Attachment 3 – Statement of Work (SOW)

1.0. The Contractor shall furnish all labor, equipment, transportation, and materials necessary to accomplish the required work for FA-19207-15; for the Construction and Repair services at Building 2-2428, located on Fort Bragg, NC. The 100% drawings and specifications are provided.

2.0. This requirement has a performance period of 90 calendar days. The Contractor is required to begin work within fourteen (14) calendar days of issuance of the Notice to Proceed (NTP). The NTP shall not be issued until applicable bonds are submitted and certified for legal sufficiency. The Contractor shall perform work in accordance with these specifications and drawings and all work is subject to the terms and conditions of the contract.

2.1. In the event the awardee identifies a longer lead time for items required under this contract, the Requiring Activity will accept beneficial occupancy after 120 calendar days, allowing the items to be installed under occupied conditions thereafter.

2.2. Note Brand Name or Equal: Where brand names are indicated, the Contractor shall provide brand name or equal. Purchase description reflects the characteristics and level of quality that shall satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation. (FAR 52.211-6)

2.3. Special Provisions and General Project Information:

a. Starting Date. Commencement of work shall begin fourteen (14) calendar days after receipt of the written NTP and shall be completed within 90 calendar days thereafter. Work is to be scheduled and accomplished as to provide a minimum of disruption to the mission of the unit.

b. Government Materials. None.

c. Inspection. Inspections shall be performed by the Directorate of Public Works, Engineering Division, Fort Bragg, North Carolina. The Contractor shall notify the Contracting Officer’s Representative (COR) (contact details of the COR shall be provided at time of award) a minimum of three (3) working days prior to commencement of work.

d. The existing building at the project site will be unoccupied during the accomplishment of the work under this contract. The contractor shall be responsible for providing such coverings, shields, and barricades as required to protect the facility occupants, furniture, equipment, supplies, etc., from dust, debris, weather intrusion, or other damages resulting from construction.

e. Warranty. The Contractor shall provide a minimum of one (1) year Warranty on all labor and materials provided under this contract. Manufacturer’s warranty on parts and/or materials must be provided at the time of work completion.

f. Environmental Notice. These projects shall not impose a significant effect upon the environment. An environmental review has been completed and no significant environmental impacts were determined. A Record of Environmental Considerations categorical exclusion is applicable.

g. Code of Federal Regulations (CFR): OSHA General Industry Safety and Health Standards (29 CFR 1910), Publication V2206, OSHA Construction Industry Standards (29 CFR 1926).

One source of these regulations is OSHA Publication 2207, which includes a combination of both Parts 1910 and 1926 as they relate to construction safety and health. They are for sale by the Superintendent of Documents, U.S. Government Printing Office, Washington, DC 20402.

h. Asbestos: Upon visual inspection, NO presumed Asbestos Containing Materials were present to be sampled and no samples were collected.

i. Project Location: Building 2-2428, located on the Fort Bragg, North Carolina Installation.

j. Hours of Work: The contractor shall accomplish this work between the hours of 7:30 a.m. and 4:30 p.m., Monday through Friday. No work will be done on weekends or Federal holidays, without prior written approval of the Contracting Officer.

3.0. Project Specifications. This project shall be conducted in accordance with the standards located in the Installation Design Guide for a Sustainable Fort Bragg (IDG), which can be found on the web at http://www.bragg.army.mil/dpw/idg/. All construction shall be made in accordance to Standard Industry Practice. Contractor shall adhere to the most CURRENT Building Codes, Regulations, Guidelines, and Industry Standards in the performance of this project.

3.1. General scope of work includes the following disciplines: Architectural, Electrical, Mechanical, Structural and Fire Protection. All work shall be done in accordance with all national, state, and local building codes and with the manufacturer’s recommendations. Construction shall also be in accordance with AISC, ACI, and all OSHA regulations.

3.2. General Notes: Anywhere carpet and vinyl composition tile (VCT) meet, the Contractor shall provide a transition strip. Anywhere vinyl base is loose, the Contractor shall re-glue. The Contractor shall be responsible for checking all heating, ventilation, and air conditioning (HVAC) units to ensure all are functioning. Contractor shall provide list of any units that are not operational.

3.3. Cleaning Up. The contractor shall, at all times, keep the work area, including storage areas utilized in the performance of this task order contract from unnecessary accumulation of waste materials or rubbish. Prior to the completion of work, the Contactor shall remove any rubbish and materials from the premises that is not the property of the Government. Upon completion of work, the Contractor shall leave the premises in a clean, neat and workmanlike condition.

3.4. Scope of Work: The contractor shall furnish all labor, materials, equipment, transportation, tools, supervision and any other items necessary to complete the required construction work stated herein.
