PERFORMANCE WORK STATEMENT

SECTION 1

GENERAL REQUIREMENTS

DRYDOCK AND REPAIR OF BARGES ND-33 & ND-34

PART 1 GENERAL

This section addresses the general requirements applicable to the performance of the work under this contract. These requirements are in addition to those specified in other sections of the contract.

1. INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS

1.1. LOCATION AND DESCRIPTION OF WORK

1.1.1. Location. Deck Cargo Barges ND-33 & ND-34 are located at the U.S. Army Corps of Engineers Pittsburgh Engineer Warehouse and Repairs Shops, Neville Island, Pennsylvania, at River Mile 7.5, Main Channel, Ohio River.

1.1.2. Description of Work. The work consists of drydocking and repairing both vessels, including transporting the vessels to the Contractor's facility and returning both vessels to the Government facility upon completion of repairs.

1.2. SPECIFICATIONS

1.2.1. These specifications cover the requirements for drydock and repair of the Government owned and operated deck cargo barges ND-33 & ND-34.

The work to be performed under this contract consists of furnishing all plant, labor, materials, equipment and transportation thereof, and performing all operations required to make repairs to the vessels as specified herein.

Work includes: sandblasting the entire exterior hull of both barges, repairing rusted and/or damaged metal, and paint the barges as outlined in these specifications. All work shall be in accordance with U.S. Coast Guard and American Bureau of Shipping Regulations and Standards where applicable.

The Contractor shall furnish the necessary facilities for movement of the vessels. Should the removal or shifting of any parts of the barges be necessary for carrying out the repairs specified, the same shall be done by the Contractor and all such removals shall be subsequently replaced and any damage or loss resulting there from shall be restored by the Contractor at its own expense. Should any portion of the barges’ structure require alteration in order to carry out the work, even though not specifically mentioned herein, the Contractor shall make such alterations. While the barges are in the Contractor's possession, the Contractor shall be responsible for any loss or damages. The Contractor shall take the necessary precautions to prevent delays resulting from weather, which may require the Contractor to construct temporary cover.

1.2.2. Deck Cargo Barges ND-33 and ND-34 were built by Twin City

Shipyard, Inc., St. Paul, Minnesota in 1984. The barges are of all steel, welded construction and are used in the maintenance and repair of hydraulic structures for the Great Lakes and Ohio River Division, U.S. Army Corps of Engineers. Principal dimensions of the vessels are as follows:

Displacement: 179,200 Lb.

LOA: 120'-0"

Molded Beam: 29'-9 1/2" Depth Amidships (@ side): 7'-0"

1.2.3. Work Tasks – The repairs required on Barges ND-33 and ND-34 include the following:

1.2.3.1. Drydock (CLIN 0001) The barges shall be drydocked at the site where repairs are to be made prior to commencement of the repair work specified in this Contract. The Contractor shall drydock the barges in accordance with the attached drawing H140-B001 entitled GENERAL ARRANGEMENT.

The Contractor shall be responsible for properly positioning the supporting blocks so that the barges will not be damaged. The blocks shall be set to bear on frames or bulkheads of the hull and the barges shall be supported with the bottom of the hull high enough above the floor to allow all work to be accomplished. As a minimum the Contractor shall provide blocking at each of the transverse frames in three locations: port, starboard and centerline.

The drydock and/or other places where work under this contract is being performed shall be kept clean and free of expended blasting abrasives, scrap metal, water, scrap lumber, and other debris. All air hoses, water hoses, and electrical extension cables on or about the barge shall be kept arranged in a neat, orderly, and workman like fashion.

1.2.3.1.1. The Contractor shall remove and relocate dry-

docking blocks and/or supports, or refloat and re-drydock the vessels as needed at no additional cost to the Government in order to ensure complete coverage in cleaning and painting or for any other work as specified herein. Prior to doing so, the Contractor shall notify the COR of its plan to relocate the blocks to adequately support the vessel.

