1. On Sheet C-3 of the plans (Layout Plan), the details on this sheet say that the new fence and poles are supposed to be 3 foot behind back of curb of Morris Field Drive. The decorative fence that we are supposed to connect to does not come close to Morris Field Drive at the connection point. I do not see anything on the plans that shows how this is supposed to be run and connect. Could you please clarify?
Response: This only applies where the road is close to Morris Field. The location of the fence is shown on the drawings.
2. On Sheet C-5 (Site Details): The chain link fence shows details of a gate . Are there any gates to be placed or is this just in the typicals?
Response: No gates are part of this project.
3. Section 02300 Paragraph 3.8 (B)(1) addresses additional excavation and references Division 1 Section “Unit Prices”, however I do not see this section in the Combined Specs. Section 02300 Paragraph 1.1 (F)(1) references Addition Excavation of 6,000 CY. Is this just a definition or do these figures specifically apply to this project and should be considered in for bidding purposes?
Response: This should be deleted, no unit prices are to be included.
4. Page 1 of 45 on the Solicitation, #13A: How many copies in addition to the original are required for submitting our bid? #13A has been left blank.
Response: Zero (0) copies
5. Page 43 of 45 on the Solicitation, 33.3; DD Form 1354: I am not clear on what this means, as I understand it the contractor cannot invoice for the final 5% of the contract value until Forms 3086 & 1554 are accepted by the real property specialist. Is this correct?
Response: Yes, that’s correct. The form is breaking out the unit costs and quantities. The Government will assist the contractor in completing the form.
6. The asphalt overlay area is 1.5”, what warranty is the contractor expected to provide for this new asphalt? The existing asphalt has deep cracking in it, milling 1.5” will likely not prevent these cracks from “reflecting” through the new asphalt, this often happens w/n several months of the paving.
We suggest that this area be milled/paved 4” deep to assure no cracking reflects through.

7. In the area where new asphalt (10” base course, 2” binder, 2” of surface) adjoins the asphalt overlay (1.5” mill/pave) there will be a conflict. In order to pave this entire area in one operation the surface course depth will need to be the same. We suggest that the asphalt overlay (1.5”) be increased to either 2” or 4”, this will allow for a 2” surface course of asphalt to be paved across this entire area.

8. Temporary chain link fence: Will it be permitted to use temporary chain link fence after the existing is removed and before new is installed?
Response: A temporary fence with poles set in the ground and connected at each end is acceptable. Temporary bases with sandbags are not acceptable. If temporary fence is used, provide 7ft mesh with 3 strand barb wire.
9. Page C3 of the plans refers to striping the new pavement; is this paint of thermoplastic?
Response: No. Latex is acceptable.
10. Are all asphalt, base course, and subgrade required to meet NCDOT standard specifications for compaction and densities?
Response: Yes
11. Bonding: Please provide clarification on the following: It is my understanding that a bid bond for 3% of our bid price must be submitted with our bid and if awarded the contract, we must provide Payment and Performance Bonds for 100% of the contract price w/n 10 days of award, is this correct?
Response: Yes that is correct
