FAR Part 6 Justification and Approval for Other than Full and Open Competition

1. Contracting Activity: Mission and Installation Contracting Command-FortBragg, Building 2-1105 Macomb Street, Fort Bragg, NC 28310

2. Description of Action: The Fort Bragg Directorate of Plans, Training, Mobilization, and Security (DPTMS) requests a new sole source firm-fix-priced contract with InfiniSource Consulting Solutions, Inc., 201 Loudoun St. SE Suite 200, Leesburg, Virginia 20175. The Government projects award in March 2018 with fiscal year 2018 Operations and Maintenance funds. The Government requires this contract bridge based on a mission shift as directed by the Department of the Army for Fort Bragg. The mission shift is a result of classified , dated 3 January 2018 with an execution date of 1 March 2018, which directs Fort Bragg

Fort Bragg also retains the CONUS

Support Base (CSB) administrative Mobilization/ Demobilization mission, previously assigned under

The mission shift associated with increased the processing threshold of an additional Soldiers from to Soldiers at anyone one time compared to the threshold of approximately for normal operations. Additionally, scalability is directed in to ensure quick contract scaling during surge contingency operations. Pursuant to the , the associated surge peak is not expected to exceed Soldiers in the Mob/De-mob processing flow at any one time.

Since surge operations scaling is only a possibility, this approval is requested for only the threshold level of Soldiers at any one time. Currently Mob at Fort Bragg is a day process with De-mob being a day process.

An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).

3. Description of Supplies/Services: The Installation Management Command (IMCOM) DPTMS, Fort Bragg has a requirement for base support services. The Contractor shall perform support services for non-Governmental in nature tasks that exceed organic Garrison capabilities detailed within the Performance Work Statement (PWS).

Augmentation support includes but is not limited to the following functions: Garrison Support Operations, deployment, redeployment, mobilization, demobilization, Sustainment Readiness Model (SRM), Controlled Material Destruction Facility (CMDF) operation, and Force Modernization on Fort Bragg. addresses the need for changes that are not included in the current PWS. The changes will allow for the increased support to switch from a to a .

Period of Performance: 1 April 2018 to 30 November 2018 Total Value $1,700,000.00(NTE)

4. Authority Cited: 10 U.S.C. 2304(c)(2), as implemented by FAR 6.302-2, Unusualand compelling urgency.

5. Reason for Authority Cited: As described at FAR 6.302-2, when the agency’s need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for.

a. Overview.

The requirement for support base services is unusual and compelling urgency and precludes full and open competition. The increased requirement for Fort Bragg was initially identified to recipients of the on 3 January 2018 when it was released. The required an increased capability to be in place no later than 1 March 2018. A bridge contract was in place at the time and an acquisition had previously begun to create a follow-on contract that would have met the requirements as they existed before the release of . MICC-Fort Bragg was notified by IMCOM on 10 January 2018 of the existence of the and the possible impact to Fort Bragg it could have. However, it wasn’t until the completion of the IMCOM Readiness Directorate’s assessment of Fort Bragg on 22 February 2018 and sharing that assessment afterwards with MICC-Fort Bragg that is was determined that the current Multiple Award Task Order Contract (MATOC) for Support Base Services did not support the additional requirements of . MICC-Fort Bragg met with DPTMS on 27 February 2018 to discuss the revisions and documentation need in support of the changed requirements. As a result of this meeting, DPTMS provided a revised PWS on 28 February 2018 that aligned with the requirements in the .

Any delay in award of a bridge contract would result in serious injury, financial or otherwise, to the Government. If the contract lapses, the Government does not have sufficient resources to conduct the . That lapse will result in the inability to deploy and demobilize approximately reserve special operations soldiers . This would severely impact readiness and operational capability.

The current Purchase Order W91247-17-P-0087 is successfully being performed by InfiniSource Consulting Solutions, Inc., (ICS). The classified , directs

Mob in support of known or contingency requirements must be effectively and efficiently resourced and executed. Army Mob is the process of bringing the Army to a

Version – February 2018 FOR OFFICIAL USE ONLY state of readiness for war, contingency, or natural emergency. Directives can be found in the following regulations:

Support to is both the IMCOM and FORSCOM Commanding General’s top priority. Upon directive from the IMCOM Commanding General, the IMCOM-Readiness Directorate at Fort Bragg performed site assessments at all locations with the assessment at Fort Bragg occurring on 22 and 23 February 2018. The assessment was completed resulting in the need to increase resources to support the Mob/De-mob mission. This resulted in a change to the acquisition strategy since SBS I was now determined not able to accommodate this increased mission as directed in

. The eight months requested for this action is the minimum amount of time required to obtain a new competitive contractual solution. The competitive contractual solution milestones are developed within an eight month timeframe allowing time to coordinate the Acquisition Strategy, Market Research, Solicitation, Source Selection Evaluation Board, and Award. The results of market research in conjunction with a site visit conducted prior to the release of the , indicates there will be ample competition for awarding a competitive follow-on contract to the existing purchase order with performance commencing approximately 1 December 2018.

b. Background.