1.2.3.1.2. Towing and drydock will be paid for at the

contract price for "Towing and Drydock," which price shall include all costs in connection with the movement of both vessels, wharfage, tonnage, dockage, mooring lines, and other similar expenses. All towing and shifting at the repair facility is the Contractor’s responsibility and shall be included in this item.

1.2.3.1.3. Access. As part of the drydock of the vessels, access to the vessels once on dock will be by conventional stairs secured at the main deck of each vessel.

1.2.3.2. Audio-Gauge vessels (CLIN 0002). The Contractor shall provide the services of a marine surveyor to audio-gauge each barge in accordance with 7-3-4/3.1 ABS Steel Vessel Rules for Special Periodical Survey No. 4 and Subsequent Special Periodical Surveys (Age > 15 years). The Contractor is responsible for all coordination to ensure that the marine surveyor and the used equipment are acceptable to ABS and USCG prior to the start of any audio-gauging work. The minimum requirements for thickness measurement is as follows:

a. Bottom Plating - Ten (10) equally spaced transverse sections beginning at the forward collision bulkhead and extending aft, four (4) readings per section.

b. Rake End Plating – Three (3) transverse sections at both the bow and stern rake sheets; one at the rake tangent, one at the light waterline, and one at the load waterline, four transverse readings per section.

c. Bilge Knuckle (Port and Starboard) – Ten (10) equally spaced transverse sections beginning at the forward collision bulkhead and extending aft, two (2) readings per section located at 30-degrees and 60-degrees on the knuckle radius.

d. Rake Knuckles (Bow and Stern, Port and Starboard) – Three (3) transverse sections at both the bow and stern rake sheets; one at the rake tangent, one at the light waterline, and one at the load waterline, two (2) readings per section located at 30-degrees and 60-degrees on the knuckle radius.

e. Side Shell Plating (Port and Starboard) - Twelve (12) equally spaced transverse sections beginning 5-ft. aft of the headlog and extending to the stern log, three (3) readings per section (above the bilge knuckle and at the 2-ft and 4-ft draft marks.

f. Areas of particular concern and as considered necessary by the attending Surveyor or the Contracting Officer’s Representative (COR). Any additional recommended work shall be incorporated into the contract by written modification.

The Contractor is also responsible for having the marine surveyor provide a detailed report of the audio-gauge readings. As part of this work, the Contractor is also responsible for providing all labor and equipment for removal of paint in way of a reading and repairing paint, including non-skid where applicable. The Contractor shall submit the report within 10 calendar days after the barges have been delivered to the Contractor’s facility and shall include a proposal, without pricing, for any repairs necessary to protect the structural integrity of the barges. The Government shall determine if an additional modification shall be pursued based on the condition report, physical inspection, reasonableness of the proposal, and availability of funding.

1.2.3.3. Power Tool Clean (CLIN 0003 & 0004). Power Tool Clean the corroded areas of the barge hulls according to Steel Structures Painting Council Standards SSPC-SP3. Remove all loose mills scale, loose rust, and other detrimental foreign matter to facilitate hull pit repairs and weld seam repairs.

1.2.3.4. Corrosion Pitting Repair (CLIN 0003). As directed by the

COR, the Contractor shall repair the rust pitting in scattered locations on the vessel hulls. Weld fill all pits having a depth of 3/16” and greater.

Since the scope of the pit repairs cannot be determined until after the vessels are dry docked, prospective offerors shall quote a unit price per pit. Estimate up to 250 pits total maximum per barge, 500 pits total, to be welded per SECTION 05 50 14.00 08 STRUCTURAL METAL FABRICATIONS AND MISCELLANEOUS METALWORK. Once the rust pits are filled with weld, grind them smooth with the exterior of the hull.

