brush and weeds along the right-of-way and the collecting and satisfactory disposal of the material generated by cutting and trimming and any additional material such as downed timber and snags occurring in the areas to be controlled. The area of Fort Campbell that encompasses our railroad has environmental events such as wind, tornadoes, and ice/snow events, et al. that often results in downed timber. Contractor shall take into account these storm events and the fact that existing trees can be large and their removal is included.

1.1.3 Sapling Trees: Sapling trees shall be no greater than 6 inches in diameter when measured at the ground surface.

1.1.4 Timber: The line of demarcation between sapling trees and timber, for the purpose of distinguishing clearing requirements, is that timber, as used, will be considered as that woody growth not falling within the limits of sapling trees.

1.2 Control of Right-of-Way Vegetation: Control will be measured in acres of control actually performed.

2. RESERVED

3. EXECUTION

3.1 RIGHT-OF-WAY VEGETATION CONTROL: Timber, sapling trees, brush and weeds in areas to be controlled shall be cut off flush with the ground surface, except such trees and vegetation as may be indicated or directed to be left standing. Tree limbs, which over hang the track, shall be trimmed to provide a minimum of 9 feet free clearance from the centerline of the track and 23 feet free clearance above the track. Additional horizontal clearing to meet clearance standards set by the States of Kentucky and Tennessee at the grade crossings shall also be performed.

Areas of drainage channels, bridge piers, culvert headwalls and other structures associated with the railroad shall also be cleared for a distance of 9 feet. Weed and brush control for drainage channels shall extend to the limits of the right of way. Refuse resulting from the cutting operation and other material defined in paragraph 1.2. shall be disposed as described in paragraph 3.2.

3.2 DISPOSAL OF MATERIALS: All materials resulting from the execution of the "Control of Right-of-Way Vegetation" operations shall be disposed of outside the limits of Government-controlled land unless approved by the COR. Brush resulting from mowing or trimming operations shall not be left in roadways, side of drainage ditches, any water, sewer, or power line right of ways, or any mowed areas. Upon completion, the area 20 horizontal feet and 23 vertical feet on both sides of rail centerline shall be free and clear of interfering vegetation up to 8 inches in diameter. These materials are defined in SECTION 1.2 above. The Contractor shall not be allowed to burn refuse.

These materials shall become the property and disposal responsibility of the Contractor. Disposal of refuse and debris and any accidental loss or damage attendant thereto shall be the Contractor's responsibility. Damage to the roadbed, ballast, or track from clearing operations shall be repaired immediately. The material cleared shall be completely removed from Government property. The Government reserves the right to allow material to be mulched and spread in the surrounding area immediately adjacent to where clearing operations are occurring. In no circumstances will mulched material be allowed in the ballasted area or drainage ditches.

3.3 SALVAGED MATERIALS: All materials which the government has determined to be salvageable items shall be transported to a designated location on Fort Campbell. Location shall be designated by the COR. Any materials not considered salvageable by the government shall be disposed of by the contractor.

MECHANICAL WEED AND BRUSH CONTROL USING HI-RAIL AERIAL LIFT BRUSH CUTTING

EQUIPMENT PART

1.1.1 Mechanical: Uprooting of trees and stumps by bulldozer or similar operations will not be permitted.

Trimming by means of an elevated power blade, which travels the perimeter of the cutting line and vertically saws limbs, will be permitted provided that it does not result in a ragged or torn appearance. This includes methods involving the use of specialized hi-rail aerial lift and brush cutting equipment including side mowing devices. Also includes the use of hand tools, such as brush hooks, axes, and scythes, as well as all types of power equipment for areas vulnerable to damage by the heavy equipment.

1.1.2 Control: Control shall consist of the trimming over hanging tree limbs and cutting of sapling trees, brush and weeds along the right-of-way using specialized hi-rail aerial lift and brush cutting equipment and the satisfactory breakdown of the material generated by cutting and trimming and additional material such as downed timber and snags in the areas to be controlled. The area of Fort Campbell that encompasses our railroad has environmental events such as wind, tornadoes, and ice/snow events, et al. that often results in downed timber. These events often have snags, leaners, and situations that require the use Hi-Rail aerial lift brush cutting equipment.

1.1.3 Limits of Cutting: Right of way vegetation shall be cut back 20 horizontal feet from rail centerline and 23 vertical feet measured from the top of rail. All tree limbs, brush, and weeds that are 6 inches in diameter or less shall be removed using the methods referenced in paragraph 1.2.1.

1.1.4 Degree of Cutting/Cleanup: All debris from the job shall be removed from the railroad ballast area.

1.2 Control of Right-of-Way Vegetation Using Hi-Rail Brush Cutting Equipment: Control will be measured in track feet (T.F.) of control actually performed.

2. RESERVED

3. EXECUTION

3.1 RIGHT-OF-WAY VEGETATION CONTROL: Timber, sapling trees, brush and weeds in areas to be controlled shall be cut off flush with the ground surface, except such trees and vegetation as may be indicated or directed to be left standing. Tree limbs, which over hang the track, shall be trimmed to provide a minimum of 20 feet free clearance from the centerline of the track and 23 feet free clearance above the track on both sides.
