- Labeled the proposed surface on sections C – C’ and D – D’
L. Original plan sheets including the revised drawings associated with this amendment are attached.
M. Bidder Inquiries and corresponding Government Responses from ProjNet are hereby incorporated:
Inquiry ID: 7802734 Question - Can the Owner please send out a set of large set scaled drawings? Currently the plan drawings provided for this project is scanned in on an 8 ½ x 11 sheet, which when you blow these plans up to a larger scale they become distorted and you cannot read them.
Government response to Inquiry ID: 7802734 Noted. Rescaled plan drawings will be provided by amendment.
Inquiry ID: 7804808 Question - Please delete plan drawing sheets 16 & 17 and replace with cross sections that represent the actual conditions of the surveys provided in the other drawings.
You are currently showing approximately 9’ of bank on all of your cross sections which is not even close to what is actually existing in the cuts. This is very misleading.
Government response to Inquiry ID: 7804808 Referenced drawings illustrate the required, allowable, and permitted depths with regard to the contract pay prism volume. Cross sections are not intended to represent the existing volume in the cuts. An XYZ file of the hydrographic survey will be provided by amendment.
Inquiry ID: 7804872 Sec 35 20 23 Pg. 19. Reference - "During night time operations, the dredge discharge pipeline and point of discharge, as well as all ramp areas provided as access across the discharge pipeline, shall be clearly marked and well lighted in a manner as approved by the contracting officer".
Evaluation - Since the maximum distance between sand ramps is 500' and the Virginia Beach placement site is approximately 10,000' long, this means that the contractor would have to have around 19-20 LIGHTED ramps during nighttime operations.
Question - Is the Owner wanting the Contractor to light each ramp that goes over the discharge pipe during night operations? This would require several generators running through the night to power the lights. I'm assuming that the property owners will not be receptive of this.
Government response to Inquiry ID: 7804872 Contractor will not be responsible for lighting all sand ramps. Specifications Sec 35 20 23 paragraph 3.1.6, Special Beach Placement Area Safety Requirements, have been amended to reflect this.
Inquiry ID: 7804880 Question - Please confirm there are no "Time of Year" restrictions for this project.
Government response to Inquiry ID: 7804880 There are no time of year restrictions for this project.
Inquiry ID: 7804881 Question - Please confirm there is no "new work dredging" to be performed on this project and that the entire project is considered to be maintenance work.
Government response to Inquiry ID: 7804881 There is no new work dredging to be performed on this project and the entire project is considered maintenance work.
Inquiry ID: 7804906 Sec. 35 20 23 Pg. 20. Reference - "....ponding depth is maintained and that a minimum of four feet of freeboard, measured at the minimum containment dike elevation, is maintained at all times.
Question - What is the total capacity in cubic yards of the upland placement site when figuring in an elevation of 14' for the dikes and a 4' freeboard requirement?
Government response to Inquiry ID: 7804906 There is a nominal 40,000 cubic yards of capacity in the Maple St. Upland Site based on ponding and freeboard requirements once the placement area is rehabilitated to the design provided in the plans and specifications.
Inquiry ID: 7804936 Sec. 35 20 23 Pg. 20. Reference - "Per direction of the Contracting Officer, the spillbox and/or walkway may be required to be either repaired or replaced".
Question - Since it is ultimately up to the Contracting Officer whether or not the spillbox and/or walkway will be required to be either repaired or replaced, then would this item of work be considered a change order to the Contract price?
A Contractor cannot be held liable to replaced something at their cost when we do not know if the work is going to be required or not. It would be fair for everyone involved if this item of work was determined upon the inspection of the Contracting Officer.
Government response to Inquiry ID: 7804936 The Contractor will need to replace the walkway during rehabilitation of the upland site.
Specifications will be amended to include the required walkway replacement. The current spillbox structure will not need to be replaced or repaired.
Inquiry ID: 7806911 Question - Please send out a Coordinate table for the PI's on the upland placement site for the center lines.