1.2.3.5. Hull Weld Seam Repair (CLIN 0004). As directed by the

COR, the Contractor shall weld seams in scattered locations on the hull. The Contractor shall V-out (using a grinder) existing welds prior to welding seams. Since the scope of the weld seam repair, if any, cannot be determined until after the vessels are drydocked, prospective offerors shall quote a unit price per linear foot of seam. A quantity of 500 linear feet maximum per barge, 1000 linear feet total, will be used for comparison of quotes. For purposes of this provision a seam will be considered any line contact between two or more members. Payment for welding any seam will be on a linear foot of seam basis regardless of the number of members forming the seam or the number of passes or their locations required, as long as all welding passes affect substantially the same heat-affected zone. Lapped seams between parallel plates shall be considered two seams if each edge of each plate is welded.

Weld Repair shall be in accordance with per SECTION 05 50 14.00 08 STRUCTURAL

METAL FABRICATIONS AND MISCELLANEOUS METALWORK.

1.2.3.6. Exterior Hull Surface Preparation (CLIN 0005). Prepare surface of all exterior hull steel, including the push knees, from the deck edge down. Preparation shall include removal of rust, oxidation, dirt, oil, and grease, and shall be in accordance with Steel Structures Painting Council Standards, SSPC-SP 10 (Near White Blast). After dry blasting, the surface profile shall be jagged, with a profile depth between 1 and 2 mils as measured by ASTM D4417, Method C. Appropriate abrasive blast media shall be used to produce the desired surface profile and to give an angular anchor tooth pattern. If recycled blast media is used, an appropriate particle size distribution shall be maintained so that the specified profile is consistently obtained. Steel shot or other abrasives that do not produce an angular profile shall not be used. Surfaces shall be dry at the time of blasting. For complete surface preparation requirements refer to SECTION 6

PAINTING: HYDRAULIC STRUCTURES.

1.2.3.7. Exterior Hull Painting (CLIN 0005). The hull of each barge, including the push knees, from the deck edge down shall be a painted subsequent to surface preparation in accordance with paragraph 3.1 per the Paint Schedule paragraph 3.2.1.1; for the Hull Exterior. For complete painting requirements refer to SECTION 6 PAINTING: HYDRAULIC STRUCTURES.

1.2.3.8. Deck Surface Preparation (CLIN 0006). Prepare surfaces of the deck and fittings using Steel Structures Painting Council Standard SSPC- SP12 Low Pressure Water Cleaning (LPWC) method to remove surface contamination. Supplement SSPC-SP 12 LPWC with SSPC-SP1 Solvent Cleaning, SSPC-SP2 Hand Tool Cleaning, and SSPC-SP3 Power Tool Cleaning to clean areas of corrosion and loose or flaking paint (feather edges of sound, existing paint back to a firm edge). Sand or brush-off blast glossy surfaces and bare metal to provide profile. Spot prime clean, bare metal with Carboline Carbozinc 85 epoxy polyamide or approved equal. Alternately, the surface preparation of decks and fittings Surfaces may be brush-off blast cleaned in accordance with the SSPC-SP7 (Brush-Off Blast Cleaning). Notes:

1.2.3.8.1. Areas along hatch covers, manhole coamings and

other areas not easily cleaned shall be hand tool cleaned in accordance with SSPC-SP2 and 3 (Hand and Power Tool Cleaning). These covers and hatches shall be opened or removed to facilitate cleaning and painting of the edges. Surfaces shall be dry at the time of blasting.

1.2.3.8.2. All existing weldments and remnants of welds

made to the deck for securing deck loads, etc., shall be removed by grinding these areas flush with the deck surface.

For complete surface preparation requirements refer to SECTION 6 PAINTING:

HYDRAULIC STRUCTURES.

1.2.3.9. Deck and Fittings Painting (CLIN 0006). Subsequent to surface preparation in accordance with paragraph 3.1, the deck of each barge shall be top-coated per the Paint Schedule paragraph 3.2.1.1, “Deck & Fittings.” For complete surface preparation requirements refer to SECTION 6

PAINTING: HYDRAULIC STRUCTURES.