A sole source purchase order was awarded to InfiniSource Consulting Solutions (ICS) in March of 2017. The award was made as a result of for work performed under Task Order (TO) W9124J-12-D-0005-1N01.

therefore the option was not exercised and the contract ended 31 March 2017. ICS was the sub-contractor to DPMS under TO W9124J-12-D-0005-1N01; due to their knowledge of performance on the contract, the sole source purchase order was given to ICS. The purchase order was sole sourced to ICS in attempt to prevent delays in performance and in anticipation of the release of the Sustaining Base Services II (SBS II) Multiple Award Task Order Contract (MATOC), the follow-on to the current Sustaining Base Services

(SBS I) MATOC.

The purchase order was sole sourced to ICS in attempt to prevent delays in performance and in anticipation of the release of the follow-on SBS II MATOC. Prior to the acquisition plan for Fort Bragg’s requirement was for a competitive TO award under the provisions of the SBS II follow-on. However, due to continued delays in award of the SBS II MATOC, and the fast approaching expiration date for SBS I’s, (the current SBS MATOC) ordering period, [30 September 2018], SBS I

Program/Equipment: Support Base Services

Version – February 2018 FOR OFFICIAL USE ONLY cannot support the requirements and no other contractual vehicles currently exist that could be procured competitively in less time.

The current contract with ICS is scheduled to end on 31 March 2018 and does not have any options to extend services.

c. Alternatives.

1) Use in–house personnel. A contract is currently being used and is necessary because the Government does not have the organic resources to adequately execute the functions currently performed in the contract. This situation has not changed, as a result of the issued the Fort Bragg DPTMS does not have the required Military or Government personnel to support the revised changes under . The current contractor, InfiniSource Consulting Solutions (ICS) is already performing satisfactorily on the DPTMS support services contract and is capable of providing the additional personnel required to support the directed mission shift.

2) Use of a competitive contracting action. Due to changes in the acquisition strategy and the requirement itself as a result of the recent , there came a realization that SBS I cannot support the needs of the . Additionally, there is not enough time to solicit and compete the recently revised requirement through any other venue. There is insufficient time even to solicit a temporary solution of doubling the current requirement as a competitive 8 month task order under SBS I. Performance delays may occur if an outside source that is not closely related to the current requirement, is awarded this contract. Additionally, as written, the current SBS MATOC, expiring in September 2018, does not support the requirements IAW as the current MATOC is based upon firm fixed price and known quantities. The unknown variables (i.e. exact number of personnel) indicates that an IDIQ type of contract will best meet the Government’s needs in this case. Furthermore, the current requirements do not allow for use of the SBS I MATOC, and the issuance of a single, second-tier, indefinite-delivery, and indefinite-quantity (IDIQ) instrument is prohibited. The Government projects re-competition of the SBS requirement to secure ongoing support through issuance of a Single Award Task Order Contract NLT 30 November 2018.

3) Forego the Services. A break in service would cause mission failure since the flow of Soldiers requiring Mobilization/Demobilization support continues with newarrivals each day.

d. Impact.

MICC Fort Bragg was in the final stages of procuring a Delivery Order from the existing SBS MATOC with a Period of Performance start date of 1 April 2018. MICC-Fort Bragg received notice of release of designating Fort Bragg as the

Program/Equipment: Support Base Services

Version – February 2018 FOR OFFICIAL USE ONLY the PWS as this was not a requirement since Fort Bragg was the . The SBS I MATOC fails to address any uncertain surge capabilities and therefore cannot be utilized in support of .

Approval of this request for other than full and open competition will support a revised Performance Work Statement to address the additional support services required within In addition, the Justification and Approval will provide eight months of critical services allowing the Army sufficient time to competitively source the Fort Bragg Mobilization and Demobilization requirements.

6. Efforts to Obtain Competition: In accordance with FAR 5.202(a)(2), The contracting officer need not submit the notice required by 5.201 when – “The proposed contract action is made under the conditions described in 6.302-2 and the Government would be seriously injured if the agency complies with the time periods specified in 5.203.”

The prime contractor, INFINISOURCE Consulting Solutions Inc. (ICS) is listed in the System for Award Management (SAMS) as a Small Business. ICS is categorized with the following socio-economic categories: Woman Owned Small Business; Economically Disadvantaged Women Owned Small Business; Certified 8(a) Program Participant.

7. Actions to Increase Competition: The MICC-Center Fort Bragg is currentlyworking a new requirements packet to issue a fully competitive action to support the DPTMS, Fort Bragg using the following milestones:

10. Other Facts:

a. Procurement History.

b. Award to any other source would result in a disruption as well as increased effort and cost that are not unlikely to be recovered through competition. ICS is the only source that can immediately perform the additional contracted services of this magnitude and complexity for the period of 1 April 2018 through 30 November 2018 without unacceptable mission delays. The exception to other than full and open competition is the only feasible alternative to obtain the required services until the new competitive Support Base Service follow-on action is awarded. ICS is the only source that has the necessary management and labor structure in place that will ensure continuity of services for the major functional areas, with the required security clearances, for the interim period.
