GEOTECHNICAL DATA REPORT
09/2018
PART 1 GENERAL
1.1 SUMMARY
A site visit was made to the Greenbackville Upland Placement Site on March 29, 2018 to perform a limited geotechnical assessment. The purpose of the visit was to perform a general reconnaissance of the site to determine the condition of the placement site and to provide our opinion on the suitability of the existing perimeter dikes to receive additional dredge materials. The condition of the dikes was based on visual observations and a limited subsurface exploration consisting of seven (7) hand augers bored along sections of the containment dikes. No detailed subsurface exploration or soil laboratory testing was performed or authorized as part of the evaluation.
The project site consists of approximately 10 acres of land enclosed by perimeter dikes which were constructed to contain and store dredged material. The dikes are approximately 11 to 13 feet tall. The Chincoteague Bay borders the site on the south, and a harbor and marina are to the west and northwest of the site. To the northeast and east, and sections along the west, the site is bordered by wetlands. There was some water ponded in the northeast interior corner, but most of the site was dry and covered with tall (approximately 6 feet high) marsh grass (e.g., phragmites) which had been laid flat prior to a topographic survey on March 27, 2018. Numerous trees growing on the dikes had been cut prior to the survey, leaving stumps in place.
1.2 SCOPE
The information provided in this section encompasses the geotechnical field investigations available for this project. The investigations consist of borings and probes. The associated boring logs and laboratory data are attached.

The contract includes the maintenance dredging of the center section of the Chincoteague Bay Channel between Stations 7+00 and 22+00. The channel is 60' wide. Dredging shall be to a required depth of 6 feet with an additional 1 feet paid overdepth for a total depth of 7 feet. Dredged material shall be pumped to the south-east corner of the disposal Facility
There is no dredging of the inner harbor between 0+00 to 7+00 nor of the outer entrance channel between 22+00 and 42+00. The disposal site lies immediately south of the harbor basin at the north end of the harbor.
1.2.5 Restrictions on Material Placement
Per the GeoTechnical Report's recommendations based on current site conditions, the water level within the interior of the placement site shall be limited to no more than an elevation of 9 feet, or approximately 4 feet below the top of the existing dikes to minimize the risk of a dike failure. A decision to increase the interior water level above 9 feet (up to 11 feet) should be made with caution and with the Contracting Officer's pre-approval and only for short durations of time (for no more than 72 hours at a time to allow subsidence, with an additional 48 hours waiting period before elevating water levels again above the 9 feet level.
The dikes shall be closely monitored at all times during dredge placement operations, both when pumping and when not pumping, and 24 hours a day when the water levels are ABOVE an elevation of 9 feet, especially the northwest dike, for any signs of instability (e.g., seepage along the exterior face, settling of the dike crest, or bulging along the exterior toe). If signs of instability or seepage begin to appear, operations should cease immediately and the interior water lowered until a professional engineer is consulted.
The spillbox framing will be painted a bright yellow above the 9' level as a visual warning a hazardous water level.
1.3 Disposal Site Acccess
The Disposal Facility is not served by an auxillary road. Water access is only available along the shoreline, adjacent to the pipeline inflow point. The adjacent shoreline is private property and will require special permissions for use as an access point. The Contractor is recommended to access the upland placement site using water transportation vessels. Once inside the disposal Facility, temporary roads may be utilized and constructed at the discretion of the Contractor. Road(s) within the Facility that the Contractor proposes to use shall be subject to prior approval of the Facility authorities. Such roads, if used, shall be maintained throughout construction and the area shall be restored to as good a condition as existed prior to their use. The Contractor shall also construct, subject to approval, such temporary haul roads and bridges as may be necessary for conducting his work. Any such temporary construction shall be removed and the affected area restored to its original condition by the Contractor at no additional cost to the government.