1.2.4. Once all required pre-work submittals have been accepted by the Government, the Contractor shall attend a Pre-Work Conference as noted in Section 4, Part I, Paragraph 3.3.

1.2.5. Period of Performance - The Contractor shall be required to commence work under this contract on or about 9 July 2018 and to complete work, including delivery of the repaired barges to the Pittsburgh Engineer Warehouse and Repair Station, within 92 calendar days. The Contractor is advised that time is of the essence in the performance of the work under this contract because these barges are critical components of the Government's fleet for maintenance of District navigation locks and dam facilities.

These are considered to be shop drawings.

1.2.2. Information Only

All submittals not requiring Government approval will be for information only. They are not considered to be shop drawings.

1.3. APPROVED SUBMITTALS

The Contracting Officer's approval of submittals shall not be construed as a complete check, but will indicate only that the general method of performance, materials, detailing and other information are satisfactory.

Approval will not relieve the Contractor of the responsibility for any error which may exist, as the Contractor under the CQC requirements of this contract is responsible for dimensions, the design of adequate connections and details, and the satisfactory performance of all work. After submittals have been approved by the Contracting Officer, no resubmittal for the purpose of substituting materials or equipment will be considered unless accompanied by an explanation of why a substitution is necessary.

1.4. DISAPPROVED SUBMITTALS

The Contractor shall make all corrections required by the Contracting Officer and promptly furnish a corrected submittal in the form and number of copies specified for the initial submittal. If the Contractor considers any correction indicated on the submittals to constitute a change to the contract, a notice in accordance with the Contract Clause "Changes" shall be given promptly to the Contracting Officer.

1.5. WITHHOLDING OF PAYMENT

Payment for materials incorporated in the work will not be made if required approvals have not been obtained.

1.6. SUBMITTALS

Government approval is required for submittals with a “G” designation;

submittals having an "FIO" designation are for information only. The following shall be submitted in accordance with the requirements of this Section:

Submittal Register; G

The Contractor shall submit the Submittal Register form, located at the end of this Performance Work Statement, in accordance with the requirements of paragraph "SUBMITTAL REGISTER )".

PART 2 PRODUCTS (Not Applicable)

PART 3 EXECUTION

3. GENERAL

The Contractor shall make submittals as required by the specifications. The Contracting Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective sections. Units of weights and measures used on all submittals shall be the same as those used in the contract drawings. Each submittal shall be complete and in sufficient detail to allow ready determination of compliance with contract requirements. Prior to submittal, all items shall be checked and approved by the Contractor's Quality Control (CQC) representative and each item shall be stamped, signed, and dated by the CQC representative indicating action taken. Proposed deviations from the contract requirements shall be clearly identified. Submittals shall include items such as descriptive literature including (but not limited to) catalog cuts and diagrams; test reports; samples; certifications; warranties; and other such required submittals. Submittals requiring Government approval shall be scheduled and made prior to the acquisition of the material or equipment covered thereby. Samples remaining upon completion of the work shall be picked up and disposed of in accordance with manufacturer's Material Safety Data Sheets (MSDS) and in compliance with existing laws and regulations.

3.1. SUBMITTAL REGISTER

At the end of this section is a submittal register listing items of equipment and materials for which submittals are required by the specifications; this list may not be all inclusive and additional submittals may be required.

Prepare and maintain the submittal register as the work progresses. Do not change data which is output in columns (c), (d), (e), and (f) as delivered by Government; retain data which is output in columns (a), (g), (h), and (i) as approved. A submittal register showing items of equipment and materials for which submittals are required by the specifications is provided as an attachment. This list may not be all inclusive and additional submittals may be required. The Government will provide the initial submittal register in electronic format with the following fields completed, to the extent that will be required by the Government during subsequent usage.

Column (c): Lists specification section in which submittal is required.