Government response to Inquiry ID: 7806911 Requested Information is not available at this time.
Inquiry ID: 7806914 Reference - You currently do not have any detailed drawings or cross sections of the proposed levee work. The Contractor needs to have drawings showing the proposed work to be performed at the upland placement site.
Question - Please send out plan drawings showing existing conditions along with proposed work to be performed at the upland placement site.
Government response to Inquiry ID: 7806914 Plan drawing sheets 19 – 22 show detailed drawings of the upland placement site existing conditions and proposed levee work. Cross sections (A-D) that display existing and proposed surface are on plan drawing sheets 21 & 22. Cross sections to scale show elevations of proposed rehabilitated elevations and side slopes.
Inquiry ID: 7806919 Reference - Surveys of the upland placement site.
Question - Will any surveys be required of the upland placement site? If so, who will be responsible for performing these surveys? If it is the Contractors responsibility, please send out a specification detailing the requirements of the survey.
Government response to Inquiry ID: 7806919 No contractor submitted surveys of the Maple Street Upland Placement Site will be required after rehabilitation or after placement of dredged material.
Inquiry ID: 7806922 Reference - You are showing a cross dike on plan drawing 20.
Question - Is building a new cross dike required for the upland placement area? If so, please give some detailed information regarding this.
Government response to Inquiry ID: 7806922 Yes, in addition to Specifications section 3.1.8, Maple Street Upland Placement Area Maintenance and Rehabilitation Construction Prior to Dredging, please refer to detailed drawings on sheet 20 cross sections A – D and those associated profiles on sheet 21 & 22.
A diversion (spur) dike will be required to be constructed as indicated on sheets 20 and 22, profile C, to ensure adequate settlement time to meet state effluent water quality standards.
Inquiry ID: 7809966 Question - Please include the wage scale for the upland placement site work.
Government response to Inquiry ID: 7809966 Please refer to the Heavy construction wage determination scale that has been provided with the solicitation for the upland placement site work.
Inquiry ID: 7814931 Sec 01 57 20 pg. 12 Reference - "The disturbed area must be graded, filled and the entire area seeded unless otherwise indicated".
Question - To what degree will seeding be required for this project? Does the top of the levees and inside slopes need to be seeded?
Government response to Inquiry ID: 7814931 Seeding will not be required. Specifications Sec 01 57 20 paragraph 3.12 will be revised by amendment.
Inquiry ID: 7815013 Reference - www.fbo.gov "Maple St. Upland Placement Area will require site maintenance and rehabilitation before dredging operations to include, construction of a spur dike, site grading, and spillbox repair".
Evaluation - The only place that talks about constructing a spur dike is in the advertisement found on the FBO website. There is nothing in the specs which mention the construction of a spur dike, nor does it give any detail on if any compaction requirements are required.
The plan drawings sheet 20 of 22 show a spur dike, and plan drawing 22 of 22 shows a cross section but no other information is given.
Question - Please include language in the specifications regarding building a spur dike if in fact it is required for this project.
Government response to Inquiry ID: 7815013
A spur dike is required as indicated in the solicitation and seen on plan drawing sheets 20 and 22.
Specification section 35 20 23 paragraph 3.1.8 will be amended to include language regarding construction of the spur dike.
Inquiry ID: 7833030 Reference - "Contractor designated acceptance sections shall be for contiguous areas, the full width of the channel, identified by station numbers, and shall not exceed three acceptance sections for the entire dredging area".
Evaluation - It seems by the wording of this spec, that only 3 acceptance sections will be allowed for the entire dredging project as a whole.
Question - If only three acceptance sections are in fact allowed on this project, then we would like to request that 5 acceptance sections be allowed on this project for the following areas:
* Entrance Channel
* Turning Basin, Long Creek Side Channel, & Channel to Broad Bay 95+00 to + 106+19.