1.13 PROFIT
1.13.1 Weighted Guidelines
Weighted guidelines method of determining profit shall be used on any equitable adjustment change order or modification issued under this contract. The profit factors shall be as follows:
SECTION 01 11 00 Page 8
Factor Rate Weight Value
Degree of Risk 20 Relative difficulty of work 15 Size of Job 15 Period of performance 15 Contractor's investment 05 Assistance by Government 05 Subcontracting 25
1.13.2 Value
Based on the circumstances of each procurement action, each of the above factors shall be weighted from .03 to .12 as indicated below. The value shall be obtained by multiplying the rate by the weight. The value column when totaled indicates the fair and reasonable profit percentage under the circumstances of the particular procurement.
1.13.2.1 Degree of Risk
Where the work involves no risk or the degree of risk is very small, the weighting should be .03; as the degree of risk increases, the weighting should be increased up to a maximum of .12. Lump sum items will have, generally, a higher weighted value than the unit price items for which quantities are provided. Other things to consider: the portion of the work to be done by subcontractors, nature of work, where work is to be performed, reasonableness of negotiated costs, amount of labor included in costs, and whether the negotiation is before or after performance of work.
1.13.2.2 Relative Difficulty of Work
If the work is most difficult and complex, the weighting should be .12 and should be proportionately reduced to .03 on the simplest of jobs. This factor is tied in to some extent with the degree of risk. Some things to consider: the nature of the work, by whom it is to be done, where, and what is the time schedule.
1.13.2.3 Size of Job
All work not in excess of $100,000 shall be weighted at .12. Work estimated between $100,000 and $5,000,000 shall be proportionately weighted from .12 to .05.
1.13.2.4 Periods of Performance
Jobs in excess of 24 months are to be weighted at .12. Jobs of lesser duration are to be proportionately weighted to a minimum of .03 for jobs not to exceed 30 days. No weight where additional time not required.
1.13.2.5 Contractor's Investment
To be weighted from .03 to .12 on the basis of below average, average, and above average. Things to consider: amount of subcontracting, mobilization payment item, Government furnished property, equipment and facilities, and expediting assistance.
SECTION 01 11 00 Page 9
1.13.2.6 Assistance by Government
To be weighted from .12 to .03 on the basis of average to above average.
Things to consider: use of Government owned property, equipment and facilities, and expediting assistance.
1.13.2.7 Subcontracting
To be weighted inversely proportional to the amount of subcontracting.
Where 80 percent or more of the work is to be subcontracted, the weighting is to be .03 and such weighting proportionately increased to .12 where all the work is performed by the Contractor's own forces.
1.14 BLASTING
Blasting will not be permitted.

PART 1 GENERAL
1.1 SUMMARY
This section describes how Line Items will be measured and paid for when making progress payments for this Chincoteague Greenbackville dredging contract. Work to be measured is described in the applicable specification sections listed for each Line Item. Measurement procedures for payment, required quantity surveys and/or procurement documentation and payment restrictions are also described in applicable specification sections.
Allocate costs for work not specifically mentioned to the Line Item most closely associated with the work involved. Unless there is a specific Line Item for administrative costs, such as Quality Control and Safety, allocate such costs proportionally across all Line Items. The lump sum prices and unit payments made for each item listed shall constitute full compensation for furnishing all plant, labor, materials and equipment; and performing any associated Contractor quality controls, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.
The terms "Contract Line Item Number (CLIN)" and "Line Item" are interchangeable herein (e.g. CLIN 0001 is the same as Line Item 0001). The term "CLIN" is a contracting term used in the Quality Control System (QCS) payment system.
1.2 LUMP SUM PAYMENT ITEMS
Payment items for the work of this contract for which contract lump sum payments will be made are listed in the BIDDING SCHEDULE and described below. All costs for items of work, which are not specifically mentioned to be included in a particular lump sum or unit price payment item, shall be included in the listed lump sum item most closely associated with the work involved. The lump sum price and payment made for each item listed shall constitute full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.
1.2.1 Payment Item No. 0001 Mobilization and Demobilization
of all dredging plant and equipment payment is by lump sum.
Payment to be made for all costs connected with the mobilization and demobilization of all of the Contractor's dredging plant and equipment as defined below will be paid for at the contract lump sum price for this item. Sixty percent of the lump sum price will be paid to the Contractor upon completion of his mobilization to the work site. The remaining forty percent will be paid to the Contractor upon completion of demobilization from the site. In the event the Contracting Officer considers that the
SECTION 01 22 00 Page 2 amount in this item, sixty percent which represents mobilization and forty percent which represents demobilization, does not bear a reasonable relation to the cost of the work in this contract, the Contracting Officer may require the Contractor to produce cost data to justify this portion of the bid. Failure to justify such price to the satisfaction of the Contracting Officer will result in payment of actual mobilization costs, as determined by the Contracting Officer, at the completion of mobilization, and actual demobilization costs, as determined by the Contracting Officer, at the completion of demobilization. The determination of the Contracting Officer is not subject to appeal.
1.2.1.1 Mobilization