Column (d): Lists each submittal description (SD No. and type, e.g. SD-02 Shop Drawings) required in each specification section.

Column (e): Lists one principal paragraph in specification section where a material or product is specified. This listing is only to facilitate locating submitted requirements. Do not consider entries in column (e) as limiting project requirements.

Thereafter, the Contractor is to track all submittals by maintaining a complete list, including completion of all data columns, including dates on which submittals are received and returned by the Government.

3.2. SCHEDULING

Submittals covering component items forming a system or items that are interrelated shall be scheduled to be coordinated and submitted concurrently.

Certifications to be submitted with the pertinent drawings shall be so scheduled. Adequate time (a minimum of 30 calendar days exclusive of mailing time) shall be allowed and shown on the register for review and approval. No delay damages or time extensions will be allowed for time lost in late submittals. A minimum of 30 calendar days shall be allowed for any required resubmittal.

3.3. TRANSMITTAL FORM (ENG FORM 4025)

The sample transmittal form (ENG Form 4025) attached to this section shall be used for submitting both Government approved and information only submittals in accordance with the instructions on the reverse side of the form. These forms will be furnished to the Contractor. This form shall be properly completed by filling out all the heading blank spaces and identifying each item submitted. Special care shall be exercised to ensure proper listing of the specification paragraph and/or sheet number of the contract drawings pertinent to the data submitted for each item.

3.4. SUBMITTAL PROCEDURE.

Submittals shall be made as follows:

3.4.1. Submission. Three copies of submittals shall be submitted to:

Plant Manager U.S. Army Corps of Engineers Operations & Readiness Division 3500 Grand Ave.

Pittsburgh, PA 15225

3.4.2. Technical Data and Manufacturer's Literature

Where materials are stocked with the manufacturer, catalog data, including specifications and full descriptive matter, may be submitted as shop drawings. When catalog data includes non-applicable data, the applicable data shall be clearly designated and identified by item number, item name, and name of manufacturer.

3.4.3. Samples

All samples of materials submitted as required by these specifications shall be properly identified and labeled for ready identification.

3.4.4. Deviations

For submittals which include proposed deviations requested by the Contractor, the column "variation" of ENG Form 4025 shall be checked. The Contractor shall set forth in writing the reason for any deviations and annotate such deviations on the submittal. The Government reserves the right to rescind inadvertent approval of submittals containing unnoted deviations.

3.5. CONTROL OF SUBMITTALS

The Contractor shall carefully control his procurement operations to ensure that each individual submittal is made on or before the Contractor scheduled submittal date shown on the approved "Submittal Register."

3.6. GOVERNMENT APPROVED SUBMITTALS

Upon completion of review of submittals requiring Government approval, the submittals will be identified as having received approval by being so stamped and dated. Two copies of the submittal will be retained by the Contracting Officer and one copy of the submittal will be returned to the Contractor.

3.7. INFORMATION ONLY SUBMITTALS

Normally submittals for information only will not be returned. Approval by the Contracting Officer is not required on information only submittals. The Government reserves the right to require the Contractor to resubmit any item found not to comply with the contract. This does not relieve the Contractor from the obligation to furnish material conforming to the plans and specifications, will not prevent the Contracting Officer from requiring removal and replacement of nonconforming material incorporated in the work, and does not relieve the Contractor of the requirement to furnish samples for testing by the Government laboratory or for check testing by the Government in those instances where the technical specifications so prescribe.

3.8. STAMPS

Stamps used by the Contractor on the submittal data to certify that the submittal meets contract requirements shall be similar to the following:

SOURCES FOR REFERENCE PUBLICATIONS

1. REFERENCES

2.

Various publications are referenced in other sections of the specifications to establish requirements for the work. These references are identified in each section by document number, date and title. The document number used in the citation is the number assigned by the standards producing organization, (e.g., ASTM B 564 Nickel Alloy Forgings). However, when the standards producing organization has not assigned a number to a document, an identifying number has been assigned for reference purposes.