* Channel to Broad Bay 0+00 to 19+00
* Channel to Broad Bay 65+00 to 68+00 / 72+00 to 74+00 / 84+00 to 90+00
* Narrows Channel
Notes: The entrance channel needs to have its own acceptance sections due to the volatile nature of this work. This will also save cost on the overall project due to the Contractor not needing to figure in as much sweeping due to the area shoaling in.
The Broad Bay sections also needs their own acceptance sections on each side of the bridge due to the contractor having to tear down their equipment before going to the next area.
Government response to Inquiry ID: 7833030 Five acceptance sections will not be allowed for this project. Due to the slow shoaling rate in the inner portions of the project, the contract will allow three acceptance sections.
Inquiry ID: 7833042 Question - Please confirm that all Base Bid Items will be awarded prior to the award of the Option Bid Items.
Government response to Inquiry ID: 7833042 As indicated in the solicitation, base bid items and optional items will be awarded concurrently.
Optional Items will be awarded, if deemed feasible by the Government, at the time of base contract award.
Inquiry ID: 7833757 Do we use 'Standard Form 24 (Rev. 8-2016)' for the bid bond?
Government response to Inquiry ID: 7833757 Yes.
Inquiry ID: 7833771 Will we be permitted to work 24/7 on this project?
Government response to Inquiry ID: 7833771 Yes, the contractor will be permitted to work 24/7 on the project.
Inquiry ID: 7833780 What is the desired NTP timing?
Government response to Inquiry ID: 7833780 The intent of the Government is to issue NTP as soon as possible, in accordance with Norfolk District normal business procedures.
Inquiry ID: 7833792 Were portable dredges used on this project previously? And if so, where were they assembled?
Government response to Inquiry ID: 7833792.
Portable dredges have not been used in the last 4 iterations of the hydraulic maintenance dredging. Should a portable dredge need to be assembled, the Crab Creek Maintenance Area and bulkhead, adjacent the Turning Basin and south of the Lynnhaven Boat Ramp and Beach Facility, may be used.
Inquiry ID: 7833795 Where would be the preferred location for setting up office trailer and material storage site?
Government response to Inquiry ID: 7833795 Temporary Office trailers are not required for this project. Should the Contractor desire to set up temporary office trailers they shall be responsible for securing the necessary provisions for operation of the facilities. The preferred location for setting up office trailer and material storage site is the Crab Creek maintenance area, adjacent the Turning Basin, south of the Crab Creek Lynnhaven Boat Ramp and Beach Facility.
Inquiry ID: 7833797 What size dredge was used last to pump into the Maple St. Upland Placement Area and did the operator require any polymer to maintain the clarified water requirement at the spill box?
Government response to Inquiry ID: 7833797 An 18” hydraulic cutterhead dredge was last used to pump into Maple St. Upland Site. The operator did not require any polymer to achieve the effluent water quality standards at the spillbox. No add mixture, or other substances will be allowed to be mixed, added with the dredged material to achieve effluent water quality standards.
Inquiry ID: 7833802 Where would be the preferred location for crew changes and personnel transfer to boats?
Government response to Inquiry ID: 7833802 The preferred location for crew changes and personnel transfer to boats is the Crab Creek Lynnhaven Boat Ramp and Beach Facility and bulkhead at the Crab Creek Maintenance Area.
Inquiry ID: 7833803 Is trenching below channel grade for submerged pipelines required?
Government response to Inquiry ID: 7833803 Trenching in support of submerged pipelines is currently not anticipated to be required for this project. Should pipeline be required to be placed across the bottom of the channel to support dredging operations, it will be placed in a manner to not obstruct navigation or become a hazard to navigation. Whether trenched or weighted down, the top of pipeline shall not encroach into Federal channel prism.
Inquiry ID: 7833812 Where would be the preferred location for fuel storage and transfer?
Government response to Inquiry ID: 7833812 The preferred location for fuel storage and transfer is the Crab Creek Maintenance Area and Bulkhead adjacent the Turing Basin and South of the Lynnhaven Boat Ramp and Beach Facility.