2.1. ORDERING INFORMATION

The addresses of the standards publishing organizations whose documents are referenced in other sections of these specifications are listed below, and if the source of the publications is different from the address of the sponsoring organization, that information is also provided. Documents listed in the specifications with numbers which were not assigned by the standards producing organization should be ordered from the source by title rather than by number.

PROCEDURES:

SD-01 Pre-Work Submittals

Quality Control Plan; G

The Contractor shall submit a quality control plan for approval in accordance with paragraph "QUALITY CONTROL PLAN".

PART 2 PRODUCTS (Not Applicable)

3. GENERAL

3.1. The Contractor is responsible for quality control and shall establish and maintain an effective quality control system covering all operations, both on-site and off-site. The quality control system shall consist of plans, procedures, and organization necessary to perform the work in accordance with the contract requirements.

3.2. QUALITY CONTROL PLAN

3.2.1. General

The Contractor shall furnish, for review by the Government, the CQC Plan proposed to implement the requirements of this Section. The plan shall identify personnel, procedures, controls, instructions, tests, records, and forms to be used. Notice to Proceed will be given only after acceptance of all required submittals, including the CQC Plan or an interim plan applicable to the particular feature of work to be started. Work outside of the features of work included in an accepted interim plan will not be permitted to begin until acceptance of a CQC Plan or another interim plan containing the additional features of work to be started.

3.2.2. Content of the CQC Plan

3.2.2.1. The CQC plan shall include, as a minimum, the following to cover all operations under this contract, both on-site and off-site, including work by subcontractors, fabricators, suppliers and purchasing agents:

a. A description of the quality control organization, including a chart showing lines of authority and acknowledgment that the CQC staff shall implement the three phase control system for all aspects of the work specified.

b. The name, qualifications (in resume format), duties, responsibilities, and authorities of each person assigned a Quality Control (QC) function.

c. A copy of the letter to the Contractor's representative responsible for CQC signed by an authorized official of the firm which describes the responsibilities and delegates sufficient authorities to adequately perform the functions including authority to stop work which is not in compliance with the contract.

d. Procedures for scheduling, reviewing, certifying, and managing submittals, including those of subcontractors, off-site fabricators, suppliers and purchasing agents.

e. Control, verification and acceptance testing procedures for each specific test to include the test name, specification paragraph requiring test, feature of work to be tested, test frequency, and person responsible for each test (Laboratory facilities will be approved by the Contracting Officer).

f. Procedures for tracking preparatory, initial, and follow-up control phases and control, verification, and acceptance tests including documentation.

g. Procedures for tracking performance deficiencies from identification through acceptable corrective action. These procedures will establish verification that identified deficiencies have been corrected.

h. Reporting procedures, including proposed reporting formats, to include daily reports.

3.2.3. Acceptance of Plan

Acceptance of the CQC Plan is conditional and will be predicated on satisfactory performance throughout the duration of the contract. The Government reserves the right to require the Contractor to make changes in his CQC plan and operations including removal of personnel, as necessary, to obtain the quality specified.

3.2.4. Notification of Changes

After acceptance of the QC plan, the Contractor shall notify the Contracting Officer in writing a minimum of seven calendar days prior to any proposed change. Proposed changes are subject to acceptance by the Contracting Officer.

3.3. PRE-WORK CONFERENCE

After the Government has accepted all required pre-work submittals, the COR will meet with the Contractor at the Contractor’s facility for a pre-work conference. During the meeting, a mutual understanding of the contract requirements shall be developed, including CQC activities, testing, administration of the system for both on-site and off-site work, and the interrelationship of Contractor's Management and control with the Government's Quality Assurance Surveillance Plan (QASP).

3.4. QUALITY CONTROL ORGANIZATION

The Contractor shall identify an individual within his organization at the site of the work who shall be responsible for overall management of CQC and have the authority to act in all CQC matters for the Contractor.
